HomeMy WebLinkAbout2005-12-19 Water & Sewer NEW HANOVER COUNTY WATER AND SEWER DISTRICT REGULAR MEETING, DECEMBER 19, 2005 BOOK 3 PAGE 154 ASSEMBLY The District Board of Commissioners of the New Hanover County Water and Sewer District met in Regular Session on Monday, December 19, 2005, at 12:06 p.m. in the Assembly Room of the New Hanover County Courthouse, 24 North Third Street, Wilmington, North Carolina. Members present were: District Chairman William A. Kopp, Jr.; District Vice-Chairman William A. Caster; District Commissioner Ted Davis, Jr.; District Commissioner Robert G. Greer; District Commissioner Nancy H. Pritchett; County Manager Bruce T. Shell; Deputy County Attorney Kemp Burpeau and Clerk to the District Board Sheila L. Schult. NON-AGENDA ITEMS District Chairman Kopp announced that time had been reserved for anyone from the public to present an item that was not listed on the Regular Agenda. He requested all persons to limit their remarks to three minutes. No items were presented. APPROVAL OF MINUTES District Chairman Kopp called for a motion to approve the minutes of the regular meeting held on December 5, 2005, as presented by the Clerk to the District Board. Motion: District Vice-Chairman Caster MOVED, SECONDED by District Commissioner Pritchett, to approve the minutes of the regular meeting held on December 5, 2005, as presented by the Clerk to the District Board. Upon vote, the MOTION CARRIED UNANIMOUSLY. CONSIDERATION OF AWARD OF CONTRACT TO EAST COAST CONTRACTING FOR THE BLOSSOM FERRY AREA WATER SYSTEM County Engineer Greg Thompson reported that staff has received two informal bid proposals for the construction of the water system in the Blossom Ferry area. One bid was from East Coast Contracting in the amount of $123,917 and one bid from the T. A. Loving Company in the amount of $259,430. There are approximately twenty homes and lots in the area for an approximate cost of $6,195.85 per home/lot for the water system construction. Each property owner will be responsible to pay the New Hanover County Water and Sewer District a total of $1,770, which includes the standard tap fee of $1,050 (includes a 5/8" meter) and the development fee of $720. Each property owner will also be responsible for all connection fees from the meter to the house. The estimated time of completion per the contract is sixty days. Staff recommends awarding contract #05-0327 to East Coast Contracting in the amount of $123,917, authorizing the District Chairman to execute the contract and approving the associated budget amendment. District Chairman Kopp requested direction from the Board. Motion: District Vice-Chairman Caster MOVED, SECONDED by District Commissioner Pritchett, to award the contract for the Blossom Ferry area water system to East Coast Contracting in the amount of $123,917, authorize the District Chairman to execute the contract and approve the associated budget amendment. Upon vote, THE MOTION CARRIED UNANIMOUSLY. Budget Amendment #06-0087 - Water & Sewer Adjustment Debit Credit Water & Sewer Finance: Appropriated Fund Balance $140,000 NEW HANOVER COUNTY WATER AND SEWER DISTRICT REGULAR MEETING, DECEMBER 19, 2005 BOOK 3 PAGE 155 Budget Amendment #06-0087 - Water & Sewer (Continued) Adiustment Debit Credit Water & Sewer Administration: Capital Project Expense $140,000 Explanation: To budget for the construction of the water system in the Blossom Ferry area. ADJOURNMENT Hearing no further business, District Chairman Kopp requested a motion to adjourn the meeting. Motion: District Vice-Chairman Caster MOVED, SECONDED by District Commissioner Greer, to adjourn the meeting. Upon vote, the MOTION CARRIED UNANIMOUSLY.
