Meeting Minutes
February 17, 2022
I. Calltoorder
Chairman William Blair, III called to order the regular meeting of the New Hanover
County Alcoholic Beverage Control Board at 9:00am on February 17, 2022 at the
General Office, 6009 Market Street, Wilmington, NC.
II. Chairman confirms guorum
The following Members of the Board were resent:

III. Conflict of Interest Reminder
Mr. Blair verbally confirmed that the Board members had read the following ethics
reminder:
"In accordance with General Statute 18B-201, it is the duty of every Board member to
avoid both conflicts of interest and appearances of conflicts. Does any member have
any known conflict of interest or appearance of conflict with respect to any matters
coming before the Board today? If so, please identify the conflict or appearance of
conflict and refrainfrom any undueparticipation in theparlicular matter involved. "
Let it be recorded that no conflicts were identified by any Board member regarding this
Board meeting.

IV. Emj2loygg R co nition
Mr. Hill recognized Ms. Karen King for her 20 years of dedicated and excellent service
to the Board. Ms. King started her career with the Board working in the in the Retail
Stores and now works in our Accounting Department,
V. Consent Aaenda It ms of Business
Mr. Blair presented the minutes from the Regular Meeting of November 18, 2021. Mr.
Wolfe made the motion to approve the minutes as written. Mr. Dickerson seconded the
motion, all approved.
Mr. Blair presented the proposed meeting agenda. Mr. Wolfe made the motion to approve
the agenda with a change in the order of the meeting, having the Local Alcohol Law
Enforcement report presented before the FY 2022 Law Enforcement Annual Grant
Presentations. Mr. Dickerson seconded the motion, all approved.
VI. Administrative Reports
• ABC Law Enforcement Officers' Unit Monthly (ALE) Report for January was
presented by Lieutenant Joe Jewell. Please see the attached LE Monthly Reporting
Numbers from the North Carolina ABC Commission website (Attachment "A").
VII. FY 2022 Law Enforcement Annual Grant Presentations
FY 2021/2022 the Board setup Law Enforcement Annual Grant Program available to
five Law Enforcement Agencies in New Hanover County (New Hanover County
Sheriff's Department, City of Wilmington Police Department, Carolina Beach Police
Department, Wrightsville Beach Police Department and the Kure Beach Police
Department). Three of these agencies applied for a grant, they are as follows:
New Hanover County Sheriff s Department — Lieutenant Joe Jewell presented
the grant proposal to the Board, for $4,320. This grant would fund twelve
Intellicheck scanner programs that would be uploaded into the smart phones of
their Sheriff's Alcohol Field Enforcement Unit and Downtown Taskforce. This
will allow instant ability of validation of all state's driver's license and
identifications cards used by the underage population to procure alcohol.
Consequentially bringing down the number of illegal purchases of alcohol by
underage residents.
Carolina Beach Police Department — Chief Vic Ward presented the grant
proposal to the Board, for $50,000. This grant would fund development and
implementation of selective traffic enforcement program to target impaired
driving, and illegal drug use. Program to include community outreach, sobriety
checkpoints, saturation patrols, and a proactive traffic component. It would include
a school -based instructional programs to teach teens about the dangers of underage

drinking and alcohol abuse as well as the dangers of riding with alcohol -impaired
drivers.
Wrightsville Beach Police Department — Chief David Squires presented the
grant proposal to the Board, for $50,000. This grant would fund increase ability to
deter DWI and underage consumption, primarily through public education and
improving our ability to make targeted arrests. Increasing funding for overtime
focused on DWI Checking Stations and Saturation patrols. Increase highly visible
day time beach strand patrols and use of night vision to conduct more regular
surveillance at night of areas where young offenders congregate.
After hearing all of the proposals, Mr. Wolfe made a motion to approve the three -grant
request for full funding: New Hanover County Sherriff's Department in the amount of
$4,320, Carolina Beach Police Department in the amount of $50,000 and the Wrightsville
Beach Police Department in the amount of $50,000. Mr. Rivenbark seconded the motion,
all approved.
V111. Administrative Reports Continued
Financial Statements — Mr. Casteen presented a copy of the Board Financial
Statements for November, 2021. The Financial Statement showed, the Actual -to -
Actual comparison Gross Sales more than the prior November by $730k (16.86%),
Operating Expenses more than prior November by $20k (3.88%), and Income from
Operations was more than prior November by $247k. Mr. Casteen reported that of the
$8.2 mi.11ion in the bank that there were unrestricted funds of $7.3 million, working
capital restricted of $1.9 million.
Mr. Casteen presented a copy of the Board Financial Statements for December,
2021. The Financial Statement showed, the Actual -to -Actual comparison Gross
Sales more than the prior December by $837k (14.23%), Operating Expenses more
than prior December by $19k (3.88%), and Income from Operations was more than
prior December by $203k. Mr. Casteen reported that of the $9.8 million in the bank
that there were unrestricted funds of $7.8 million, working capital restricted of $2
million.
Mr. Casteen presented a copy of the Board Financial Statements for January, 2022.
The Financial Statement showed, the Actual -to -Actual comparison Gross Sales
more than the prior January by $45k (1.18%), Operating Expenses more than prior
January by $33k (6.68%), and Income from Operations was more than prior January
by $17k. Mr. Casteen reported that of the $7.9 million in the bank that there were
unrestricted funds of $7.6 million, working capital restricted of $2 million.
• Community Outreach Mid -Year Follow-up Update — Ms. Clark reported to the
Board that the seven recipients of the Community Outreach awarded Grants for FY
21 /22 had completed their mid -year follow-ups. She was happy to report that all seven

of the Grantees are on target to reach their goals. The Community Outreach Evaluation
Team reviewed the follow-ups and agreed that the remaining funds of $255,000 be
released to all recipients.
Update for FY 2023 Community Health & Wellness Annual Grant Pro ram
Guidelines and Terms — Ms. Clark presented a change to the FY 2023
Community Health & Wellness Annual Grant Program Guidelines and Terms as
follows:
#9 currently states "Organizations are required to provide an independent audit
completed by a licensed certified public accountant within two (2) years (2019
or 2020 audits accepted only). There will be no exceptions."
#9 purposed change to "Organizations are required to provide an independent
audit completed by a licensed certified public accountant within two (2) years
(2019 or 2020 audits accepted only), if the grant request is over $25,000.
Organizations requested $25,000 or below are required to provide a review or
audit completed by a licensed certified public accountant within two (2) years
(2019 or 2020 reviews accepted only). There will be no exceptions."
Mr. Dickerson made a motion to approve the change to #9 of the FY 2023
Community Health & Wellness Annual Grant Program Guidelines and Terms, as
written above. Mr. Wolfe seconded the motion, all approved.
• General Manager Updates:
Holidays Mr. Hill reported to the Board that the Finance Committee agreed to
closing and providing all full-time employees 8 hours paid holiday for Martin
Luther King Day and Memorial Day, effective January 1, 2022. Mr. Shell made
the motion to ratify the motion previously approved by the Finance Committee.
With no need for a second following a motion made from the Finance
Committee, all approved.
Pay Scale — Mr. Hill reported to the Board that the Finance Committee reviewed
the proposed new pay scale, with this pay scale adjusting, at the starting rate and
top out rate, as the Board approves any cost -of -living raise given for an approved
budget. Mr. Shell made the motion to ratify the motion previously approved by
the Finance Committee. With no need for a second following a motion made
from the Finance Committee, all approved.
Johnson Control Quarterly Maintenance Contract --- Mr. Hill advised the
Board that the Finance Committee reviewed the proposed renewal with Johnson
Control Quarterly Maintenance Contract for 3 years with the first year at $9,376
plus taxes. Mr. Shell made the motion to ratify the motion previously approved
by the Finance Committee. With no need for a second following a motion made
from the Finance Committee, all approved.

NC Assogialion of ABC Boilt-LI Gen gra],Managetfs Meetin — Mr. Hill
advised the Board that the 2022 NC Association of ABC Board General
Manager's meeting would be held March 20"' — 22 nd, He requested that the Board
consider paying for the total lodging expense, of the four ABC employees that
will be attending, at a rate of $127.00 per night. Mr. Shell made motion to
approve the total lodging fees in the amount of $127,00 per night, for the four
attending the meeting, Mr. Wolfe seconded the motion, all approved.
Alarm System Upgrade ' — Mr. Hill advised the Board that I -looks Alarm advised
that the cellular service for the alarm system was in need of upgrade, from 3g to
5g. This is a cost of about $200 per location, with the exception of the
administration building. Mr. Wolfe made a motion to approve the upgrade to the
alarm system, not to exceed $4,000. Mr. Shell seconded the motion, all
approved.
IX. Ad'oui-nment
Mr. Blair advised of the next Board Meeting to be held on Thursday, March 17, 2022 at
9:00arn at the General Office, 6009 Market Street, Wilmington, NC.

all approved.
