In response to the TRC comments received in regards to the Goldenberg Office
Building, we offer the following responses:

TRC Planning Review Comments (2021‐07‐02)
1. Please update the plan with the following general corrections:
a. General comments per the Major Site Plan application.
i. Please provide a copy of the site plan with the Engineer’s seal.
Response: Sealed plans are included with this resubmittal.
ii. Please provide the land use and zoning of the adjacent parcels.
Response: Refer to sheet CX‐100 for all adjacent parcel labels,
including land use and zoning.
iii. Please provide a legend for all symbols used within the site plan.
Response: Noted.
iv. Please be sure that all elevations are tied to North
American Vertical Datum of 1988 (NAVD 88) and
horizontal coordinates must be tied to the North
Carolina Grid System.
Response: Confirmed. A copy of the boundary and topographic
survey that was completed is included with this resubmittal.

v. Please indicate the location of all environmental
areas of concern including conservation resources,
404 wetlands, and 401 wetlands as defined by the
appropriate agency.
Response: The site is located in an “Urban” land
classification per the attached 2006 CAMA Plan. The
boundary and topographic survey that was
completed did not include wetlands identification.
However, the attached exhibit from the U.S. Fish
and Wildlife Service shows the project site “does
not” contain any wetlands.
vi. Please include all existing and proposed
landscaping, including caliper, height, and species
that will be preserved or installed to comply with
the landscaping requirements including bufferyard,
streetscape, foundation, screening, and parking lot
landscaping.
Response: Please refer to separately submitted
landscape plan designed by Mihaly Land Design.
b. It appears there are City of Wilmington references on the
General Notes sheet, please work with NHC Engineering and
the CFPUA to determine what notes are required.
Response: Noted. The General Notes Sheet has been updated
to include the appropriate information.
c. Please hatch the existing parking for clarity.
Response: The existing parking lot for the ABC Headquarters building is
shown on the plans and is grayed back to identify that it’s existing.
d. Please show and label the sight triangles on the landscape and site plan.
Response: Sight triangles are not applicable to this site. The driveway for
this property connects to a shared access drive and not the right of way.
e. Please show and label the setbacks on the site plan.
Response: Refer to sheet CS‐101 for the setbacks shown with labels.
f. Please adjust the label for the square footage of the interior
parking island, it appears the label is on top of the GPS nail
label.
Response: Could not locate this labeling conflict on the plans.

2. Screening:
a. Please provide screening, UDO Section 5.4.4, heating/air
conditioning units are to be shielded from view from the
property line of an existing residential use by a 100 percent
opaque solid wall.
Response: The Architect is aware of this requirement and is
working with the mechanical engineers on proper screening to
meet this condition for all units located on the roof.
3. Please indicate the location of signage to comply with UDO Section 5.
Response: The only exterior signage for this building will be
an address at the entry gate.
4. Please label the buffer as a Type A Opaque Buffer.
Response: This information was added to Sheet CS‐101.
5. Landscape Plan:
a. Please provide a landscape plan.
Response: The landscape plan will be submitted separately by
Mihaly Land Design.
6. Tree Retention:
b. Please be aware that there are optional incentives for
retaining trees on site, UDO Section 5.3.8.A.2.
Response: Noted.
c. The tree retention standards have recently been updated.
Please provide the specific species (Loblolly pine, Long
Leaf pine, etc.) of all regulated trees to be removed or
credited for mitigation. In addition to the significant trees,
please list all regulated trees to be removed.
Response: Refer to the included Tree Removal Permit and Tree
Removal List for the list of all trees to be removed, their size
and classification of Documented or Significant. No significant
trees are proposed for removal; therefore, no mitigation is
required.
d. Per UDO Section 5.3.4.C, of the UDO requires a minimum
of 15 trees at least 2” DBH must be retained or planted on
the parcel where development occurs for each acre or

proportionate area disturbed.
i. Please note that required landscaping for the project can be
credited to meet this requirement.
Response: Noted. The forthcoming Landscape Plan will be
submitted separately, by Mihaly Land Design.
e. Please be aware that a Tree Removal Permit is required
prior to any land disturbance activities. Please provide the
specific species (Loblolly Pine, Long Leaf Pine, etc.) of the
trees to be removed or retained to determine required
mitigation.
Response: Noted. The required Tree Removal Permit has
been submitted. Refer to Sheet CD‐100 for tree removal
locations and refer to Tree Removal List for specific tree
species and size of trees proposed for removal.
f. Per UDO Section 5.3.6.B, please be aware that prior to any
construction activity protection fencing is required around
protected trees or tree stands. The fencing shall be a
minimum of four feet and shall remain in place through
completion of construction activities.
Response: Noted. Refer to Sheet CE‐101 for the location of
all Tree Protection Fencing. Refer to Sheet CE‐501 for Tree
Protection Fencing details.
7. Please be aware that no building permit will be issued until NCDOT has
issued the Driveway Permit.
Response: Comment not applicable, per Ron Meredith on TRC Teams
call.
8. UDO Section 5.5.3, before the Site Plan approval can be issued,
documentation must be provided to illustrate that street lighting, all
exterior lighting, and indoor lighting visible from outside shall be
designed and located so that the maximum illumination measured in foot
candles at ground level at lot lines abutting R‐15 parcels do not surpass
0.5.
Response: An exterior lighting plan is still under design. We
will provide a copy of the plan as soon as it’s complete.
9. Parking:
10. Offices for the Private Business and Professional Activities use requires
2.5 spaces per 1,000 sf. At 16,000 square feet, the proposed building

would require more parking than what has been proposed.
Section 5.1.3 does give options to provide an alternative parking plan to
allow for reduced parking.
Response: There will be 11 office spaces available in this
building. However, the owner is only expecting maybe 40%
of the available space to be occupied at any given time.
Typically, it will be much less than that. We are providing
12 marked spaces, which includes the handicapped
parking, as well as 7 unmarked spaces for additional
parking. This appears to be more than enough for the use of
this building. Additionally, unannounced visitors are not
anticipated as this a family office with a secured access gate.
11. Access:
a. Please provide a title opinion to show legal access through
the adjacent properties parking lot.
Response: Please review the attached legal documentation
provided by the Owner’s title insurance company.
b. It appears that the deed reference for the access easement
has been covered by the other text. Please adjust
accordingly.
Response: The text location on the plan was adjusted so
that it is now legible.
12. Easements:
a. Easements:
i. UDO Section 6.2.2, please label Storm Sewer, Sanitary
Sewer, and Water Main Utility Easements.
Response: The utility easement is shown and labeled on the Site Plans,
Sheets CS‐100 and CS‐101. We have also added this information to the
Utilities Plan for additional clarity.
Fire Services, Ray Griswold 910‐798‐7464
1. Fire hydrant placement shall be within 100 feet of the FDC
Response: The proposed Utilities Plan has the FDC located remotely from
the building with a hydrant in proximity. (See Sheet CU‐101)
2. I have reviewed the Fire Protection Notes. They are all
approved. However, this is a County Project. All statements
about Wilmington Fire shall reflect back to New Hanover
County Fire Services. The correct phone numbers are 910‐

NHC Engineering (Stormwater), Galen Jamison 910‐798‐7142
1. Although the project appears to disturb less than one acre, the
proposed site is within an existing grading permit and will
therefore be required to obtain an erosion control permit.
Please submit for permit as the design is completed.
Response: Noted and will provide under separate submittal.
2. A land disturbing permit and a modification to the stormwater
system authority to construct (ATC #592‐11/18/13) is required
for this project. Please submit for permits as the design is
completed.
Response: Noted and will provide under separate submittal.
3. The site plan component checklist requirement for storm
pipes, drainage features and stormwater management features
isn’t provided and it is assumed the drainage will
conveyed/piped to the offsite permitted pond. If so, an
operation and maintenance agreement with the offsite parcel
will be required.
Response: Noted and will provide a completed O&M
agreement.
4. Documentation that the existing pond has adequate
capacity/volume will be required with the completion
certification of the stormwater ATC to verify previous pond
maintenance and ensure permitted volumes still exists.
Response: The existing stormwater wet pond was designed to
treat and control future impervious allocations for the parcels
that will have site improvements. We will provide updated
calculations showing adequate capacity under a separate
submittal.
5. If there is any offsite drainage routed through or around the
site or onsite drainage exiting the site with inadequate
conveyance/outfall, a drainage easement to assist with the
mission of new Stormwater Services department starting in
July may be required. Construction of offsite drainage

conveyance measures that will be maintained by the County
will need to observed by Stormwater Services and a turnover
meeting scheduled once the system is ready to be conveyed to

Cape Fear Public Utility Authority, Bernice Johnson 910‐332‐6620
1. CFPUA plan review required.
Response: We have already coordinated with CFPUA on the preliminary
layout of utilities. We will be making a formal submittal for commercial plan
review.
2. CFPUA water and sewer available.
Response: Noted.
3. CFPUA Meter Sizing Form will be required.
Response: The Water Meter Sizing Form is currently under review by the
plumbing engineers. As soon as it’s complete, we will forward on to CFPUA
for review and approval.
