NOTICE OF PUBLIC HEARINGS
NEW HANOVER COUNTY PLANNING BOARD
November 4, 2021
The New Hanover County Planning Board will hold a public hearing on Thursday, November 4,
2021 beginning at 6:00 p.m. or thereafter at the New Hanover County Historic Courthouse, 24
North Third Street (corner of Third and Princess Street), Room 301, in Wilmington, NC to
consider the following:
PLEASE NOTE:
According to New Hanover County’s Administrative Policy for Face Coverings on County Property,
individuals from the public who participate in indoor meetings of the Board of Commissioners,
Planning Board, Health and Human Services Board, Board of Elections, or any other county board
or committee are required to wear face coverings, and exemptions will not be recognized.
Individuals who attend without a face covering will be offered a face covering. If they refuse to
wear a face covering, they will not be allowed to attend the meeting in person but will be able to
view and or listen to the meeting remotely. The live meeting will be available on NHCTV.com and
NHCTV’s cable stations: Spectrum channel 13 and Charter channel 5.
PUBLIC COMMENT:
For the upcoming Planning Board meeting, individuals can submit public comments in advance
to https://planning.nhcgov.com/public-comment-form/. (noting the board name in the subject
line) by Wednesday, November 3, 2021 at noon . Written comments will be provided to the board
and the board chair will acknowledge receipt during the public hearing or submit comments into
the record during the public hearing and/or public comment period.
Please note Item 4: Rezoning Request (Z21-16) has been moved until the December 2, 2021
meeting.
Item 4: Rezoning Request (Z21-16) – Request by Frank Pasquale with KFJ Development Group,
LLC, on behalf of Ray Bordeaux with DBDL, LLC, to rezone approximately 8.34 acres of land
located at 1100 Point Harbor Road from I-2, Heavy Industrial to RUMXZ, Riverfront Urban Mixed-
Use Zoning District for a mixed-use development. This item has been moved until the December
2, 2021 meeting.
PUBLIC HEARINGS:
Item 1: Rezoning Request (Z21-13) – Request by Cindee Wolf with Design Solutions, on behalf of
Coastal Carolina Carwash, LLC, to rezone approximately 2.00 acres of land located at 6016 & 6100
Castle Hayne Road from B-2, Regional Business and R-15, Residential District to (CZD) B-2,
Conditional Regional Business District for commercial flex space.
Item 2: Rezoning Request (Z21-14) – Request by Cindee Wolf with Design Solutions, on behalf of
Carolyn Faye Barefoot, to rezone approximately 2.23 acres of land located at 137 Spring Road
from AR, Airport Residential to (CZD) R-15, Conditional Residential District in order to create a 5-
lot residential subdivision.
Item 3: Text Amendment Request (TA21-04) – Request by Frank Pasquale with KFJ Development
Group, LLC to amend Articles 3 and 4 of the Unified Development Ordinance to establish a new
zoning district, the Riverfront Urban Mixed-Use Zoning District.
The Planning Board may consider substantial changes to petitions as a result of objections,
debate, and discussion at the meeting, including rezoning to other classifications. Petitions for
the above items may be viewed or inquiries made by contacting the Department of Planning &
Land Use at 910-798-7165, 230 Government Center Drive, Wilmington, NC. All interested citizens
