2022-04-28 Agenda Review NEW HANOVER COUNTY BOARD OF COMMISSIONERS BOOK 35 AGENDA REVIEW MEETING, APRIL 28, 2022 PAGE 418 ASSEMBLY The New Hanover County Board of Commissioners met for Agenda Review on Thursday, April 28, 2022 at 4:00 p.m. via in-person and remote in the Harrell Conference Room at the New Hanover County Government Center, 230 Government Center Drive, Wilmington, North Carolina. Members present: Chair Julia Olson-Boseman; Vice-Chair Deb Hays; Commissioner Jonathan Barfield, Jr. (remote); Commissioner Bill Rivenbark; and Commissioner Rob Zapple. Staff present: County Manager Chris Coudriet; Deputy County Attorney Kemp Burpeau; and Clerk to the Board Kymberleigh G. Crowell. Chair Olson-Boseman called the Agenda Review meeting to order and announced that the purpose of the meeting is to review and discuss the agenda items for the May 2, 2022 Regular Meeting with discussions as noted: Regular Agenda Item #8: Rezoning Request (Z22-03) – Request by David Lucht, Applicant, on Behalf of Walu, LLC, property owner, to rezone approximately 1.84 acres of land located at 6205 Blossom Street from R-15, Residential District, to CB, Community Business District and R-10, Residential District. In response to Board questions, Planning and Land Use Director Rebekah Roth stated that staff will report back to the Board on what will happen with the billboard on the subject site. Regular Agenda Item #10: Rezoning Request (Z22-08) - Request by Cindee Wolf, Applicant, on Behalf of New Beginning Christian Church, Inc., Property Owner, to Rezone Approximately 9.60 Acres of Land Located Within the 3100 Block of Blue Clay Road from R-20, Residential District, and (CZD) R-10, Conditional Residential District, to (CZD) R-5, Conditional Residential District for a 68-Unit Attached Housing Development. In response to Board questions, Ms. Roth and Current Planner Julian Griffee stated they will make the applicant aware of the need to address questions about the homeless living on the site. STAFF UPDATE Update on Lease Account Standard, Governmental Accounting Standards Board (GASB) 87. Chief Financial Officer Lisa Wurtzbacher provided the following update:  GASB Statement No. 87 – Leases:  Lease: Conveys control of right to use an asset  New Requirement: recognition of lease assets and liabilities for certain leases  Examples of leases excluded from requirement: short-term leases, transfers ownership at the end of contract, service contracts, and non-exchange transactions  Lessee:  Three changes to budget process for a new lease:  Expenditures: capital outlay and debt service  Other Financing Source: lease liabilities issued  Change to Existing leases as of June 30, 2021: debt service expenditure Ms. Wurtzbacher stated that the purpose of providing this information is that staff will have to bring forward budget amendments for Board consideration for new and existing leases. The budget amendments will not be asking for additional expenses as the expenses have already been recorded. Since the County’s budget is adopted by function, Board approval will be needed to move expenses for existing leases from one function to another. For new leases that will come forward next year, staff will have to record the full expense of the capital item being purchased as the asset is going to have a value. Staff must also record the asset as an expense even though the County is paying that annual payment. Again, this will not require additional expenses on the County’s part but will be accounted for differently as an “other financing source.” It will be recorded in that manner every year and those payments will be recorded as a debt service. The leases will not act more like a debt than previously managed. In response to questions, Ms. Wurtzbacher stated that this change is not an option. It must be followed in accordance with GASB.
