BA 22-008 Funds in the amount of$115,000 are being provided by the NC Division of Public Health-Women's& Children's Health-Children&Youth branch to enable schools to establish and expand COVID-19 screening and testing programs to support and maintain in-person learning. The federal government is providing these resources through the Centers for Disease Control and Prevention under the Epidemiology and Laboratory Capacity(ELC) Reopening Schools award.Funds will be used to support contracted public health nurses as school health liaisons for the coordination of COVID-19 screening,testing,and vaccine administration efforts,and to coordinate other school , i health/public health services through May 31,2022.Needed office supplies,cell phones,computer equipment and Itravel are covered fully by this funding. No new positions are being requested and no county match is required. 1; BA 22-009 budgets funds received from New Hanover County Schools. These funds will come from COVID-19 1 funds that New Hanover County Schools have received. The funds will be used for the provision of a school health i nurse in every New Hanover County public school,as well as,an additional school nurse supervisor. This will i ; provide medical services to Lake Forest Academy,Wilmington Early College High School(WECHS),Southeast 1 Area Technical High School(SEA-Tech),Isaac Bear Early College High School(IBECHS),and JC Roe Center,as i well as,an additional nurse to help cover Emsley A.Laney High School due to its large student census. Creation of i t these positions continues the previously established Board of County Commissioners'directive of having a nursing / presence in every New Hanover County public school. The added supervisor position will in turn help manage 46 ipublic health nurses placed in school settings. Additionally,these nursing services help to ensure appropriate ipreparation and response to community health crises,such as COVID-19,that continues to impact the area. 1 Provision of such services promotes an environment in which students are healthy and ready to learn. WHEREAS,the Wilmington Area Rebuilding Ministry,Inc.(WARM)began in 1996 in response to hurricanes Bertha and Fran and has a service region that covers Brunswick, New Hanover, Pender, and Onslow I Counties; and IWHEREAS, WARM was created as a 501(c)(3) by the leaders of the Wilmington District of the United Methodist Church so that WARM would belong not just to the church but to the community and continue its mission to repair the damaged homes of low income and elderly residents, and to make homes accessible for them; and to inspire service, generosity, and hope; and WHEREAS,WARM operated for many years as an all-volunteer organization with a board of directors who reviewed all applications, served as project managers, and handled grant management functions; and WHEREAS, to grow capacity and strengthen the infrastructure of WARM, the board of directors through a grant from The Duke Endowment, hired administrative staff and rented an office in the Jo Ann Carter Harrelson Center in downtown Wilmington.The staff worked with the board to increase awareness of the problem of substandard housing and to attract more community support for WARM's mission; and WHEREAS, since its inception in 1996 WARM has been able to serve 1,600 households and is on track to serve an additional 200 families by the end of 2021 from making repairs to rebuilding entire homes; and WHEREAS, since 2009, WARM funders have contributed more than $12 million and volunteered over 200,000 hours, investing over $16 million worth of repairs into the region's existing stock of affordable housing; and WHEREAS,the service provided by WARM will continue to have a positive impact on the community and I citizens and in the region. NOW, THEREFORE, BE IT RESOLVED, that the New Hanover County Board of Commissioners wishes to recognize WARM upon its 25th anniversary and thank its board of directors and staff for their continued service in this region to low-income homeowners, many of whom are elderly and/or disabled, by preventing home accidents and illnesses, and help people age in place safely to preserve their dignity and 1 independence. NE VER COUNTY G-oN1 Y., I �� I ., \z Juli 'son-Bo man, Chair I- i: i ,' 4 ATTES : l I: g. 0 a 0 I 'r- `l , K g berleigh G. 6'.well, Clerk to the Board i j 1 1 NEW HANOVER COUNTY BOARD OF COMMISSIONERS Exhibit Book X t-1 l t Page la• 4 RESOLUTION AUTHORIZING NEW HANOVER COUNTY TO PAY ECONOMIC DEVELOPMENT INCENTIVES WHEREAS, Project Manage ("Company") proposes to expand its operations at its existing facility; and WHEREAS, the project over no more than a five-year period will include the hiring of 104 or more full-time equivalents at an average salary of$80,000 thus creating additional well-paying jobs; and WHEREAS, under a required Incentive Agreement ("Agreement"),the Company would agree to reduce New Hanover County's ("County") economic development incentive grant if the Company does not sustain the jobs benchmark as those terms shall be defined in the required agreement; and WHEREAS, the employment of 104 or more new full-time equivalents would create jobs for the area and provide a positive economic impact for the County; and WHEREAS,the Company's creation of 104 or more new jobs as described above would produce revenue for local businesses and the County due to the employment of individuals; and WHEREAS,pursuant to the provisions of North Carolina General Statute 158-7.1,this Board of Commissioners deems it is desirable and in the best interest of the County and its businesses and residents to offer certain economic development incentives to the Company and enter into an Agreement with the Company; and WHEREAS, this Board of Commissioners has organized and approved the holding of a public hearing at the Board's September 20, 2021 regular meeting to discuss and approve certain economic development incentives to the Company. NOW,THEREFORE, BE IT RESOLVED, by the New Hanover County Board of Commissioners as follows: 1. The Board of County Commissioners approves appropriating and spending from the County's general fund amount to make cash grants of$24,000 annually, totaling$120,000 over a period of five years, contingent upon the Company hiring 104 or more new full-time equivalents at an average salary of fi at least$80,000. 2. To implement these incentives, the Board of Commissioners hereby authorizes County staff to prepare an Incentive Agreement and authorizes the Chairman of the Board of Commissioners and/or the County Manager to execute that Incentive Agreement on the County's behalf and to take all actions necessary to implement the actions and grants required by that agreement. 3.
