February 12-16,2022 NCACC County Assembly Day,Raleigh, NC May 2022-Exact Date TBD NACo Annual Conference,Adams County/Aurora,CO July 21-24,2022 NCACC Annual Conference,Cabarrus County(Concord), NC August 11-13,2022 , , , 1 , i NEW HANOVER COUNTY BOARD OF COMMISSIONERS Exhibit Book XLI 11 page \4.a RESOLUTION DISPOSAL OF SURPLUS PROPERTY WHEREAS, New Hanover County owns certain personal property itemized on the attached Exhibit A that is no longer functional for governmental purposes; and WHEREAS, the New Hanover County Board of Commissioners is desirous of declaring the property surplus and disposing of the property as authorized by North Carolina General Statute(NCGS) 160A-Article 12; and `£ WHEREAS,following the board's approval,the board wishes to allow non-profit organizations the opportunity to inspect and purchase the property prior to being sold by public auction; and WHEREAS,all remaining property will be disposed of according to the procedures prescribed in NCGS 160A-270(c) which authorizes the disposal of personal property electronically using an existing private or public electronic auction service; and WHEREAS,items not sold by electronic auction will be disposed of using any other method authorized in the NCGS 160A-Article 12 including discarding the items. NOW,THEREFORE, BE IT RESOLVED by the New Hanover County Board of Commissioners as follows: 1. The personal property itemized on the attached Exhibit A is hereby declared to be surplus property. 2. The Chief Financial Officer's designated representative, pursuant to the provisions of NCGS 160A-270(c), is hereby authorized to dispose of the personal property listed by electronic public auction and any property not sold by electronic means may be disposed of using any other method authorized by the NCGS 160A-Article 12, and that said representative be further authorized and directed to execute necessary documents, transfer title, add/delete items from the surplus list, and perform all necessary functions associated with this disposal. 3. Non-profit organizations will be given the opportunity to inspect and purchase the property prior to being sold by public auction. 4. All surplus property will be sold "as is," all sales will be final. New Hanover County makes no express or implied warranties of merchantability of any surplus property, or part thereof, or its fitness for any particular purpose regardless of any oral statements that may be made concerning the surplus property or any part thereof. 5. A notice summarizing this resolution and the sale of the surplus property shall be advertised on the county's website and/or in the Wilmington Star News at least ten (10) days prior to the electronic public auction. Young adults who are or were in { foster care or have been in foster care have experienced job loss and other impacts of the pandemic and many of them have not benefited from prior COVID-19 relief efforts,including stimulus checks.All young adults,who are at least 18 years old and are not yet 27,and were in foster care at age 14 or older,are eligible for this funding. Assessment of financial need is not required,and no county match is required. Outreach efforts to this population resulted in responses from 118 young adults who,in turn,will receive the one-time stimulus payment. The amounts of one-time unrestricted payments per eligible young adult which may be made under this program are as follows: *Eligible young adults 18-20--$2,500.00 *Eligible young adults 21-26--$5,000.00 Section 3: Documentation of Adoption This ordinance shall be effective upon its adoption. The City Council has allocated$3.5 million of American Rescue Plan(ARP)funds for this project. A remaining$1.89 million is necessary to provide the 1 remainder of the total$5,396,729 Bradley/Kelley would need to leverage$53,941,985 in tax credit equity and K financing to make this project a reality. The proposed Starway Village project includes 278 units of housing affordable to working households earning from$32,000 to$50,000 annually,depending on family size. These units would help to meet the identified housing gap for rental products for households making between 31%-60%Area I Median Household Income. Funds from the ARP water/sewer projects will be allocated to provide the$1,896,729 i needed. I While this would be the first time the county has provided direct gap financing funds for an affordable workforce housing project,the per unit assistance that would be provided-about$6,800-would be in-line with other assistance, including water and sewer infrastructure projects,New Hanover County has provided to support other affordable housing initiatives and is less than the$10,000 per unit gap financing funding outlined in the proposed housing bond 1 framework discussed at the joint city and county meetings. Given the city has already approved its financing,this unique project provides an opportunity for the county to partner with them and confirm its shared commitment to affordable housing.
