THESE SPECIFICATIONS ARE BASED ON THE S&ME GEOTECHNICAL REPORT
DATED 8-13-2021 WHICH SHALL BE REVIEWED BY THE CONTRACTOR PRIOR
TO CONSTRUCTION. IN ADDITION, THESE GENERAL SPECIFICATIONS SHALL
BE USED IN CONJUNCTION WITH THE PROJECT SPECIFICATIONS.
Earthwork
Stripping
The site is wooded and will require clearing and stripping the
proposed construction areas prior to grading of the site. Topsoil
thicknesses of approximately 6 inches were measured at the boring
locations. Typically, wooded sites in the project area have numerous
roots (ie. rootmat). Lower lying areas can have deeper areas of
topsoil and organics that will require removal during stripping, such
as within existing ditch areas.
Site Preparation
Initial site preparation should begin by clearing trees and vegetation,
stripping of organics and topsoil, and any other deleterious materials
for a lateral distance of at least 10 feet beyond the limits of new
construction. Due to the wet conditions at the site, the contractor
should use tracked equipment to remove organics to limit rutting of
the near surface materials. Any voids created from stripping should
be cleaned and filled with well-compacted structural fill. Existing
ditches will require stripping and mucking of soft sediment prior to
fill placement. We anticipate that the spoil piles observed adjacent
to the ditches are from the original ditch excavations and will not be
suitable for reuse as structural fill. Ditches should be backfilled with
select structural fill and compacted following our recommendations
presented in section 6.2 of the geotechnical report. Since the site is
relatively flat and wet, after stripping of the site, temporary ditches
are recommended to help dry the near surface soils. In addition, to
help with site drainage and stormwater diverging during mass
grading the contractor may consider installation of the stormwater
pond and stormwater collection system prior to mass grading the
site. We would recommend that the site be raised to gain distance
between the groundwater elevation and the proposed pavement.
During fill placement operation, the roller in vibratory mode will
likely draw the shallow groundwater into the loose near-surface soils
potentially making unstable soil conditions and compaction difficult.
If design grades are to remain near existing grades, compaction with
the roller operating in static mode will likely be required.
Alternatively, if site grades can be raised, other recommendations
such as the use of woven or non-woven geotextile and geogrid
materials may be needed in “bridging” out of the loose surface
materials. On-site soils will be moisture sensitive and can deteriorate
under repeated construction traffic causing the soils to become
unstable during grading operations and during rain events. The
contractor should seal off fill soils at the end of each day using a
smooth drum roller and provide positive drainage to not allow water
to pond. Temporary ditches during construction may be needed to
help divert stormwater
Subgrade Preparation, Repair, and Improvement Methods
After the required initial site clearing has been completed, we
recommend that the exposed subgrade soils be proofrolled with a
10-ton smooth-drum self-propelled roller operating in the static
mode or a loaded dump truck to locate any areas of soft, very loose,
or otherwise unsuitable surface conditions. Any area that ruts or
pumps should be disced, moisture conditioned to near the soil's
optimum moisture content by drying or wetting, and recompacted.
Relatively low-consistency silty sands that will likely be unstable
under proofroll were encountered near anticipated final subgrade
elevations at boring locations B-1, B-3, B-4, B-5, and B-9. Discing,
drying, and recompacting of these soils may be required to provide
stability for structural fill placed above. Please note that groundwater
levels were encountered within 1 to 2½ feet of the existing ground
surface. The exposed subgrade can deteriorate and lose support
when exposed to construction traffic, improper moisture
conditioning, and adverse weather conditions. Deterioration can
occur in the form or rutting, pumping, freezing, or erosion. During
construction, exposed subgrade surfaces should be moisture
conditioned and sealed at the end of each day or when wet weather
is forecast. Water should not be allowed to pond on exposed
subgrades, however, areas that become dry may require additional
moisture conditioning to keep the soils stable. Temporary ditches
during construction may be needed to help divert stormwater to
permanent storm drain features. Heavy rubber-tired construction
equipment should not be allowed to operate on exposed subgrades
during wet conditions. Immediately prior to pavement construction,
exposed subgrade soils should be evaluated by proofrolling to
determine their stability. Soils which rut, pump, or deflect under
proofrolling should be repaired prior to ABC stone placement. Repair
measures may include moisture conditioning of dry of optimum
moisture content soils and recompacting,
scarifying/drying/recompacting, undercutting, placement of
geotextiles, use of chemical additives, or some combination of these
measures. Actual repair measures will be influenced by project
schedule and weather conditions and can only be determined in the
field by the geotechnical engineer.
Excavation Considerations
Temporary construction slopes and excavation shoring should
comply with local, state, and federal governing regulations, including
OSHA (29 CFR Part 1926) excavation trench safety standards.
Temporary excavations should be cut to a stable slope or the
excavations should be temporarily braced, depending upon the
excavation depth, nearby site features, and encountered subsurface
conditions. The Contractor's Competent Person will need to
determine the soil type(s) encountered in excavations and the
appropriate excavation slope or bracing.
The responsibility for excavation safety, stability of temporary
construction excavations, and deflections/settlement
of existing site features lie solely with the contractor. This
information is provided only as a service and under no
circumstance should S&ME be assumed to be responsible for
construction site safety, stability of temporary
excavations, or the effectiveness of the contractor's excavation
support system.
Management of Shallow Water
Water was observed in all geotechnical borings at depths ranging
from approximately 1 to 2½ feet below the ground surface.
Groundwater levels should be expected to fluctuate with seasonal
changes and with rainfall and evaporation rates at other times of the
year. Utility excavations which extend near or below groundwater
should be dewatered with the contractor prepared to maintain
groundwater levels at least 2 feet below the excavation bottom at all
times.
Potential groundwater control methods for the temporary
construction excavations include open pumping, predrainage
dewatering, and cutoff/exclusion. Open pumping utilizes submersible
sump pumps in pits or trenches excavated below the bottom of the
excavation and backfilled with No. 57 stone. Submersible sump
pumps placed in perforated or slotted plastic pipe installed in angled
pits backfilled with No. 57 stone below the bottom of the excavation
to remove water from the construction excavation, but should be
continuous (24 hours a day) to maintain excavation bottom stability.
Predrainage dewatering requires the installation of temporary wells
and/or wellpoints within or around the excavations, with continuous
(24 hours a day) pumping both before excavation and while the
excavations are in use to lower the groundwater adequately beneath
the entire excavation areas. Cutoff or exclusion involves the
installation of sheetpiling completely around the excavations and
open pumping from inside the sheeting during excavation.
Predrainage dewatering outside the sheeting can be implemented to
reduce groundwater pressure on the sheetpiling and potential
leakage of the sheeting at joints. Based on our experience with
similar subsurface conditions and similar projects in coastal North
Carolina, predrainage dewatering or open pumping may be necessary
for utility, stormwater basin, pipe, or structure construction that
extends below the water table.
The responsibility for dewatering of construction excavations of site
features due to dewatering should lie solely with the contractor. This
information is provided only as a service and under no circumstance
should S&ME be assumed to be responsible for the effectiveness of
the construction dewatering method(s) selected by the contractor.
Structural Fill and Backfill
Structural fill should have; a Unified Soil Classification of SP, SP-SM,
SP-SC, or SM, should be free of organics, contain less than 5%
organics, be free of debris, have a maximum particle size of 2 inches
or less, have a minimum standard Proctor maximum dry density of
100 pounds per cubic foot, and contain no more than 20 percent
fines(silt/clay). The soils in the stormwater pond area will be
excavated beneath the groundwater table. Groundwater is
anticipated during construction excavation and the excavated soils
will likely require drying prior to reuse as compacted structural fill.
Because of the sandy nature of the near surface soils, we would
anticipate observed groundwater levels to fluctuate and perch in the
surface soils with prevailing weather conditions. Stockpiling of soil
may also be required for deeper excavations, such as the stormwater
pond, which will be below the groundwater table to allow the soils to
dry. All new structural fill soil should be placed in 8 to 10-inch loose
lifts and compacted to at least 95 percent of the standard Proctor
maximum dry density (MDD) (ASTM D 698). The top 12 inches
should be compacted to at least 98 percent of the materials standard
Proctor MDD. The moisture content of structural fill should be
maintained at +/- 3 percent of optimum moisture content during
compaction. A qualified S&ME soil technician working under the
supervision of the geotechnical engineer should observe fill
placement and compaction. An appropriate number of soil density
tests should be conducted to confirm that adequate fill compaction is
achieved. In addition, stability of the soils should be observed by
S&ME during fill placement. Construction equipment such as the
smooth drum roller and be observed during compactive effort.
Unstable areas should be identified and repaired prior to additional
lifts of fill material being placed.

All materials and construction methods should conform to
the 2018 edition of the NCDOT “Standard Specifications for Roads
and Structures.” In-place density tests of subgrade soils and crushed
stone base course should be performed by a qualified soils technician
and the area should be thoroughly proofrolled under his observation.
Asphaltic concrete should conform to Section 610 in the 2018 edition
of the NCDOT “Standard Specifications for Roads and
Structures.” Sufficient testing and observation should be performed
during pavement construction to confirm that the required thickness,
density, and quality requirements of the specifications are achieved.

Load transfer dowels shall be placed as recommended in S&ME
Geotechnical Report Addendum 1 dated September 29, 2021.
