2022-08-22 RM Exhibits g 9„ tt ., BoolkIXL1t1 page 3�• NEW HANOVER COUNTY BOARD OF COMMISSIONERS RESOLUTION APPROVAL TO PURCHASE A GAS CHROMATOGRAPH/MASS SPECTROMETER (GCMS) FROM AGILENT TECHNOLOGIES AS A SOLE SOURCE I WHEREAS, the Sheriff's Office currently uses a Gas Chromatograph/Mass Spectrometer (GCMS) manufactured by Agilent Technologies for the analysis of seized drugs; and 4 WHEREAS, the existing equipment was approved for purchase by the Board as a sole source on August x 24,2020; and P WHEREAS, due to the increase in the number of case samples generated in the lab, the Sheriff's Office desires to purchase another GCMS to accommodate the increase in volume and has determined that t purchasing the same equipment would be most advantageous to their operations; and t WHEREAS, NCGS 143-129(e)(6) exempts purchases of apparatus, supplies, materials, or equipment for competitive bidding requirements when: (i) performance or price competition for a product are not available; (ii)a needed product is available from only one source of supply; or (iii) standardization or compatibility is the overriding consideration. I WHEREAS, the Sheriff's Office has identified standardization or compatibility as the overriding r consideration due to: f • staff has extensive training related to troubleshooting and maintenance on the Agilent Instrument. ) • Every other public forensic lab in the state uses Agilent GCMS instruments in seized drug analysis. This allows us to exchange data libraries. • The current in-house GCMS library has been built on the Agilent platform. , • There is a significant risk of error associated with having analysts switch between two different t platforms to do the same analysis. t • All staff has been trained on the Agilent software. NOW,THEREFORE,BE IT RESOLVED,that the New Hanover County Board of Commissioners approves the purchase of the GCMS in the amount excluding NC sales tax of$104,864 from Agilent Technologies as a sole source purchase. Page 30°a NEW HANOVER COUNTY BOARD OF COMMISSIONERS UNCW 75th ANNIVERSARY DAY PROCLAMATION WHEREAS, the University of North Carolina Wilmington (UNCW) has educated, inspired, and served the citizens of the City of Wilmington, New Hanover County, and the State of North Carolina since 1947; and WHEREAS, the university, founded as Wilmington College on September 4, 1947, has soared to success during its first 75 years by honoring the student-centered commitment of its founders and serving the needs of the region and the state; and WHEREAS, UNCW, which welcomed 238 students in its first class, now serves approximately 18,000 students, providing these Seahawks with a diverse and inclusive education grounded in high-quality teaching and mentoring, innovative research, extensive applied learning and community engagement experiences; and WHEREAS, the university, originally founded by New Hanover County citizens to provide educational opportunities for veterans returning from World War II, continues to emphasize service and dedication to veterans, active-duty and military-affiliated personnel and their families; and WHEREAS, UNCW, recognized as one of the nation's "Top 100" public universities, serves as an anchor institution in southeastern North Carolina, and contributes significantly to the educational, cultural and economic development of the region and the state; and WHEREAS, UNCW will celebrate its 75th anniversary during the 2022-23 academic year. Cr well, Clerk to the Board Book lt) — ' Page 3 3 NEW HANOVER COUNTY BOARD OF COMMISSIONERS RESOLUTION DECLARING INTENT TO CLOSE A PUBLIC ROAD WHEREAS, NC General Statute 153A-241 states a county may permanently close any public road or any easement within the county and not within a city,except public roads or easements for public roads under the control and supervision of the Department of Transportation; and WHEREAS,a county may close a public road by adopting a resolution declaring its intent to close the public road or easement and calling a public hearing on the question; and WHEREAS, the Wilmington International Airport has requested the closure of a 60-foot wide by approximately 1,100-foot long public road in accordance with the county's road or easement closure procedures.
