HomeMy WebLinkAbout1985-01-09 Public Hearing 771 MINUTES OF PUBLIC HEARING, JANUARY 9, 1985 ASSEMBLY The New Hanover County Board of Commissioners held a Public Hearing at 7:30 P.M. o'clock in the Cafeteria of College Park Elementary School for discussion and public input on a request to close easements in the College Acres neighborhood. I Members present were: Commissioners John Dolan; Fred Retchin; Vice-Chairman Jonathan Barfield, Sri Chairman Nolan O'Neal; Assistant County Manager, Mary Gornto; County Attorney, Robert W. Pope; and Clerk to the Board, Lucie F. Harrell. Commissioner O'Shields was absent. Chairman O'Neal called the meeting to order stating the purpose of the Public Hearing was to give the citizens of College Acres an opportunity to express their concerns about traffic generated by new development in their neighborhood emphasizing that the Commissioners would listen and strive to make a decision beneficial to all at the regular meeting of the Board on January 21, 1985. Assistant Attorney, Ken Silliman, gave background information on the legality of closing the three easements requested stating that after events of the previous day, only one easement, Clear Run Drive, could be closed. Mr. Richard Morgan, Attorney representing Summey Building Systems, Inc., appeared before the Board stating this property had been purchased based on multi-family zoning for development of an apartment complex requesting the Board not to close the Clear Run Dr~ve easement. I Mr. James Lea, Attorney representing College Acres Homeowners Association, appeared before the Board, requesting consideration of the Commissioners in closing of the easement to relieve a severe traffic problem created by this development in a residential neighborhood. Mr. Jim Teachey, on behalf of Mr. Trask, who owns property between Oriole Drive and Eastwood Road, stated Mr. Trask was willing to donate 60 feet of right-of-way through his property. Mr. Mark Arhendsen, Chairman of the Transportation Advisory Committee, gave a presentation of the proposed Thoroughfare Plan urging consideration of the Board for passage of this plan. PUBLIC HEARING Chairman O'Neal asked if any persons present wished to comment on the road closing. The following persons expressed their dire concern for the loss of the quality of life in the College Acres neighborhood created by traffic, trash, wreckless driving, and noise requesting the Commissioners to close the Clear Run easement: I Mr. William Blake, 5119 Oriole Drive Dr. Murray K. ADJOURNMENT Commissioner Barfield MOVED, SECONDED by Commissioner Retchin to close the Public Hearing. Harrell Clerk MINUTES OF REGULAR MEETING, JANUARY 21, 1985 ASSEMBLY The New Hanover County Board of Commissioners met in Regular Session on Monday, January 21, 1985, at 9:00 o'clock A.M. in the Assembly Room, New Hanover County Administration Building, Wilmington, North Carolina. Members present were: Commissioners John Dolan, Fred Retchin; Claud 0' Shields, Jr.; Vice-Chairman Jonathan Barf ield, Sr.; Chairman Nolan O'Neal; County Manager, G. Felix Cooper; County Attorney, Robert W. Pope; and Clerk to the Board, Lucie F. Harrell. Commissioner O'Shields gave the invocation. MEETING RECESSED FOR MEETING OF THE NEW HANOVER COUNTY WATER AND SEWER DISTRICT Chairman O'Neal recessed from regular session to hold a meeting of the New Hanover County Water and Sewer District at 9:07 o'clock A.M. Chairman O'Neal reconvened the meeting to regular session at 9:22 o'clock A.M. Upon vote, the MOTION CARRIED UNANIMOUSLY. Commi ssioner Barf ield MOVED, SECONDED by Commiss ioner Retchin to approve the minutes of the Special Meeting of January 7, 1985.
