Meeting Minutes
In Attendance: Scott Steinhilber, Gwen Hill, Michelle Daniels, Randy Reeves, Gail Eddie, Fred Gainey,
Neal Lewis, Elizabeth DeBiasi, and Buddy Brooks
1. Update to Non -County Agency Funding Policy Michelle Daniels
Michelle explained that some changes to the funding policy regarding vendor status have been made and
approved by the county commissioners at their last meeting. Item 3.9 was changed from the initial policy.
A copy of the policy was emailed to all committee members ahead of this meeting. Currently there are
four programs that have been funded for three consecutive years and that will be considered for vendor
status. A meeting with departments is pending to talk about including these programs in their budget for
FY21-22 and what that would look like. The agencies/programs are: Good Shepherd Ministries
Emergency Food Service; Good Shepherd Ministries Emergency Shelter; Kids Making It, Inc. The Teens to
College or Jobs Pipeline; and NourishNC Backpack Program.
Discuss Additional Questions/Answers Gwen Hill
Gwen emailed a copy of the Q&As before the meeting. She said that most of the Q&As received from the
committee were mostly about salary and from Randy. There was discussion that for the next fiscal year
the question about salary that's on the application needs to be revised. A lot of the agencies ask for
funding for salary and the committee needs to know more about how the salary is being used. Gwen
added this to the list of things to talk about for next fiscal year.
Review Bucket Choices Scott Steinhilber
Scott made a list of the bucket choices the agencies chose for their programs in a spreadsheet for
everyone to look at on the screen. A copy was emailed to the committee ahead of the meeting. The
committee made the following changes: #5 Brooklyn Arts Music Academy -Music Is Life!; #24 Greater
Wilmington Youth Initiative, Inc. dba First Tee -Outreach & Program Specialist; and #29 One Love Tennis -
Tennis Instruction & Academic Enrichment to move from Education to Arts & Recreation, #23 Good
Shepherd Center -Emergency Shelter & Permanent Housing Placement to move from Health/Safety to
Housing; and #19 Five 14 Revolution, Inc. -Restoration of Women 2021 to move from Housing to Health &
Safety. The committee members all agreed that they need to define each of the buckets and include the
definitions on the application for next year. Gwen added this to the list for discussion for next year. A
revised copy will be sent out to the committee.
Mid -Year Performance Reports for FY20-21 Agencies Gwen Hill
Gwen emailed a copy to the committee before this meeting. She said the only thing that stood out was
that most of the agencies did not meet their target goals because of COVID-19 but some were able to
change how the program was done for instance meet outside, have smaller groups, etc. A majority of the
agencies did not use county funding as they were targeted to do. They used the COVID-19 funds, Cares
Act funding, etc. as this funding had an expiration date. Most said they would be able to use the county
funding by the end of the fiscal year.
Other Items Gwen Hill
Rubric spreadsheets will be send out to the committee on Monday, March 1. They will be due Friday,
March 12. Gwen will leave a spreadsheet at the Finance front desk for Gail to pick up on Monday. The
next meeting will be Thursday, March 18 at 9:00 a.m. on the Teams App to talk about scoring and possibly
make funding recommendations. In case everything is not complete at this meeting, a meeting will be
set up for the next Thursday, March 25 at 9:00 a.m. Gail asked whether they should take into account
any funding that agencies received for COVID-19. It was decided that a column would be added to the
rubric spreadsheet that shows the COVID-19 funds that each agency received and also a column added
to include the program's budget.
