2022-09-01 Agenda Review NEW HANOVER COUNTY BOARD OF COMMISSIONERS BOOK 35 AGENDA REVIEW, SEPTEMBER 1, 2022 PAGE 526 ASSEMBLY The New Hanover County Board of Commissioners met for Agenda Review via in-person and remote on September 1, 2022, at 4:03 p.m. in the Harrell Conference Room at the New Hanover County Government Center, 230 Government Center Drive, Wilmington, North Carolina. Members present: Chair Julia Olson-Boseman; Vice-Chair Deb Hays; Commissioner Jonathan Barfield, Jr. (remote); Commissioner Bill Rivenbark; and Commissioner Rob Zapple. Staff present: County Manager Chris Coudriet; County Attorney Wanda M. Copley; and Clerk to the Board Kymberleigh G. Crowell. Chair Olson-Boseman called the Agenda Review meeting to order and announced that the purpose of the meeting is to review and discuss the agenda items for the September 6, 2022 Regular Meeting with discussions as noted: Consent Agenda Item #2: Approval of American Leadership Academy Coastal Request for Deputy: In response to Board questions about a School Resource Officer (SRO) at other charter schools, County Manager Coudriet stated that any school that wishes to have an SRO would be required to pay for that service. Regular Item #6: Approval of July 2022 Tax Collection Reports. In response to Board questions about the debt service collection, Collections Supervisor Trina Baxley stated that the decrease in collections is due to the reduction of the overall tax rate, even though the percentage of tax collected has increased. The tax levy for 2021 and 2022 are in alignment with one another. Regular Item #7: Consideration of Hispanic Heritage Month Proclamation: In response to Board questions regarding the terms “Hispanic” and “Latinx,” Chief Diversity and Equity Officer Linda Thompson stated that the term “Hispanic” is appropriate for the resolution, and the term “Latinx” is inclusive of the entire Latin community. Regular Item #9: Consideration of Application for North Carolina Department of Environmental Quality Division of Water Infrastructure Funding: In response to Board questions, Chief Project Engineer for Stormwater Services Tim Lowe stated that there are other active grants related to water quality that are being looked at for Pages Creek, which is why it is not included in the project list for the grant application. He confirmed that a Pumpkin Creek Watershed Planning and Feasibility Study is part of the grant to address issues near the Northchase area. Motts Creek is also included as part of the Silver Lake regional stormwater control measures. The projects proposed for this grant are spread throughout the County. Regular Item #10: Consideration of the Mental Health and Substance Use Disorder Strategy: In response to Board questions about the need for a wet detox center, Chief Strategy Officer Jennifer Rigby stated that the measures the plan looks at are opioid reduction, opioid related deaths, and reduction of deaths by suicide. Under those measures, a wet detox facility is a priority and staff are still monitoring the data. County Manager Coudriet stated that the Board will see a facility, like RHA Health Services’ The Harbor, as one of the recommended investments during Tuesday’s presentation. Regular Item #11: Consideration of Application for Funding through the Federal Surface Transportation Block Grant Program-Direct Attributable (STBGP-DA) Fund for Construction of a 10-foot Multi-Use Path as Part of North Carolina Department of Transportation (NCDOT) Project W-5703C Monkey Junction Pedestrian Improvements along the East Side of Carolina Beach Road from the Intersection with Antionette Drive to the Northern Walmart Driveway: In response to Board questions about the local match, Planning and Land Use Director Rebekah Roth stated that the source of the local match is to be determined. The $115,488 local match is not currently budgeted for fiscal year (FY) 2022-23. If the grant is awarded, staff will coordinate with NCDOT and the Wilmington Metropolitan Planning Organization (WMPO) to allocate funds in FY 2023-24.
