Community meetings are held by the applicant and are conducted prior to the submittal of an
official application with the County. Until an official application has been submitted, specific
questions regarding the proposed development should be directed to the applicant. If you have any
general questions regarding the County’s review procedures, you may contact the Planning & Land
Use Department at 910-798-7165.
When is a community meeting required?
•Conditional rezonings and intensive manufacturing special use permits require a community meeting hosted by the applicant.
Who needs to be notified?
•Neighboring property owners, within 500 feet of the subject property boundary, must
be notified by mail with the address listed in the property tax records.
•Planning staff must also be notified. The information will be posted to the Planning
and Land Use website after the application is submitted and sent to the Sunshine List.
What documents are required for the community meeting?
•Two documents are required.
o The first, is the community meeting letter that includes the details of the case.
The language can be found on PAGE 2 of this document.
o The second, is the proposed conceptual plan for the case.
How to create the mailing list.
•It is recommended that our NHC Parcel Map is used to create the mailing list. The map
is hosted by ArcGIS Online and has the most up to date parcel information.
•Use the select tool to select parcels within 500 feet of the subject parcel.
•Then select the property owner points within the previously selected parcels
*Selecting just property owners within 500 feet will not populate the correct
information.
Example Language for Community Meeting Notice for Conditional Rezonings
This is a notice for a community information meeting for an upcoming request by __[name of
applicant(s)]_, applicant, on behalf of __[name of property owner(s)]__, property owner, for a
__[Conditional Rezoning or Conditional Use Rezoning]__ from __[current zoning district]__, to
__[proposed zoning district]__, for __[proposed use]__.
The subject property is approximately __X__ acres and is located __[at or near]__ __[property
address]__, and is identified as PID (ex.R02300-000-000-000).
The purpose of the community information meeting is to explain the proposal and answer questions
from meeting attendees.
The meeting will be held at __[address of meeting location]__ and begin at __[time]__ on __[day]__. For
directions or further information, please contact __[name of point of contact]__ at __[phone number]__
or __[email address]__.
