File #1077-N) WHEREAS, a petition has been filed with the Board of County Commissioners of the County of New Hanover requesting that the above described road(s), the location of which has been indicated on a map, be added to the Secondary Road System; and WHEREAS, the Board of County Commissioners is of the opinion that the above described road(s) should be added to the Secondary Road System, if the road(s) meets minimum standards and criteria established by the Division of Highways of the Department ofTransportationfor the addition of roads to the System. NOW, THEREFORE, be it resolved by the Board of Commissioners of the County of New Hanover that the Division of Highways is hereby requested to review the above described road(s), and to take over the road(s) for maintenance if they meet established standards and criteria. '3 New Hanover County Board of Commissioners New Hanover County Board of Health Influenza Vaccine Supply Resolution Whereas each year, a substantial proportion of vaccine-preventable diseases occurs among adults, despite the availability of safe and effective vaccines; and Whereas, adult immunization levels continue to lag far behind childhood rates, and adult morbidity and mortality from vaccine-preventable diseases remain distressingly high; and Whereas, adults form the core infrastructure needed to respond to any emergent public safety and health need; and Whereas, the burden of and responsibility for vaccinating high-risk and vulnerable populations often falls upon public health departments and their public partners; and Whereas, public health is often unable to serve the high-risk and vulnerable populations within a community because of a lack of timely distribution of vaccine, especially influenza vaccine; and Whereas, commercial vaccinators make early bulk purchases of influenza vaccine and are able to offer mass flu campaigns before public health can vaccinate high-risk populations; and Whereas, the federal government and local medical providers look to the public health infrastructure to be prepared to respond to and coordinate the response of any communicable disease outbreak, including an influenza pandemic; and Whereas, the federal government has provided support for the childhood immunization program nationally that has resulted in dramatic reductions in childhood vaccine preventable diseases; and Whereas, an adult immunization infrastructure is needed prior to implementation of a national universal influenza vaccine recommendation. Now therefore be it resolved that, in recognition of this compelling public health challenge, the New Hanover County Board of Commissioners and the New Hanover County Board of Health request that: · Sufficient federal funding be identified to support a robust adult vaccine preventable disease vaccination infrastructure and program that would include influenza as a primary component; · Guaranteed government prices for influenza vaccine be offered as an incentive for vaccine production to meet the demand; · The Federal government bulk purchase a base number of doses for public health; · Regulations be created to guarantee distribution to public agencies first; and · Enforcement rules be developed for providers who disregard high-risk vaccination criteria. Y PROCLAMATION BY THE NEW HANOVER COUNTY BOARD OF COMMISSIONERS YEAR OF THE NEW HANOVER COUNTY PUBLIC LIBRARY " WHEREAS, public libraries are widely recognized as an essential institution in a free and democratic society; and WHEREAS, since the earliest days of our community, a library in one form or another, has existed to serve the residents of this area; and WHEREAS, for one hundred years Wilmington and New Hanover County have enjoyed the benefits of a free public library; and WHEREAS, today, the New Hanover County Public Library plays an integral part in the intellectual, educational and recreational health and well being of our community. i NOW, THEREFORE, BE IT RESOLVED, that the New Hanover County Board of Commissioners does hereby proclaim 2006 as I. Schult, Clerk to the Board ""R ~ '2.. 0,. 3 Y-. :s RESOLUTION OF THE NEW HANOVER COUNTY BOARD OF COMMISSIONERS WHEREAS, under authority of North Carolina General Statutes Section 75A-15(a) any subdivision of the State of North Carolina may at any time, after public notice, make formal application to the Wildlife Resources Commission for special rules and regulations with reference to the safe and reasonable operation of vessels on any water within its territorial limits; and WHEREAS, New Hanover County has given public notice of its intention to make formal application to the Wildlife Resources Commission for special rules and regulations with reference to the safe and reasonable operation of vessels within a designated section of the Northeast Cape Fear River in Castle Hayne within the territorial limits of New Hanover County, and for the implementation of the Uniform Waterway Marker System in all the waters of the County. NOW, THEREFORE, BE IT RESOLVED that in accordance with G.S. 75A-15, the Board of Commissioners of New Hanover County requests the North Carolina Wildlife Resources Commission to promulgate special rules and regulations with reference to safe and reasonable operation of vessels on the water of the northeast Cape Fear River in said County, pertinent substance of which proposed regulations is as follows: A "No Wake Zone" in the Northeast Cape Fear Riyer from the existing "No Wake Zone" that extends from the Highway 117 bridge, Castle Hayne, east beyond the public boat ramp to the CSX train trestle, thence east to the easternmost trestle of the Interstate 40 bridge. _ NOW, THEREFORE, BE IT FURTHER RESOLVED that the said Board of Commissioners requests the said Commission to promulgate regulations fully implementing the Uniform Waterway Marker System in all of the water of the said County. Schult Clerk to the Board of Commissioners New Hanover County 1<. ~ 2..9. 3 tt.l.o RESOLUTION OF THE BOARD OF COMMISSIONERS OF NEW HANOVER COUNTY WHEREAS, after due advertisement, bids were received and publicly opened by the Finance Department at 1 :00 p.m., on the 26th day of October, 2005, at the County Administration Building, 320 Chestnut Street, Wilmington, North Carolina, and the following bids were received for the purchase of console systems furniture for the E-911 Center, Bid # 06-0074: Wright Line - Option 1 Wright Line - Option 2 Evans Consoles Watson Furniture Group Innovant Systems Manufacturing Corp. $202,937.50 $197,700.38 $249,186.62 $298,328.29 $341,879.00 $358,843.60 AND WHEREAS, after review, there was only one requirement of the specifications that three of the bidders did not meet and because of the documentation provided in the proposal, the committee felt the deviation was acceptable and decided to recommend Wright Line, the lowest responsible bidder, award of the bid; AND WHEREAS, upon notification of the unsuccessful bidders, the highest bidder, Systems Manufacturing Corporation protested the recommendation; AND WHEREAS, Systems Manufacturing Corporation's protested County's acceptance of the deviation of the lift requirement stating it was a significant deviation and their bid was significantly higher due to compliance with that specific requirement and their proposal would have been more competitive ifhe had provided a product with the same deviation as Wright Line, Evans, and Watson; AND WHEREAS, after much review and consultation with the County Attorney's Office and the Institute of Government, the County notified the bidders that the project would be re-bid with the protested requirement revised; AND WHEREAS, due to thetim~-line involved with the project and in accordance with the Institute's recommendation, the bidding process was started immediately to allow the re-bid process to be completed in a timely manner to bring the rejection of original bids and staff to bring the rejection of the original bids and the award recommendation from the second process to the Board of Commissioners at the same meeting; AND WHEREAS, the committee took this opportunity to review the bid proposals and equipment available and make sure any other clarifications were added to the re-bid document; AND WHEREAS, after due advertisement for the re-bid, bids were received and publicly opened by the Finance Department at 3 :00 p.m., on the 29th day of November, 2005, at the County Administration Building, 320 Chestnut Street, Wilmington, North Carolina, and the following bids were received for the purchase of console systems furniture for the E-911 Center, Bid # 06-0121 : Company Innovant Xybix Systems System Manufacturing Corp. Wright Line Single Lift $195,967.98 Does not Provide $216,078.54 $238,188.80 Dual Lift $195,967.98 $217,850.00 $228,410.34 $246,259.14 AND WHEREAS, after thorough review, Wright Line's proposal was the only proposal that met all of the bid specifications including support, warranty, delivery and installation; AND WHEREAS, the Public Safety Communications Center Director, the Interim Finance Director and the County Manager recommend that the contract be awarded to Wright Line, the only responsive bidder, in the amount of two hundred forty-six thousand, two hundred fifty-nine dollars and fourteen cents ($246,259.14); AND WHEREAS, funds have been previously appropriated and are now in Account Numbers 11030200-800200 and 11030300-800200 to cover this contract; NOW, THEREFORE, BE IT RESOLVED by the Board of County Commissioners of New Hanover County that the bids received from Bid # 06-0074 be rejected; and the Contract # 06-0121 for the re-bid ofthe purchase of console systems furniture for the E-911 Center, Bid # 06-0121 be awarded to Wright Line in the amount of two hundred forty-six thousand, two hundred fifty- nine dollars and fourteen cents ($246,259.14); and that the County Manager is hereby authorized and directed to execute Contract # 06-0121, contract form to be approved by the County Attorney.
