According to New Hanover County's Administrative Policy for Face Coverings on County Property,
individuals from the public who participate in indoor meetings of the Board of Commissioners, Planning
Board, Health and Human Services Board, Board of Elections, or any other county board or committee
are required to wear face coverings, and exemptions will not be recognized. I ndividuals who attend
without a face covering will be offered a face covering. If they refuse to wear a face covering, they will
not be allowed to attend the meeting in person but will be able to view/listen to the meeting remotely.

BRIEF SUMMARY:
The attached schedule of the 2022 Agenda Review and Regular Board of Commissioners Meetings is submitted for
adoption. Please note the following:
• January 2022: Schedule accommodates the New Year's Eve holiday on December 315t and Martin Luther King,
Jr. Birthday holiday on January 17th
• March 2022: Schedule accommodates Election Primary Day on March 8th and keeps the overall schedule as
close to the normal first and third Monday meeting schedule as possible
• July 2022: Schedule accommodates the Independence Day holiday on Monday and NACo Annual Conference
• Monday, August 22nd: Regular meeting to be held on the fourth Monday instead of the third Monday to
accommodate NCACC Annual Conference
• Tuesday, September 6th: Regular meeting to be held on Tuesday to accommodate Labor Day holiday on
September 5th
• November 2022: Schedule accommodates Election Day on November 8th, Veteran's Day holiday on November
11th, and the Thanksgiving holiday on November 24th and 25th

SUBJECT:
Adoption of a Resolution to Dispose of Surplus Property According to Procedures Outlined in North Carolina
General Statute Chapter 160A-Article 12
BRIEF SUMMARY:
North Carolina General Statute Chapter 160A-Article 12 governs the sale and disposition of surplus property.
Currently, the county has certain supplies, materials, equipment, and apparatus that are surplus to its operations. A
complete list of these items including a description is attached as Exhibit "A".
Following board approval, non-profit organizations will have the opportunity to inspect and purchase certain property
prior to being sold by auction. Afterwards, all remaining property will be disposed of according to the procedures
prescribed in statute 160A-270(c), which authorizes the disposal of personal property electronically using an existing
private or public electronic auction service.
Staff proposes to utilize the services of GovDeals, an online internet based provider servicing governmental entities.
Any items not sold electronically will be disposed of by any other method authorized by the statutes including
discarding.

RESOLUTION
DISPOSAL OF SURPLUS PROPERTY
WHEREAS, New Hanover County owns certain personal property itemized on the attached Exhibit A that is no
longer functional for governmental purposes; and
WHEREAS, the New Hanover County Board of Commissioners is desirous of declaring the property surplus and
disposing of the property as authorized by North Carolina General Statute (NCGS) 160A-Article 12; and
WHEREAS, following the board's approval, the board wishes to allow non-profit organizations the opportunity to
inspect and purchase the property prior to being sold by public auction; and
WHEREAS, all remaining property will be disposed of according to the procedures prescribed in NCGS 160A-270(c)
which authorizes the disposal of personal property electronically using an existing private or public electronic
auction service; and
WHEREAS, items not sold by electronic auction will be disposed of using any other method authorized in the NCGS
160A-Article 12 including discarding the items.
NOW, THEREFORE, BE IT RESOLVED by the New Hanover County Board of Commissioners as follows:
1. The personal property itemized on the attached Exhibit A is hereby declared to be surplus property.
2. The Chief Financial Officer's designated representative, pursuant to the provisions of NCGS 160A-270(c),
is hereby authorized to dispose of the personal property listed by electronic public auction and any
property not sold by electronic means may be disposed of using any other method authorized by the NCGS
160A-Article 12, and that said representative be further authorized and directed to execute necessary
documents, transfer title, add/delete items from the surplus list, and perform all necessary functions
associated with this disposal.
3. Non-profit organizations will be given the opportunity to inspect and purchase the property prior to being
sold by public auction.
4. All surplus property will be sold "as is," all sales will be final. New Hanover County makes no express or
implied warranties of merchantability of any surplus property, or part thereof, or its fitness for any
particular purpose regardless of any oral statements that may be made concerning the surplus property
or any part thereof.
5. A notice summarizing this resolution and the sale of the surplus property shall be advertised on the
county's website and/or in the Wilmington Star News at least ten (10) days prior to the electronic public
auction.

PUBLIC NOTICE
New Hanover County's Board of Commissioners adopted a resolution at their
meeting on Monday, October 18, 2021, declaring certain personal property surplus
to the County's operations.
Non-profit organizations will have an opportunity to inspect and purchase certain
property prior to being sold to the general public. Any non-profit organization
interested in viewing the property should contact Julia La Bombard at 910-798-
4333 or email at ilabombard@nhcgov.com . Non -profits may take advantage of
this opportunity beginning Tuesday, October 19, 2021, through Tuesday, October
26, 2021.
Any remaining property will be offered for sale Friday, October 29, 2021, through
Monday, November 15, 2021, using GovDeals, a company who provides online
auction services to governmental entities.
Registration is required for bidding. All items are sold "as is," and the acceptable
methods of payment are cash, money order, cashier's check, and credit card.
Please review the terms and conditions prior to bidding. For questions about using
the GovDeals website, please contact GovDeals at (800) 613-0156.

Section 2: Explanation
BA 22-016 The Federal Consolidated Appropriations Act (Public Law 116-260) enacted on December 27, 2020, provides supplemental
appropriations for the John H. Chafee Foster Care Program for Successful Transition to Adulthood. Young adults who are or were in
foster care or have been in foster care have experienced job loss and other impacts of the pandemic and many of them have not benefited
from prior COVID-19 relief efforts, including stimulus checks. All young adults, who are at least 18 years old and are not yet 27, and
were in foster care at age 14 or older, are eligible for this funding. Assessment of financial need is not required, and no county match is
required. Outreach efforts to this population resulted in responses from 118 young adults who, in turn, will receive the one-time
stimulus payment.
The amounts of one-time unrestricted payments per eligible young adult which may be made under this program are as follows:
-Eligible young adults 18-20--$2,500.00
-Eligible young adults 21-26--$5,000.00

BRIEF SUMMARY:
Bradley Housing Developers/Kelley Development Company and the City of Wilmington have requested that New
Hanover County provide $1,896,729 in gap financing for an affordable workforce housing project located at 2346
Carolina Beach Road within the City of Wilmington. The City Council has allocated $3.5 million of American Rescue
Plan (ARP) funds for this project. The remaining $1.89 million requested is necessary to provide the remainder of the
total $5,396,729 Bradley/Kelley would need to leverage $53,941,985 in tax credit equity and financing to make this
project a reality.
The proposed Starway Village project includes 278 units of housing affordable to working households earning from
$32,000 to $50,000 annually, depending on family size. These units would help to meet the identified housing gap for
rental products for households making between 31%-60% Area Median Household Income. County Finance staff has
determined that sufficient ARP funds are available to meet this need.
While this would be the first time the county has provided direct gap financing funds for an affordable workforce
housing project, the per unit assistance that would be provided -about $6,800-would be in line with other assistance,
including water and sewer infrastructure projects, New Hanover County has provided to support other affordable
housing initiatives and is less than the $10,000 per unit gap financing funding outlined in the proposed housing bond
framework discussed at the joint city and county meetings. Given the city has already approved its financing, this
unique project provides an opportunity for the county to partner with them and confirm its shared commitment to
affordable workforce housing.

This letter is a follow-up from our recent conversation (9/17/21) about a proposed multi -family workforce
housing project -Starway Village. The development team of Bradley/Kelley have requested $5,396,729 in

The Development
Starway Village is a 278-unit, 100% workforce housing development that was recently rezoned by
Wilmington City Council and has an active 4% Low Income Housing Tax Credit (LIHTC) application filed
with NCHFA. We are redeveloping the old Starway Flea Market to provide market rate quality housing to
working class New Hanover County residents and we're excited that our development will play a small
role in helping to bridge the existing New Hanover County housing gap.

We believe that every employee within New Hanover County, regardless of income, deserves to be able
to live within the County, be proud of their home and have proximate access to employment districts,
neighborhood amenities, healthcare, and public transportation. Starway Village's location at Carolina
Beach Road/Medical Center Drive will provide our residents walking distance access to grocery stores
and pharmacies, immediate proximity to large employers like NHRMC and Port of Wilmington (amongst
others) with a Wave Transit bus stop directly in front of the development. Furthermore, we have
designed our apartment community to include market rate quality exterior/interior design and a market
rate quality amenity package, including a pool, clubhouse, computer room (with free Wi-Fi/computer
access), playgrounds and gazebos.

Our community will specifically cater to New Hanover County residents making 60% or less of the Area
Median Income- an income level that includes many within the healthcare, hospitality, and education
professions (amongst others) who struggle to find quality, affordable housing within the County. Rents

have been predominantly developed in the County/City over the last few years.

While market rate development is certainly necessary to accommodate the exceptional growth
occurring locally, too many of New Hanover County residents can't afford to live in these projects. In
developing Starway Village, we are proud to provide a market rate quality apartment community priced
at rents truly affordable to working class New Hanover County residents.
The Gap Funding Need
The 4% Low Income Housing Tax Credit (LIHTC) financing we are seeking from NCHFA for the project has
been utilized in large metropolitan areas across the State as an effective tool for funding an outsized
number of new construction workforce housing units. Historically, this specific financing structure has
been less common in New Hanover County due to the lack of available land and lower AMI/LIHTC rents
relative to some of the County's larger metropolitan peers.

Because 4% LIHTC projects are subject to market rate real estate, construction and operating costs but
commit to cap their rents at or below 60% AMI (50%+ less than market rents) they often require gap
funding from local Cities and Counties to proceed- and this project is no different. We have been in
productive discussions the City of Wilmington about the possibility of helping to fund the $5.39M gap
standing between our project and a ground break and believe the possibility exists for the City to fund a
majority it; we humbly ask the County to consider funding the remaining $1.89M necessary for the
development to proceed. We are happy to provide a copy of our City of Wilmington Housing
Development Financing Application and all the associated materials upon request.
To cut to the heart of the conversation, Starway Village's gap funding needs are primarily caused by two
items within our budget- the cost of purchasing the real estate and the cost of extending Maryland Ave.
through the project to Carolina Beach Road.

Starway Village Gap Funding
As it relates to real estate costs, our $4.25M purchase price (—$15,000 per each of the 278 units) was
driven by competition for the limited supply of undeveloped land in Wilmington, particularly for real
estate proximate to commercial/employment districts. Our efforts to secure control of the former
Starway Flea Market site were complicated by simultaneous interest from market rate apartment
developers, emblematic how aggressively the market rate apartment community is pursuing the balance
of New Hanover/Wilmington land suitable for multifamily development (and driving up real estate costs
in the process).
Beyond outsized real estate costs, our project is also subject to an expensive infrastructure investment
necessary to improve connectivity between Carolina Beach Road and the Sunset South neighborhood to
our West. Maryland Ave. had been stubbed into the SE corner of the property for decades and needs to
be extended as a public road out to Carolina Beach (please see our Site Plan above). The costs
associated with the clearing, grading, paving, striping, curb/gutter, stormwater, sidewalk, and
landscaping for a 1,264 LF extension of the public Maryland Ave. totals to—$1.01M. While both the
development and the neighborhood will both benefit from the improved circulation that the Maryland
Ave. extension will cause, workforce housing developments are not designed to carry large
infrastructure improvements and it is a meaningful driver of the development's funding gap.
New Hanover County Qualified Census Tracts
We fully recognize that a $5.39M total funding gap and our $1.89M ask of the County are truly
significant amounts of money and require a uniquely consequential project to deserve that level of
County/City financial support. Beyond our affordable rents, impactful location, and market rate build
quality, what truly differentiates Starway Village from other potential LIHTC developments/gap funding
opportunities in the County is our development's rare location in one of New Hanover County's
Qualified Census Tracts (QCT's).
The Department of Housing and Urban Development (HUD) identifies census tracts in every
metropolitan area in the Country where 50% or more of the households earn less than 60% of the area
median incomes, adjusted for household size. Those census tracts are designated as Qualified Census
Tracts (ACT's) and LIHTC developments located in those census tracts automatically receive 30% more
tax credits than they would otherwise be eligible for. Please see New Hanover County QCT Map below.
Our due diligence indicates that the site we've chosen for Starway Village likely represents the only
contiguous parcel of undeveloped real estate in a New Hanover County QCT large enough (10+ acres) for
a 200+ unit apartment complex currently available for purchase/development. Any other equivalently
sized LIHTC development built elsewhere in the non-QCT portion of the County would have an
incremental $5.4M financing gap above ours, totaling to an insurmountable $10.79M. We believe
Starway Village truly is a uniquely consequential project because via our QCT location we are unlocking
an extra $5.4M in federal resources (for a total of $23.4M in total federal tax credit proceeds) to help
fund workforce housing in New Hanover County.

Conclusion
We believe Starway Village is firmly in the County's best interests because it occupies an exceptionally
unique site that is sized (10+ acres) and located strategically (within a QCT) to allow for the smallest
possible gap funding request while providing a truly meaningful number of workforce housing units. At
$1.89M for 278 units, our gap funding request comes to—$6,800 per unit, well within the $10,000 per
unit figure that New Hanover County has historically limited its funding efforts. Furthermore, our
$59.311VI project is projected to generate—$95,000 in New Hanover County real estate taxes, a more than
$70,000 annual increase above the $24,398 currently paid today on the undeveloped site.
We look forward to the opportunity to play a small role in narrowing New Hanover County's—10,000-
unit affordable rental housing gap by successfully developing Starway Village and thank you for your

Section 2: Explanation
BA 22-017 Bradley Housing Developers/Kelley Development Company and the City of Wilmington have requested
that New Hanover County provide $1,896,729 in gap financing for an affordable workforce housing project located
at 2346 Carolina Beach Road within the city of Wilmington. The City Council has allocated $3.5 million of
American Rescue Plan (ARP) funds for this project. A remaining $1.89 million is necessary to provide the
remainder of the total $5,396,729 Bradley/Kelley would need to leverage $53,941,985 in tax credit equity and
financing to make this project a reality. The proposed Starway Village project includes 278 units of housing
affordable to working households earning from $32,000 to $50,000 annually, depending on family size. These units
would help to meet the identified housing gap for rental products for households making between 31 %-60% Area
Median Household Income. Funds from the ARP water/sewer projects will be allocated to provide the $1,896,729
needed.
While this would be the first time the county has provided direct gap financing funds for an affordable workforce
housing project, the per unit assistance that would be provided- about $6,800- would be in -line with other assistance,
including water and sewer infrastructure projects, New Hanover County has provided to support other affordable
housing initiatives and is less than the $10,000 per unit gap financing funding outlined in the proposed housing bond
framework discussed at the joint city and county meetings. Given the city has already approved its financing, this
unique project provides an opportunity for the county to partner with them and confirm its shared commitment to
affordable housing.
Section 3: Documentation of Adoption
This ordinance shall be effective upon its adoption.
NOW, THEREFORE, BE IT RESOLVED by the Board of County Commissioners of New Hanover County, North
Carolina, that the Ordinance for Budget Amendment(s) 22-017 amending the annual budget ordinance for the fiscal

The jury selection process is essential for justice and equity in our community. Serving on a jury gives people insight into the
justice system and their own communities. A jury will determine community standards and expectations in accordance with the
law. When this process is done right, the entire community benefits.
What areas of concern would you like to see addressed by this committee?
Why do some people get called for jury duty multiple times and some rarely get called? How can we get the community to see
jury duty as a privilege and honorable service rather than an inconvenience?
Qualifications for serving:
I possess a great deal of common sense and critical thinking skills. I revere our justice system and want to see it thrive. I have
been a juror and see the benefit of serving our community in this capacity.

Members: Limited to no more than 26. 12 appointed by the Commissioners in the following
categories: Member of faith community, 2 school students under age 21, juvenile defense
attorney, member of business community, parks and recreation representative, 7 at -large, and
county commissioner or designee.
Agency Representatives: School superintendent or designee, chief of police or designee, local
sheriff or designee, chief district judge or designee, district attorney or designee, chief court
counselor or designee, AMH/DD/SA director or designee, substance abuse professional, county
manager or designee, health director or designee, DSS director or designee, and United Way or
other non-profit member.
Terms: 2-year terms (Changed from 3-year terms to reflect requirements of General Statutes)
Regular Meetings: Meetings are held seven times a year (3rd Friday at 12:00 p.m.) in Human
Resources Training Room B in the New Hanover County Government Center, 230 Government
Center Drive, Wilmington, NC.
Statute or Cause Creating Task Force: NC General Assembly established JCPC on 12/21/98.
Revised membership GS 143B-846. House Bill 593 was passed as of July 1, 2020 which updated
the Under Age category to age 21 (changed from the Under Age 18).
Purpose: The JCPC is to assess, prioritize and identify ways to meet needs of youths who are
at -risk of delinquency or who have been adjudicated, undisciplined, or delinquent; identify
community risk factors; recommend allocation of state funding for youth programs that address
these risk factors; and evaluate the effectiveness of these programs.
