TERMINATION OF THE APRIL 27, 2020
AMENDED RESTATED DECLARATION OF STATE OF EMERGENCY
IN THE COUNTY OF NEW HANOVER
WHEREAS, on April 27, 2020, in response to the outbreak of the COVID-19 virus continuing to exist in New
Hanover County, the Chair of the New Hanover County Board of Commissioners determined and
proclaimed an amended restated declaration of state of emergency for the County of New Hanover to be
effective on April 29, 2020 at 5:00 p.m. and to remain in effect until rescinded.
WHEREAS, the Chair of the New Hanover County Board of Commissioners has determined that the April
27, 2020 amended restated declaration of state of emergency for the County of New Hanover is no longer
needed.
NOW THEREFORE BE IT KNOWN that the above -referenced proclamation of amended restated
declaration of state of emergency is hereby terminated effective May 2, 2022.

NEW HANOVER COUNTY BOARD OF COMMISSIONERS
Section 1: On March 20, 2020, pursuant to New Hanover County Code Chapter 17, Article 111, Section 17.71 and Section
17.72, and North Carolina General Statutes Chapter 166A, Article 1A, 166A-19.22, the Chair of the New
Hanover County Board of Commissioners determined that a State of Emergency as defined in the New
Hanover County Code Section 17.71, due to the outbreak of the COVID-19 virus, exists in New Hanover
County. Further, the Chair of the New Hanover County Board of Commissioners supplemented said
Declaration twice, on March 28, 2020 and again on April 3, 2020. The terms of each supplemental
amendment were in addition to, not in lieu of, the March 20, 2020 State of Emergency D, claration. On April
13, 2020 the Chair of the New Hanover County Board of Commissioners issued a Restated Declaration of
State of Emergency which consolidated, restated, and superseded each previous outbreak related
Declaration of State of Emergency previously issued.
Section 2: Pursuant to New Hanover County Code Chapter 17, Article III, Section 17.71 and Section 17.72, and North
Carolina General Statutes Chapter 166A, Article 1A, 166A-19.22, the Chair of the New Hanover County Board
of Commissioners has determined that a State of Emergency as defined in the New Hanover County Coft,.
Section 17.71, due to the outbreak of the COVID-19 virus, continues to exist in New Hanover County. Th-is
Amended Restated Declaration of State of Emergency hereby supersedes the Restated Declaration of Stat�t
of Emergency previously issued.
Section 3: Additionally, North Carolina Governor Roy Cooper has issued several COVID-19 related Gubernatorial
Executive Orders, including but not limited to, Nos. 116, 117,118, 119, 120, 121, 122, 124, 125, 131, and B5.
The Chair of the New Hanover County Board of Commissioners hereby resolves that all prior Declarations
are hereby rescinded and this Amended Restated Declaration of State of Emergency for New Hanover County
shall be in addition to, not in lieu of, the above stated Gubernatorial Executive Orders.
Section 4: Therefore, the Chair of the New Hanover County Board of Commissioners declares the existence of a
continuing State of Emergency in New Hanover County. Municipalities may consent to this Amendef
Restated Declaration of State of Emergency within their respective corporate limits.
Section 5: The Chair of the New Hanover County Board of Commissioners hereby orders all county law enforcement
officers, employees and all emergency management personnel to cooperate in the enforcement and
implementation of all public health control measures authorized in North Carolina General Statute 130A and
all Gubernatorial Executive Orders.
Section 6: Gubernatorial Executive Orders.
The terms set forth in all Gubernatorial Executive Orders issued to address the Coronavirus Disease 2019
(COVID-19) public health emergency and to provide for the health, safety, and welfare of residents and
visitors located in North Carolina are hereby incorporated by reference into this Amended Restated
Declaration of State of Emergency.
C-ection 7: April 13, 2020 Restated Declaration of State of Emergency - Prohibitions Rescinded
All prohibitions, which may or may not have been more stringent than the Gubernatorial Executive Orders
referenced in the April 13, 2020 Restated Declaration of State of Emergency are hereby rescinded.
Section 8: New Hanover County Businesses, Facilities, and Residents Now Fall Under Statewide Restrictions
New Hanover County businesses, facilities, and residents will now be subject to all Gubernatorial Executive
Orders,
Section 9: Jurisdiction.
This Amended Restated Declaration of State of Emergency shall be effective for the unincorporated areas of
New Hanover County and within those municipalities that consent to, or otherwise authorize it to be
effective within their respective jurisdictions.
Section 10: This Amended Restated Declaration of State of Emergency shall become effective VVednesday, April 29,
2020 at 5:00 p.m. and remain in effect until rescinded.

As chair of the Board of Commissioners, it is my honor to share the
county's successes, priorities, and vibrant future with you today.
I want to thank my fellow Commissioners — Vice Chair Deb Hays and
Commissioners Jonathan Barfield, Jr., Bill Rivenbark, and Rob Zapple —
for their dedicated service to our county and citizens.
As a board, we truly care about our community and are working each
day, in collaboration with our incredible staff and community partners,
to fulfill the county's mission.
Which is to provide equitable opportunities and exceptional public
services through good governance ...
To ensure a safe, healthy, secure and thriving community for all.
This mission was updated this past year, to include the importance of
equity, along with adding it as one of the county's shared values.
And it hasn't just been an update in words — our actions have als
followed suit. i
New Hanover County is committed to creating an equitable
tnvironment, so that every person in our county can access the
resources they need.
And so that our community — our entire community — can thrive.

is the great place it is.
And over the past year, our residents have continued to rise above
challenges posed from the pandernic d move forward.
I'm proud to say the county has been there every step of the way,
providing vaccines, boosters, COVID tests., community guidance, and so
much more.
Our Health and Human Services team has been incredible, and I'd like
to thank our Director Donna Fayko.. Public Health Director David
Howard, Assistant Health Director Carla Turner and your entire team
for all you have done to lead the way, using the best public health
practices and resources available to protect the health of our residents.

Around 63 percent of our residents have been vaccinated, our county
remains at a low COVID-1 9 community level, and residents continue to
take the right precautions to help protect themselves and those around
them.
And while the pandernic has certainly changed our, lives, our economy
is rebounding quickly because of our strong businesses, economic
development partners, and talented workforce.

the county committed more than 2 million dollars over the next -five
years in new performance -based incentives to five companies that will
These new jobs are critical to growing our economy, providing higher
wages to residents, and creating more diverse opportunities for greater
economic mobility.

WBD has also be integral in our development of the Blue Clay Business
Park, which is moving forward and will have the necessary
infrastructure —water, sewer and roads— complete this fall.
It will provide around 875,000 square feet of industrial space with
direct access to the rail line, nearby 1-40., and easy access to the airport
and Port of Wilmington.
The county is also keenly focused on small businesses, funding a ne
initiative in partnership with the Chamber of Commerce for small
businesses retention and expansion - I
To help ensure we are focusing on growing and retaining these
important businesses that are essential to our economy.
Our economic development partners are collaborating more than ever,
and I'm so proud of the work that is being accomplished.

And our Airport is certainly reaching new heights with the terminal
expansion, activity at the ILM business park, and the most recent
announcement that came just last week -
The addition of Avelo Airlines, an ultra -low-cost airline, that will offer -
nonstop flights to New Haven, Orlando, and Baltimore/Washington DC.
And that"s just the start - I believe even more opportunities and low-
cost flights will open for our market with this new partnership.
ILM is also growing its business park; where, in the last six months
alone: 75 acres of new ground leases have been signed, including oni.
million square feet of warehouse space, cold -storage and distributio
space for the life sciences and pharmaceutical industry, a new hotel
with 150 rooms, and 5,000 square feet of meeting and event space. I
This growth is bringing more than 210 mon dollars of economic
investments to our area and creating hundreds of new jobs.
And I believe this is only the start ® we will have more exciting
announcements in the year ahead with additional businesses and flight
opportunities.
The Airport is certainly a successful and growing economic driver for
our region and I appreciate the work of our dedicated Airport Authority
to make all of this happen.
We continue to have a strong tourism industry because of our vibrant
community, incredible downtown and beautiful beaches.

our partners in the City of Wilmington as well as Carolina, Kure and
Wrightsville beaches are all doing great things to continue to increase
visitors, which benefit us all, our quality of life, and our economy.

And our innovative education institutions are making great strides as
well.
Cape Fear Community College has developed new industry -specific
trades and certification programs, helping to ensure we have a trained
workforce for critical jobs.

nation, continues to strategically expand and enhance its research,
innovation, and academic programs, giving graduates a strong

lounclation to enter our local workforce ready to lead.

The county also recently adopted a new economic mobility plan that
will help guide us in the coming years, to focus on existing businesses,
warehouse and logistics facilities, life science manufacturing and
pharmaceuticals, digital technology companies, offshore wind, and the
film industry — furthering economic progress for our community.
This past year also saw an increase in our tax base.
And the county's unemployment rate is currently around 3.2 percent.

residents who needed

We have provided funding to help 106 businesses and 28 nonprofits,
provided paid job training through Step Up Wilmington that has placed
more than 70 people in full-time jobs, helped families with broadband
access in their homes, provided help with overdue water bills, and
assisted homeowners with their mortgages and renters with rent
payments.

We've also used these federal funds to invest in affordable housing
infrastructure for Starway Village, Habitat for Humanity, and Eden
Village.
And we have developed a Pandemic Operations Team to ensure wid
remain informed, safe, and prepared during this pandemic and any
other public health crisis that may come.
I am so impressed that we have a county that is forward -thinking and
innovative to build this type of team, which is among the first in the
nation for local governments.

Mental health resources have also been prioritized through this
funding.

they desperately need.
And we've hired two therapists at the Senior Resource Center to
provide direct mental health counseling services at no cost, which is a
forwa rd-th inking approach that is unique to our community.
We have also opened a senior center in Carolina Beach to provide
nutrition services in the southern part of the county, furthering our
reach and support of older adults.
