O'Neal to adjourn the meeting. Upon vote, the MOTION CARRIED
UNANIMOUSLY.

MINUTES OF EMERGENCY MEETING, SEPTEMBER 10, 1984
ASSEMBLY
The New Hanover County Board of Commissioners met in an
Emergency Session on Monday, September 10, 1984, at 12:02 o'clock
P.M. to discuss policy and procedures for preparation of
protecting the citizens of New Hanover County if Hurricane Diana
should become a threat to the coast. The Emergency Session was
held in the Chairman's Office, Room 304, County Administration
Building, 320 Chestnut Street, Wilmington, N. C. The Emergency
Session was called since a quorum was present and the Chairman
and/or Vice-Chairman would have to declare a state of emergency
according to the New Hanover County Code.

Members present were: Commissioners Jonathan Barfield, Sr.;
Claud 0' Shields, Jr.; Chairman, Karen E. Gottovi; County
Attorney, Robert W. Pope; and Clerk to th~ Board, Lucie F. Smith.
Members absent were: Commissioners Donald P. Blake' and
Nolan O~Neal. Due' to the shortage "of' time, these members were
not -gi ven -advance- 'notice and were unable, to~ attend.
DISCUSSION OF HURRICANE PREPAREDNESS
Chairman Gottovi called the Emergency Session to order upon
the recommendation of Civil Preparedness/Emergency Services
Director, Dan Summers, for implementation of the New Hanover
County Hurricane Evacuation Plan if necessary due to the
hurricane. She stated another meeting had been scheduled by the
Emergency Services Director at 7:00 o'clock P.M. at the Law
Enforcement Center to update the Commissioners on the 7:00 P.M.
Weather Advisory.
After discussion, Commissioner O'Shields MOVED, SECONDED by
Commissioner Barfield to authorize the Chairman or in his/her
absence the Vice-Chairman, to determine and proclaim the
existe.n.ce. of. a \ state of emergency. in New Hanover County if
necessa-ry"wi.thout holding a meet-ing. Upon vote, the MOTION
CARRIED AS FOLLOWS:

MINUTES OF REGULAR MEETING, SEPTEMBER 17, 1984
ASSEMBLY
The New Hanover County Board of Commissioners met in Regular
Session on Monday, September 17, 1984, at 9:00 o'clock A.M. in
the Assembly Room, New Hanover County Administration Building,
Wilmington, North Carolina.
Members present were: Commissioners Donald P. Blake; Nolan
O'Neal; Claud 0' Shields, Jr.; Chairman Karen E. Gottovi, County
Manager, G. Felix Cooper; County Attorney, Robert W. Pope; and
Clerk to the Board, Lucie F. Smith.
Members absent were: Jonathan Barfield, Sr. was absent due
to illness.
Commissioner O'Shields gave the invocation.
APPROVAL OF MINUTES
Commissioner Blake MOVED, SECONDED by Commissioner O'Shields
to approve the minutes of the Regular Meeting of August 20, 1984,
the Continued Meeting of August 21, 1984, and the Special Meeting
of August 23, 1984, as presented with the minutes of August 21,
1984, reflecting that Commissioner Blake was present. Upon vote,
the MOTION CARRIED AS FOLLOWS:

APPROVAL OF WAIVERING PERMITS FEES FOR HURRIC ANE VICTIMS -
INSPECTIONS DEPARTl1ENT
Inspections Superintendent, Sky Conklin, appeared before the
Commissioners recommending that all permit fees for storm related
damages be waived with the Inspections Department being the
determining agency on whether or not the damages were storm related.
