1985-06-27 Special Meeting 912 MINUTES OF REGULAR MEETING, JUNE 17, 1985 (CONTINUED) DISCUSSION OF CENTRALIZED EMERGENCY SERVICES SYSTEM (CONTINUED) Commissioner Dolan commented on the estimated the cost of this system for the full year 1985/86. County Manager Cooper stated it would cost approximately $710,000. After further discussion of the cost involved, County Manag~r Cooper expressed appreciation to the members of the Rescue Squads for their cooperation in developing a County Emergency Services System for New Hanover County which will provide a higher level of care. Vice-Chairman Barfield, on behalf of the Commissioners, expressed appreciation to members of the Rescue Squads for their cooperation and interest in providing fire protection to the County. Harrell Clerk MINUTES OF SPECIAL MEETING, JUNE 27, 1985 ASSEMBLY The New Hanover County Board of Commissioners met in Special Session on June 27, 1985, at 3:30 o'clock P.M. in the Assembly Room, County Administration Building, 320 Chestnut Street, Wilmington, North Carolina. Members present were: Commissioners Jonathan Barfield, Sr.; John Dolan; Fred Retchin; Claud O'Shields, Jr.; Chairman Nolan O'Neal; County Manager, G. Felix Cooper; County Attorney, Robert W. Pope; and Clerk to the Board, Lucie F. Harrell. Chairman O'Neal called the meeting to order stating the Special Session had been called for approval of Budget Amendments to close out the Fiscal Year 1984/85. APPROVAL OF BUDGET AMENDMENT FOR EMS DELINQUENT ACCOUNTS - TRANSMED AMUBLANCE SERVICE After a lengthy discussion of in-county and out-of-county charges and concern expressed for taxpayers of New Hanover County paying for ambulance trips for out-of-county residents, Commissioner Retchin MOVED, SECONDED by Commissioner Dolan to approve the following Budget Amendment as presented since the County is obligated by the current contract. The motion also included a request for the County Manager and Staff to address the problems mentioned with recommendations being presented at a later date. 85-439 - EMS Debit Credit Ad Valorem - Taxes Current - $53,000 Indignant Charges $53,000 I\.. ..... 913 MINUTES OF SPECIAL MEETING, JUNE 27, 1985 (CONTINUED) APPROVAL OF BUDGET AMENDMENT FOR EMS DELINQUENT ACCOUNTS (CONTINUED) After further discussion, Commissioner Retchin MOVED, SECONDED by Commissioner Barfield to write off past due accounts before enactment of the garnishment of wages in the amount of $42,037.30 as presented by Finance Director Atkinson. Upon vote, the MOTION CARRIED UNANIMOUSLY. I APPROVAL OF DONATION OF BURROUGHS B1855 SYSTEM TO CAPE FEAR TECHNICAL INSTITUTE Commissioner Retchin MOVED, SECONDED by Commissioner Barfield to donate the Burroughs B1855 System to Cape Fear Technical Institute with the provision that Cape Fear Tech will be responsible for packing and shipment of the equipment from the fifth floor of the County Administration Building to Cape Fear Tech. Upon vote, the MOTION CARRIED UNANIMOUSLY. APPROVAL OF BUDGET AMENDMENT FOR DAY CARE PROGRAM - DEPARTMENT OF SOCIAL SERVICES Commissioner Retchin MOVED, SECONDED by Commissioner O'Shields to approve the following Budget Amendment to adjust revenue for the Day Care Program for the Department of Social Services: DSS - BA 85-423 Debit Credit Office of Day Care Services $56,000 Day Care Services $56,000 I APPROVAL OF BUDGET AMENDMENT FOR INSURANCE COST - GOVERNING BODY Commissioner Barfield MOVED, SECONDED by Commissioner O'Shields to approve a Budget Amendment to cover insurance cost over the amount budgeted for the Governing Body: 85-440 - Governing Body Debit Credit Contingencies $7,000 Insurance $7,000 APPROVAL OF BUDGET AMENDMENT - SHERIFF'S DEPARTMENT Commissioner O'Shields MOVED, SECONDED by Commissioner Barfield to approve the following Budget Amendment to cover shortage in salaries for: (1) addi tional overtime due to Hurricane Diana; and (2) possible additional compensation which may be required due to the Fair Labor Standard Act ruling with approval of an additional $2,000 from Contingencies to cover Management Information Systems: 84-441 - Sheriff's Department Debit Credit 15% Elderly Rebate from State $20,100 30,000 I Salaries $50,100 MEETING RECESSED FOR A SPECIAL MEETING OF THE NEW HANOVER COUNTY WATER & SEWER DISTRICT Chairman O'Neal recessed the Special Session to hold a meeting of the Water and Sewer District at 4:10 o'clock P.M.
