WHEREAS, New Hanover County is greatly indebted to the North Carolina Sorosis Club for 125
continuous years of service and numerous accomplishments; and
WHEREAS, North Carolina Sorosis is an organization made up of women from all walks of life that have
a common goal of making the world a better place by enhancing the lives of others through volunteer
service; and
WHEREAS, North Carolina Sorosis was organized in 1895 as the first Federated Woman's Club in North
Carolina; and
WHEREAS, North Carolina Sorosis has been an advocate for women's and children's issues and
community welfare since inception.

NATIONAL WOMEN'S HEALTH MONTH
AND WOMEN'S HEALTH WEEK PROCLAMATION
WHEREAS, National Women's Health Week is a weeklong health observance led by the U.S. Department of Health
and Human Services' Office on Women's Health (OWH) to encourage women to be as healthy as possible; and
WHEREAS, the of week May 8-14, 2022, serves as reminder for women and girls to make their health a priority
and build positive health habits for life; and
WHEREAS, Women's Health Month will focus on a broad range of women's health issues, including heart disease,
diabetes, cancer, respiratory disease, and mental health; and
WHEREAS, Women' Health Month empowers women to take responsibility for their health, understand their
health options, and identify services; thereby increasing equal access toservices, resources and products that
best help them prevent and reduce poor health outcomes; and
WHEREAS, it is extremely important for all women and girls, especially those with underlying health conditions,
such as hypertension, diabetes, obesity, cardiovascular and respiratory diseases, and women 65 years and older,
to take care of their health now; and
WHEREAS, educating women on the importance of preventative health and participating in health screenings will
help prolong their lifespan and support their role as productive family members; and
WHEREAS, mothers who maintain a healthy lifestyle are role models for their children and are well equipped to
care for a happy, healthy family; and
WHEREAS, May is designated as National Women's Health Month.
NOW, THEREFORE, BE IT PROCLAIMED by the New Hanover County Board of Commissioners that May 2022 will
be recognized as "VVmrnen's Health Month" and that K4ay8-14, 2022wiU be recognized as"VVonnun's Health
VVeeh^ in New Hanover County. The Board of Commissioners encourages citizens to increase awareness of the
importance of healthy lifestyle, regular exercise, regular medical check-ups, and to participate in preventative
health practices and early detection efforts for all women inNew Hanover County.

ELDER ABUSE AWARENESS MONTH PROCLAMATION
WHEREAS, elder abuse is the broad term used to identify mistreatment of elderly and disabled adults;
and
WHEREAS, abuse and neglect of elderly and disabled adults is one of the most under -recognized and
under -reported social problems in this country; and
WHEREAS, the magnitude of the problem is likely to increase for several reasons, especially with the
increasing rise in the number of the elderly population; and
WHEREAS, mistreatment can take many forms: physical abuse, emotional abuse, sexual abuse, neglect
by a caregiver, self -neglect, exploitation, and financial exploitation; and
WHEREAS, it is estimated that approximately five million people age 60+ suffer elder abuse every year;
and
WHEREAS, it is estimated that approximately one out of every twenty-four cases of elder abuse are
reported; and
WHEREAS, abuse of the elderly and disabled is preventable.
NOW, THEREFORE, BE IT PROCLAIMED by the New Hanover County Board of Commissioners that May
8 thru June 19, 2022 will be recognized as "Elder Abuse Awareness Month" in New Hanover County. All
residents and other jurisdictions are encouraged to become more aware of this problem and join in the
prevention of elder abuse.

Section 2: Explanation
BA 22-060 budgets funds provided by the NC Division of Public Health for purposes of providing services in the
Women, Infants and Children (WIC) program. This additional funding was awarded due to our average monthly
participation rising above the base caseload assignment and also increases the per participant rate as of January 1,
2022. These funds will be used to purchase program supplies in order to enhance our ability to continue with the
objective of the Special Supplemental Nutrition Program for WIC, which is to provide supplemental nutritious foods,
nutrition education, and referrals to health care for low-income persons during critical periods of growth and
development. No new positions are being requested and no county match is required.
Section 3: Documentation of Adoption
This ordinance shall be effective upon its adoption.

Section 2: Explanation
BA 22-059 reduces the budgeted amount for the Crisis Intervention Payment (CIP) program. The amount budgeted
is based on estimates from the state. The state decided to revert funds, for this fiscal year, from some counties and
send this funding to other counties. This was based on a survey completed by all counties about the usage of the
funds, to date. This energy assistance program assists low income persons with heating or cooling related crises.
The CIP program is part of the Low -Income Home Energy Assistance Program block grant. Households apply for
the benefits at their local social services agency. Each county receives an allocation to fund the CIP program based
on the poverty level in the county and the county food and nutrition services caseload numbers. Counties have the
option to set an annual minimum allowable assistance amount up to a maximum of $600. Payment amounts vary
based on the crisis and the amount needed to alleviate the energy crisis. The program funds the CIP benefit
payments and is intended to cover all administrative costs.
BA 22-062 The Division of Aging and Adult Services has allocated American Rescue Plan Act (ARPA) of 2021
funding to an Adult Protective Services (APS) Essential Services Fund. This funding allows county departments of
social services to provide essential services to adults for whom the need for protective services has been
substantiated. The fund is intended to assist county departments of social services in addressing identified protective
services needs and mobilizing protective services where limited county funding and limited local resources may be a
barrier. These essential services include the provision of medical care for physical and mental health, assistance in
personal hygiene, assistance with obtaining appropriate food, clothing, seeking and providing heated and ventilated
shelter, providing for protection from health and safety hazards, and protection from abuse, neglect, and exploitation.
These funds will assist adults to age in place, eliminating unnecessary institutionalization and promoting
opportunities to return to a community -based setting when possible. No county match is required.
BA 22-063 budgets additional monies received for the Share the Warmth program. Piedmont Natural Gas's (PNG)
Share the Warmth program assists low income PNG customers in a heating crisis. Share the Warmth is funded 100%
with contributions from PNG customers, employees and corporate donations. Allocations are made only to counties
that have PNG residential customers and are determined by PNG based on the number of PNG residential customers
in 16 counties. The maximum benefit per eligible household is $200 per state fiscal year. Funds remaining at the
end of the fiscal year are carried forward to the next state fiscal year. There is no county match required.
BA 22-065 The Low Income Household Water Assistance Program (LIHWAP) is a federally funded program that
provides emergency assistance to low income households to prevent disconnection or provide assistance with the
reconnection of drinking water and wastewater services. The Department of Social Services has received an
additional allocation of these funds from the state. LIHWAP assistance will be made available to households based
on a priority group system. Households will be categorically eligible if they: 1. Are currently receiving Food and
Nutrition Services (FNS) benefits; 2. Are currently receiving Work First benefits; and 3. Received Low Income
Energy Assistance Program (LIEAP) funds within the last 12 months. If the household is not categorically eligible,
the household's countable income must be equal to or less than 150% of the current poverty level during the base
period. To lessen the hardship on those households that have already lost water services or are in jeopardy of losing
water services, groups 1 and 2 will be served first. If funds are available, group 3 will be served after groups 1 and 2
are completed. The classification of groups are as follows: Group 1 consists of households that have had water
services disconnected; Group 2 consists of households that are in jeopardy of water services being disconnected,
unless action is taken to prevent the disconnect; and Group 3 consists of households that have current water services
bills and need assistance to maintain service. There is no county match required.
BA 22-066 budgets contributions received from a community partner for Cape Fear Public Utility Authority's
(CFPUA) Assistance Program which assists citizens with past due accounts to avoid disruption of services. The
program is 100% funded by community partner contributions along with contributions from the city and county. The
maximum benefit per eligible household is $500 per fiscal year. These funds may not be used for deposits.
Eligibilty is based on need and funds available. Funds remaining at the end of the fiscal year are carried forward to
the next fiscal year. Multiple contributions have been received that total $10,500.
Section 3: Documentation of Adoption
This ordinance shall be effective upon its adoption.

Section 2: Explanation
BA 22-068 The Department of Social Services sometimes receives miscellaneous payments that need to be deposited and
distributed to individuals or other agencies, monies that do not need an account set up specifically based on the funds
received. The Special Purpose Fund serves as the place these funds can be deposited and disbursed as needed. This fiscal
year, the county is required to implement a new accounting standard that changes how the department's special purpose
funds are to be recorded. The new standard requires the funds to be reported in a special revenue fund and the transactions
budgeted. This budget amendment budgets funds within the department's ledger to meet these requirements.

RESOLUTION RECOGNIZING HONOR FLIGHT OF THE CAPE FEAR AREA
WHEREAS, the security of the United States relies on patriotic women and men who put their personal
lives on hold and place themselves in hann's way to protect the freedoms on which this country was
founded and that all citizens ofthe United States cherish; and
WHEREAS, the Honor Flight Network isanational, organization created by Earl Morse, a
physician assistant and retired Air Force captain, and Jeff Miller, a small business owner and son ofaWorld
War 11 Veteran, solely to honor America's Veterans for all their sacrifices; and
WHEREAS, through the Honor Flight organization, over 250,000 World War U,Korea War, and Vietnam
War Veterans from across the United States have an opportunity to take an all -expenses paid trip to
Washington D.C. to visit the military service memorials; and
WHEREAS, many Veterans have never visited Washington, D.[, and could not make this trip without
Honor Flight's support and resources; and
WHEREAS, Honor Flight ofthe Cape Fear Area isa recently established hub ofthe national program led
bylocal volunteers to pay tribute to Veterans in the Cape Fear area, and to educate members of the
community about our local heroes; and
WHEREAS, onApril 30,2022, this amazing organization is providing World War |[ Korea War, and Vietnam
War Veterans a chance to fly out of Wilmington International Airport to Washington D.C. and visit their
memorials; giving participants the unique opportunity both to pay their respects to their fellow soldiers
and to receive the time of reflection and celebration they so richly deserve; and
WHEREAS, North Carolina's Veterans of World War |Lthe Korea War, and the Vietnam War embody the
spirit mfservice with awillingness tofind meaning insomething greater than themselves, and itisfitting
and proper that the outstanding accomplishments and sacrifices of these distinguished Americans be
honored appropriately.
NOW, THEREFORE, BE IT RESOLVED, that the New Hanover County Board of Commissioners commends
North Carolina's Veterans of World War 11, the Korea War, and the Vietnam War; recognizes Honor Flight
of the Cape Fear Area; and extends its deepest appreciation to those who stood ever ready to make the
ultimate sacrifice upon the alter offreedom.

WHEREAS, Travel and tourism benefit New Hanover County's workforce and support the local economy; and
WHEREAS, the importance of travel is amplified as the industry overcomes the devastating COVID-19 pandemic crisis
and shifts its focus forward; and
WHEREAS, this year's theme is "The Future of Travel" which focuses on the critical role that travel will play in driving
economic growth and building the path forward; and
WHEREAS, in the United States:
• Prior to the COVID-19 pandemic, the travel and tourism industry was a significant contributor to the U.S.
economy and exports, generating $2.6 trillion in economic impact in 2019
• Spending by travelers remained at only 78% of 2019 totals in 2021
• The leisure and hospitality industry accounted for 11% of pre -pandemic U.S. employment but represented -a -
staggering 73% of all jobs still lost in February 2022
• Travel is an incredibly resilient industry and an essential economic driver, spurring growth for businesses and
communities across the U.S; and
WHEREAS, in North Carolina:
• Prior to the pandemic, Travel and Tourism was among the state's fastest growing industries and domestic
travelers spent a record $29.2 billion in North Carolina in 2019
• In 2020, direct visitor spending across the state was $20 billion, representing a -31.7% decrease over the 2019
pre -pandemic record; and
WHEREAS, in New Hanover County:
• Visitor spending infuses millions of new dollars into our local economy each year that helps to fund bea
nourishment, the convention center, lifeguard programs and more
• In 2020, the economic impact of tourism was estimated at $598 million, which represents a decrease of -22
percent from 2019 pre -pandemic record spending
• The local travel industry provided more than 5,455 jobs in 2020, which was down from 6,680 in 2019 a
supported a payroll of $186.5 million
• The local travel industry also generated approximately $51.5 million in state and local tax receipts, representi
a $218.66 tax saving to each county resident
• As travel returns to normal, Room Occupancy Tax collections are trending upward and the future of travel
New Hanover County is bright with a positive outlook for the thousands of local residents who are employ
in the fields of travel and hospitality; and I

RESOLUTION TO ACCEPT
THE 2022 ECONOMIC MOBILITY - ECONOMIC DEVELOPMENT STRATEGIC UPDATE
BY GREENFIELD CONSULTING
WHEREAS, The New Hanover County Board of Commissioners adopted the Pathways to
Prosperity Economic Development Plan by Garner and Associates in 2014; and
WHEREAS, the New Hanover County Board of Commissioners adopted the New Hanover County
Strategic Plan in 2018; and
WHEREAS,
New Hanover County has accomplished many of the recommendations outlined in
these plans; and
WHEREAS, many economic trends have shifted as a result of economic recovery from Hurricane
Florence and COVID-19; and
WHEREAS, the New Hanover County Board of Commissioners desired to review and update the
2014 Pathways to Prosperity Plan to ensure the vision of being a vibrant, prosperous, diverse
coastal community committed to building a sustainable future for future generations is
accomplished; and

Section 2: Explanation
BA 22-072 New Hanover County Emergency Management, Sheriffs Office and Fire Rescue have identified a unified
need for replacement of the existing Command Unit utilized to perform as a mobile command center ensuring
effective communication and decision -making coordination for partner agencies during critical incidents or special
events. The current unit is at the end of its useful life, highlighted during the recent school violence critical incident.
The new unit will ensure equitable decision -making coordination for partner agencies through improved technology,
updated communications, and increased functionality.
Section 3: Documentation of Adoption
This ordinance shall be effective upon its adoption.
NOW, THEREFORE, BE IT RESOLVED by the Board of County Commissioners of New Hanover County, North
Carolina, that the Ordinance for Budget Amendment(s) 22-072 amending the annual budget ordinance for the fiscal
year ending June 30, 2022, is adopted.

WHEREAS, after due advertisement, only one (1) bid was received from pre -qualified bidders by the bid deadline on
the March 8, 2022; resulting in the readvertisement of the request for bids; and
WHEREAS, after rea6verbsement bids were opened and recorded bythe Environmental Management Department
at 2:00 p.m. on March 22, 2022, at the New Hanover County Environmental Management Department offices,3002
