MINUTES OF SPECIAL MEETING, JANUARY 7, 1985
ASSEMBLY
The New Hanover County Board of Commissioners met in Special
Session jointly with the Wilmington City Council on January 7,
1985, at 6:00 o'clock P.M. in the Assembly Room, New Hanover
County Administration Building, Wilmington, North Carolina.
Members present were: Commissioners John Dolan~ Fred
Retchin ~ Claud 0' Shields, Jro ~ Vice-Chairman Jonathan Barfield ~
Chairman Nolan O'Neal~ Assistant County Manager, Mary Gornto~
County Attorney, Robert W. Pope~ and Clerk to the Board, Lucie F.
Harrell.
Members present from the Wilmington City Council were:
Councilmen Donald H. Betz~ E. A. Bordeaux~ Luther Jordan~ E. A.
Pate~ Robert Shipp~ and Mayor William Schwartz.
Chairman O'Neal called the Special Meeting to order stating
the City Council had requested the Special Session to discuss
their proposed $25 million bond referendum.
DISCUSSION OF CITY OF WILMINGTON PROPOSED BOND REFERENDUM
Mayor Schwartz expressed appreciation to the County
Commissioners for calling the joint session stating the purpose
of the meeting was to explain and discuss the Bond Referendum
scheduled for March 26, 1985.
City Manager Bill Farriss gave background information on the
Bond Referendum turning the meeting over to Assistant City
Manager Susan Dankel for explanation of the five major capital
improvement projects as follows:
I. Master Drainage
2. Sidewalks - Cost
3. Improvements to
$10 7 million
4. Water Extensions - Cost of $3.8 million
5. Wastewater Collection and Treatment -
- Cost of $7.8 million
of $2 million
City Hall and Thalian Hall - Costof
Cost of $9.9 million
Ms. Dankel stated the bond repayment would be funded by the
General Fund and 1/2 cents sales tax.
After a very informative and thorough explanation of the
five projects to be addressed by the Bond Referendum, Chairman
O'Neal expressed appreciation to the Council for their
presentation and interest shown in long range planning.
Mayor Schwartz stressed the importance of the County
Commissioners endorsing and supporting the passage of this Bond
Referendum stating the benefits to be received from all citizens
of the City and County.
ADJOURNMENT
Commissioner Barfield MOVED, SECONDED by Commissioner
O'Shields to adjourn the Special Meeting. Upon vote, the MOTION
CARRIED UNANIMOUSLY.
Chairman O'Neal ad journed the Special Meeting at 6: 45
o'clock P.M.
