2006-02-20 Water & Sewer NEW HANOVER COUNTY WATER AND SEWER DISTRICT REGULAR MEETING, FEBRUARY 20, 2006 BOOK 3 PAGE 160 ASSEMBLY The District Board of Commissioners of the New Hanover County Water and Sewer District met in Regular Session on Monday, February 20,2006, at 11:42 a.m. in the Assembly Room of the New Hanover County Courthouse, 24 North Third Street, Wilmington, North Carolina. Members present were: District Chairman William A. Kopp, Jr.; District Vice-Chairman William A. Caster; District Commissioner Ted Davis, Jr.; District Commissioner Robert G. Greer; District Commissioner Nancy H. Pritchett; County Manager Bruce T. Shell; County Attorney Wanda M. Copley and Clerk to the District Board Sheila L. Schult. District Chairman Kopp called the meeting to order. NON-AGENDA ITEMS District Chairman Kopp announced that time had been reserved for anyone from the public to present an item that was not listed on the Regular Agenda. He requested all persons to limit their remarks to three minutes. No items were presented. APPROVAL OF MINUTES District Chairman Kopp called for a motion to approve the minutes of the regular meeting held on February 6, 2006, as presented by the Clerk to the District Board. Motion: District Vice-Chairman Caster MOVED, SECONDED by District Commissioner Greer, to approve the minutes of the regular meeting held on February 6, 2006, as presented by the Clerk to the District Board. Upon vote, the MOTION CARRIED UNANIMOUSLY. CONSIDERATION OF PROFESSIONAL SERVICES CONTRACT FOR FEASIBILITY STUDY OF US HIGHWAY 421 NORTH WASTEWATER SYSTEM County Engineer Greg Thompson reported that the Board directed staff to assess the feasibility of providing sewer along Highway 421. Staff has obtained a two-phase proposal for professional services; Phase I is to renew the exiting permit and Phase II is to provide a preliminary investigation of options. The process will involve several meetings with state and local officials and the evaluation of previously completed studies of the area in order to appropriately develop viable options and provide cost estimates. The project assessment will also involve the input and participation of interested parties, such as the Lower Cape Fear Water and Sewer Authority, the Committee of 100 and surrounding jurisdictions. Staff is requesting that the Board award the contract to WK Dickson in the amount of $69,190 and approve the associated budget amendment #06-0127 in the amount of $100,000. The base cost of the Phase I study will be $21,172 and the base cost of the Phase II study will be $48,018. A contingency of $30,810 is requested to cover expenses associated with the investigation such as surveys, preliminary wetland investigations and regionalizing Issues. After brief discussion on the necessity of renewing the existing permit and proceeding with the preliminary investigation to include the feasibility of partnering with Pender County and other interested parties, District Chairman Kopp requested direction from the Board. ADJOURNMENT Hearing no further business, District Chairman Kopp requested a motion to adjourn the meeting. Motion: District Vice-Chairman Caster MOVED, SECONDED by District Commissioner Pritchett, to adjourn the meeting. Upon vote, the MOTION CARRIED UNANIMOUSLY.
