DISCUSSION OF DONATION OF PORTRAIT IN JUDICIAL BUILDING
Mr. George Rountree, III would like to donate a portrait of
his grandfather, George Rountree, who served as Resident Superior
County Judge for New Hanover County in 1913 and 1914.

After discussion, it was the consensus of the Board for
George Rountree, III to contact Louise Rehder, Clerk of Superior
Court, as to the type of frame to purchase in order to keep
conformity of frames throughout the building.
AUTHORIZATION TO DEMOLISH THE OLD DISTRICT ATTORNEY'S BUILDING
County Manager Cooper commented on the condition of the Old
District Attorney's Building at 14 North 3rd Street requesting
authorization to demolish the building.
Chairman Gottovi MOVED, SECONDED by Commissioner Blake to
authorize Mr. Winfred Simpson, Supt. of Property Management, to
demolish the building saving all i terns that can be used
elsewhere. Upon vote, the MOTION CARRIED UNANIMOUSLY.
AUTHORIZATION OF FIRST CITIZENS BANK AND TRUST COMPANY AS PAYING
AGENT FOR BOND COUPONS
Commissioner O'Shields MOVED, SECONDED by Commissioner
O'Neal to appoint First Citizens Bank and Trust Company as the
paying agent for bond coupons. Upon vote, the MOTION CARRIED
UNANIMOUSLY.
ADJOURNMENT
Commissioner Blake MOVED, SECONDED by Commissioner O'Neal to
adjourn. Upon vote, the MOTION CARRIED UNANIMOUSLY.

County Board of Commissioners met in Special
September 6, 1984, at 9:00 o'clock A.M. in
320 Chestnut Street, Wilmington, North
Members present were: Commissioners Jonathan Barfield,
Sr.; Donald P. Blake; Nolan O'Neal; Claud O'Shields, Jr.;
Chairman Karen E. Gottovi; County Manager, G. Felix Cooper;
County Attorney, Robert W. Pope; and Clerk to the Board, Lucie F.
Smith.

Chairman Gottovi called the meeting to order welcoming Mr.
Lester Moore, Executive Director of the Division of Economic
Opportunity, N. C. Department of Natural Resources and Community
Development, stating a work session had been called to discuss
participation of New Hanover County in the Community Action
Partnership programs.
DISCUSSION OF PROCEDURES AND GUIDELINES OF PARTICIPATION IN
COMMUNITY ACTION PARTNERSHIP PROGRAMS
Mr. Lester Moore gave background information on the
Community Action Partnership programs emphasizing participation
of New Hanover County. He stated if the County joined an

existing Community Action Agency the County would be eligible for
both the Community Services Block Grant, $8.6 million State-wide,
and the Community Action Partnership Program, $1 million state-
wide. If the Commissioners designated a private non-profit
agency, the agency would only be eligible for the Community
Action Partnership Program, $1 million state-wide. Mr. Moore
explained the Community Services Block Grant Program is a
federally funded program designed to provide a broad range of
services to low-income persons and is administered at the local
level by 34 community action agencies and several limited purpose
agencies. He explained that the Community Action Partnership
Program is a State program designed to serve low-income people
which has just been established by the N. C. General Assembly
with an appropriation of $1 million. This program will be
administered much like the Community Services Block Grant
Program. He stated since the county is not currently
participating in the program, it must join an existing community
action agency and designate a private nonprofit agency, other
than an existing community action agency, with the board
consisting of one-third members being low-income, elderly, or
handicapped residing in the service area of the agency; one-third
of the members appointed by the chief elected officials in the
service area; and one-third consumer representatives selected
through a democratic process pursuant to guidelines established
by the Department.
The Commissioners expressed concern over New Hanover County
not being informed by the community action agency contiguous to
the County, SENCLAND, with reference to participation in the
programs. They also expressed concern for SENCLAND being the
only contiguous community action agency and the current
administrative problems within that agency.
cdunty Attorney Pope commented on the word, contiguous,
stating N. C. General Statute l60A-492 reads as follows: "The
governing body of any city, town, or county is hereby authorized
to undertake, and to expend tax or nontax funds for, human
relations, community action and manpower development programs."
It further stated that "The Governing body may appoint such human
relations, community action and manpower development committees
or boards and citizens, as it may deem necessary in carrying out
such programs and activities, and may authorize the employment of
personnel by such committees or boards, and may establish their
duties, responsibilities, and powers. The cities and counties
may jointly undertake any program or acti vi ty which they
authorize to undertake by this section." County Attorney Pope
stated he felt the contiguous requirement could be waived
according to the statute and that New Hanover County could
investigate joining the Region P Community Action Agency.
After a lengthy discussion of procedures and guidelines to
be followed, it was the consensus of the Board to have the
Chairman write Mr. James A. Summers, Secretary of the N. C.
Department of Natural Resources and Community Development,
requesting waiving the contiguous requirement and to write Dr. W.
L. Rush, Chairman of the Region P Communi ty Action Agency
requesting New Hanover County becoming a part of this agency and
proceeding from this point.

Chairman Gottovi, on behalf of the Board, expressed
appreciation to Mr. Lester Moore for his informative presentation
and willingness to meet with the Commissioners on such short
notice.

O'Neal to adjourn the meeting. Upon vote, the MOTION CARRIED

MINUTES OF EMERGENCY MEETING, SEPTEMBER 10, 1984
ASSEMBLY
The New Hanover County Board of Commissioners met in an
Emergency Session on Monday, September 10, 1984, at 12:02 o'clock
P.M. to discuss policy and procedures for preparation of
protecting the citizens of New Hanover County if Hurricane Diana
should become a threat to the coast. The Emergency Session was
held in the Chairman's Office, Room 304, County Administration
Building, 320 Chestnut Street, Wilmington, N. C. The Emergency
Session was called since a quorum was present and the Chairman
and/or Vice-Chairman would have to declare a state of emergency
according to the New Hanover County Code.

Members present were: Commissioners Jonathan Barfield, Sr.;
Claud 0' Shields, Jr.; Chairman, Karen E. Gottovi; County
Attorney, Robert W. Pope; and Clerk to th~ Board, Lucie F. Smith.
Members absent were: Commissioners Donald P. Blake' and
Nolan O~Neal. Due' to the shortage "of' time, these members were
not -gi ven -advance- 'notice and were unable, to~ attend.
DISCUSSION OF HURRICANE PREPAREDNESS
Chairman Gottovi called the Emergency Session to order upon
the recommendation of Civil Preparedness/Emergency Services
Director, Dan Summers, for implementation of the New Hanover
County Hurricane Evacuation Plan if necessary due to the
hurricane. She stated another meeting had been scheduled by the
Emergency Services Director at 7:00 o'clock P.M. at the Law
Enforcement Center to update the Commissioners on the 7:00 P.M.
Weather Advisory.
After discussion, Commissioner O'Shields MOVED, SECONDED by
Commissioner Barfield to authorize the Chairman or in his/her
absence the Vice-Chairman, to determine and proclaim the
existe.n.ce. of. a \ state of emergency. in New Hanover County if
necessa-ry"wi.thout holding a meet-ing. Upon vote, the MOTION
CARRIED AS FOLLOWS:
