NEW HANOVER COUNTY AIRPORT AUTHORITY
AND GENERAL ASSEMBLY LEGISLATIVE DELEGATION
SPECIAL MEETING
April 11, 2022
CALL TO ORDER
The New Hanover County Airport Authority met with the General Assembly Legislative
Delegation for a special meeting on Monday, April 11, 2022, at Wilmington International
Airport, 1740 Airport Boulevard, Wilmington, North Carolina. Chairman Girardot called the
meeting to order at 8:20 a.m.
Airport Authority members present were Donna Girardot, Chairman; Spruill Thompson, Vice-
Chairman; Tom Wolfe, W. Lee Williams, and Jason Thompson. Also present were Jeff Bourk,
Airport Director; Robert Campbell, Finance Director; Granseur Dick, Planning and Development
Director; Carol LeTellier, Business Development Director; Wanda Copley, County Attorney;
and Rose Davis, Executive Assistant. General Assembly members present were Senator Bill
Rabon; Senator Michael Lee; Representative Ted Davis; and Representative Deb Butler.
WELCOME
Chairman Girardot welcomed the legislators on behalf of the Airport Authority and ILM staff
and introductions were made.
PRESENTATION
Mr. Bourk, Airport Director, provided an airport update highlighting ILMs economic impact;
airport operations; expanded and new routes; as well as major gains in the ILM Business Park;
ILMs financial position and the status and utilization of NC funding received to date. Mr. Bourk
also shared information on ILMs need for further NC funding for future growth and economic
development projects.
The Authority and ILM staff asked the legislators for their continued support of ILM by
continuing the NC Airport Appropriations Fund with a one time increase to $150M this budget
year for all NC airports; and, their future support by approving a new Air Service Development
Fund for NC commercial service airports.
DISCUSSION
There was discussion regarding the business park development and its impact on ILM revenues;
ILMs new partnership with the Tourism Development Authority in support of new air service;
current and potential air service; how ILM would use the state funds going forward; the
resolution of the military noise issues and the status of hot refueling at ILM.
The meeting was adjourned at 9:10 am.
