February 17, 2021
New Hanover County’s Technical Review Committee (TRC) will meet Wednesday, February 17,
2021 at 2:00 p.m. at 230 Government Center Drive, Suite 110, to discuss the below items.
PLEASE NOTE:
This meeting will be conducted remotely via teleconference. Interested parties can contact the Planning
and Land Use Department at 910-798-7165 for more information.
2:00 p.m. Item 1: Oyster Point – Preliminary Plan
Request by Fred Graham Jr. with the Oyster Point Development Co. to add one lot
to the Oyster Point performance residential development for a total of 53 units. The
subject property is located at 700 block of Edgewater Club Road, consists of 27.67
net acres, and is zoned R-20.
Other Items:
Wilmington CNG Station – Concept Plan Review
o Natural gas fueling facility located in the 100 block of Sutton Steam Plant Road.
Future Items:
March 3rd TRC Meeting
o Spring Ridge Preliminary Plan
Performance residential development consisting of 22 single-family

The following comments have been received for the February 17, 2021 TRC meeting.
Please note: following the TRC meeting, a revised site plan addressing each of the below items must be
resubmitted prior to receiving approval.

1. Please verify access to the proposed lot.
a. If the lot is to be accessed by Oyster Point Drive, please provide legal documentation (ex.
title opinion) verifying the access prior to final plat approval.
b. If the lot is to be accessed from the existing easement along the rear property line, please
note that only three lots can be access from a private access easement. Will the other
lots (45-52) access to Oyster Point Drive?
2. Please complete a final plat application, including a $20 lot fee.
3. HOA documents will need to updated to include the new lot.
4. Final Plat comments:
a. Please locate all requirements of NCGS 47-30(c) into one title block.
b. Please add CFPUA and Engineering certificates.
c. Please add Planning approval certificate.

1. Lots 45 – 52 Oyster Point Drive are not currently served with CFPUA water and sewer.
2. CFPUA water and sewer is not available.

2. CFPUA has provided the developer information on the requirements to extend water and sewer
to serve the properties, however, per CFPUA, sewer and water is not available on 2/10/2021.
3. Construction may not begin on these lots 45-52 until the owners or his/her representatives obtain
improvement (septic) permits and well permits AND authorization to construct for on-site
wastewater systems from the New Hanover County Public Health Department. A site/soil
evaluation must be conducted to determine if improvement and well permits can be issued for
these newly formed tracts of land. The land shall not be disturbed prior to the soil/site evaluation.
