2005-11-07 Water & Sewer NEW HANOVER COUNTY WATER AND SEWER DISTRICT REGULAR MEETING, NOVEMBER 7, 2005 BOOK 3 PAGE 149 ASSEMBLY The District Board of Commissioners of the New Hanover County Water and Sewer District met in Regular Session on Monday, November 7,2005, at 11:00 p.m. in the Assembly Room of the New Hanover County Courthouse, 24 North Third Street, Wilmington, North Carolina. Members present were: District Chairman William A. Caster; District Vice-Chairman William A. Kopp, Jr.; District Commissioner Ted Davis, Jr.; District Commissioner Robert G. Greer; District Commissioner Nancy H. Pritchett; Interim County Manager Dave Weaver; County Attorney Wanda M. Copley and Clerk to the District Board Sheila L. Schult. District Chairman Caster called the meeting to order. NON-AGENDA ITEMS District Chairman Caster announced that time had been reserved for anyone from the public to present an item that was not listed on the Regular Agenda. He requested all persons to limit their remarks to three minutes. No items were presented. APPROVAL OF MINUTES District Chairman Caster called for a motion to approve the minutes of the regular meeting held on October 17,2005, as presented by the Clerk to the District Board. District Commissioner Pritchett requested that minutes of the regular meeting held on October 17, 2005 be pulled for review. CONSIDERATION OF AWARD OF CONTRACT FOR MUNICIPAL AND FINANCIAL SERVICES County Engineer Greg Thompson reported that the New Hanover County Board of Commissioners instructed staff to seek professional services for the evaluation of the County's Engineering/Water and Sewer Department. Staff recommends that Municipal and Financial Services be awarded a contract in the amount of $39,900 in accordance with the submitted proposal and requests approval of the associated budget amendment in the amount of $43,890, which includes a 10% contingency. Motion: District Commissioner Greer MOVED, SECONDED by District Vice-Chairman Kopp, to award a contract to Municipal and Financial Services in the amount of $39,900 and approve the associated budget amendment #06-0067 in the amount of $43,890, which includes a 10% contingency. Upon vote, the MOTION CARRIED UNANIMOUSLY. Budget Amendment # 06-0067 - Water & Sewer Adjustment Debit Credit Water & Sewer Finance: Appropriated Fund Balance (W&S) Water & Sewer Administration: Contracted Services $43,890 $43,890 Explanation: To budget funds for contract with Municipal and Financial Services for evaluation of the EngineeringlWater & Sewer Department. CONSIDERATION OF REQUEST FOR PORTERS NECK CENTER WATER LINE EXTENSION County Engineer Greg Thompson reported that the developer of Porters Neck Center is extending the District's water system to supply water to a private water system serving this commercial tract. The developer only NEW HANOVER COUNTY WATER AND SEWER DISTRICT REGULAR MEETING, NOVEMBER 7, 2005 BOOK 3 PAGE 150 needs an 8-inch waterline, but he is extending a lO-inch waterline for the convenience of the District. The developer obtained multiple bids for 8-inch and lO-inch waterlines in the public and private portions of the system. The low bid was East Coast Contracting and the difference in cost to upsize the line to lO-inch diameter on the District's portion of the waterline extension is $1,600. Motion: District Vice-Chairman Kopp MOVED, SECONDED by District Commissioner Greer, to authorize the County's participation in the Porters Neck Center water line extension in the amount of $1,600. Upon vote, the MOTION CARRIED UNANIMOUSLY ADJOURNMENT Hearing no further business, District Chairman Caster requested a motion to adjourn the meeting. Motion: District Vice-Chairman Kopp MOVED, SECONDED by District Commissioner Greer, to adjourn the meeting. Upon vote, the MOTION CARRIED UNANIMOUSLY.
