Meeting Minutes
May 19, 2022
I. Call to order
Chairman William Blair, III called to order the regular meeting of the New Hanover
County Alcoholic Beverage Control Board at 9:00am on May 19, 2022 at the General
Office, 6009 Market Street, Wilmington, NC.
II. Chairman confirms quorum
The following Members of the Board were present:

III. Conflict of Interest Reminder
Mr. Blair verbally confirmed that the Board members had read the following ethics
reminder:
"In accordance with General Statute 18B-201, it is the duty of every Board member to
avoid both conflicts of interest and appearances of conflicts. Does any member have
any known conflict of interest or appearance of conflict With respect to any matters
coming before the Board today? Ifso, please identify the conflict or appearance of
conflict andrefrainfrom any undue participation intheparticular matter involved."
Let it be recorded that no conflicts were identified by any Board member regarding this
Board meeting.
IV. Consent Agenda Items of Business

Mr. Blair presented the minutes from the Regular Meeting of April 21, 2022, Mr. Wolfe
made the motion to approve the minutes as written. Mr. Dickerson seconded the motion,
all approved.

V. Regular Agenda I1rms
• FY 2023 Law Enforcement Annual Grant Presentations
In the Proposed Budget for FY 2022/2023 Law Enforcement Annual Grant
Program in the amount of $150,000. These are available to the five Law
Enforcement Agencies in New Hanover County (New Hanover County Sheriff s
Department, City of Wilmington Police Department, Carolina Beach Police
Department, Wrightsville Beach Police Department and the Kure Beach Police
Department). Four of these agencies applied for a grant, they are as follows:
Wrightsville Beach Police Department — Chief David Squires presented the
grant proposal to the Board, for $49,500. This grant would fund two ATV patrol
vehicles and overtime funds necessary to provide officers and rangers to patrol the
beach strand on their days off. ATVs help to navigate difficult and eroded terrain
and those areas closer to the water line where illegal alcohol consumption is
common. The request also included the purchase of a utility trailer to store and
transport our checking station equipment. Also, included in the request was the
purchase of cameras in the central business district to increase our ability to see
and record events and later identify people or vehicles.
Carolina Beach Police Department — Chief Vic Ward presented the grant
proposal to the Board, for $50,000. This grant would fund continue development
and implementation of selective traffic enforcement program to target impaired
driving, and illegal drug use. Program to include community outreach, sobriety
checkpoints, saturation patrols, and a proactive traffic component. It would
include a school -based instructional programs to teach teens about the dangers of
underage drinking and alcohol abuse as well as the dangers of riding with alcohol -
impaired drivers.
Wilmington Police Department — Chief Donnie Williams presented the
grant proposal to the Board, for $50,000. This grant would fund the
Downtown/Riverwalk Ebike program intended to deter alcohol related
offences by increasing the visibility of the Community Engagement
Officers, reducing exertion from traditional bikes, increasing accessibility
to 'the Riverwalk that would not be possible for vehicles.
• New Hanover County Sheriffs Department — Lieutenant Joe Jewell
presented the grant proposal to the Board, for $50,000. This grant would

fund the purchase of a new, replacement vehicle for the Sheriffs ABC
Unit in an effort to contain Alcohol related violations and promote the
safety of the citizens by spending more time investigating Alcohol and
Beverage Control matters.
After hearing all of the proposals the Board requested that the Finance
Committee view the requested proposals and come back to the at the next
board meeting with the recommendations of funding of the four requests.
• Community Outreach Committee Grants FV 2023 —Ms. Clark provided to
the Board the recommendations from the Community Outreach Evaluation
Team and Committee to award the following Grants for the FY 2022/2023.

Total of Grants $620,000
Mr. Shell made a motion to approve the above Grants for FY 2022/2023 in
the total amount of $620,000. Mr. Rivenbark seconded the motion, all
approved.
Proposed Budget FY 2.022/2023 — Ms. Clark presented the Proposed Budget
for FY 2022/2023. The Board agreed to take a look again at the proposed
COLA and merit raises for employees before the meeting in June, 2022. Any
changes will be revised at the meeting held on June 16, 2022, before
approval. The Public Hearing will be held prior to the next regular meeting of
the Board on June 16, 2022 at 9:00am. Once approved, the Board will adopt
the Budget for FY 2022/2023.
Administrative Reports
• ABC Law Enforcement Officers' Unit Monthly - (ALE) Report for March was
presented by Lieutenant Joe Jewell. Please see the attached LE Monthly Reporting
Numbers from the North Carolina ABC Commission website (Attachment "A").
Financial Statements — Ms. Clark presented a copy of the Board Financial
Statements for April, 2022. The Financial Statement showed, the Actual-to-

Actual comparison Gross Sales more than the prior April by $183k (3.31%),
Operating Expenses more than prior April by $13k (2.74%), and Income from
Operations was more than prior April by $107k. Ms. Clark reported that of the $7,8
million in the bank that there were unrestricted funds of $6.8 million, working capital
restricted of $1.8 million.
• General Manaller Updates:
Retention Pond lie its at 6909 Market S ArecL— Mr. Hill advised the Board
that the retention pond located 6009 Market Street is in need of repairs before the
POA for 6009 Market Street can enter into a maintenance agreement with RPS.
The estimate to repair the retention pond from RPS is $7,825. Mr. Wolfe made a
motion to approve the estimate to repair the retention pond at $7,825. Mr.
Rivenbark seconded the motion, all approved,
NC Association of ABC Board Summer Conference — Mr. Hill advised the
Board that the NC Association of ABC Board Summer Conference would be
held July 10"' — 13th, He requested that the Board consider paying for the total
lodging expense, of the four ABC employees and Board Members that will be
attending, at a rate of $169,00 per night. Mr. Blair made motion to approve the
total lodging fees in the amount of $169.00 per night, for the Staff and Board
Members attending the meeting, Mr. Wolfe seconded the motion, all approved.
A13C Officers — Mr. Hill advised the Board that Mr. Shell, Mr. Blair, Mr.
Casteen and himself met with Chief Sarvis and Lt. Jewell to discuss guidelines
for ABC Officers for Law Enforcement Agencies within New Hanover County.
Lt. Jewell is working on guidelines for the ABC Officers if the Board agrees to
giiant ABC Officer abilities to other Law Enforcement Agencies in the County.
These abilities would be granted on an annual basis.
VII. Adjournment
Mr. Blair advised of the next Board Meeting to be held on Thursday, June 16, 2022 at
9:00am at the General Office, 6009 Market Street, Wilmington, NC.
Mr. Bair made the motion to adjourn the meeting; Mr. Wolfe seconded the motion, all
