HomeMy WebLinkAbout2022-04-06 Meeting Minutest_z TV, : C I NEW HANOVER COUNTY Non -County Agency Funding Committee In Person, Harrell Conference Room #601 Wednesday, April 6, 2022, 9:00 am Meeting Minutes In attendance: Committee Members: Fred Gainey, Neal Lewis, Shane Hartley, and Elizabeth DeBiasi. Coun Staff: Gwen Hill, Scott Steinhilber, and Michelle Daniels via phone. Not in attendance: Committee Members: Buddy Brooks, Randy Reeves, and Gail Eddie Agenda Item Presenter 1. Announcement to Public in Attendance Committee Members This was discussed and everyone agreed it was needed to keep the public from speaking during the meeting with suggestions, comments, and questions. Gwen will send out an email to committee asking for suggestions and then will combine them all into one. Once everyone agrees, this announcement will be put on a card and given to a committee member to read at the beginning of future meetings. 2. Continue FY22-23 Funding Recommendations Committee Members After the March 31 meeting Gwen compared what she had noted as far as the committee reducing requested funding on expenses unallowable with the list that Scott noted in Excel. There was a discrepancy for Canines for Service. So, the committee went back over this agency so we would be sure to have it correct. The committee continued (from where they left off on March 31) looking at the remainder of agency applications' requested funding (i.e., rent/utilities, etc.) to determine if the expenses were eligible for funding. It was decided that the Louise Wells Cameron Art Museum's USCT Park project would be capped at $10,000 for FY22-23 and ongoing. This program was awarded $10,000 this current fiscal year. Next the committee looked at the rubric scoring plot chart that Scott did in Excel where three different sections (tiers), according to the committee's scoring, were circled. They assigned several different percentage scenarios to the different sections to see what the outcome would be for recommended funding versus the total available ($950,000). The committee recommended a $40,000 cap after pulling out funding that wasn't eligible, with the first tier being funded at 95%, the second tier funded at 90%, and the third tier funded at 80% and $10,000 for the Louise Wells Cameron Art Museum USCT Park project. The total amount recommended for non -county agency funding for FY22-23 is $937,206. This leaves $12,794 not used. 3. Volunteer(s) to Speak May 16 Gwen Hill Fred Gainey volunteered to give the presentation at the commissioners' meeting on Monday, May 16. Other committee members said they would attend the meeting supporting Fred. The committee decided they would do a Teams meeting to go over the PowerPoint presentation for that presentation. 4. Other Discussions Gwen Hill Attendance, RSVP, Joining by Phone Announcement to Public Discussion Gwen asked the committee to please RSVP to all meeting invites and that it is important to let her know that if a member was not going to be able to attend a meeting after they had already said they would attend to please call or email her as soon as they know because they need a quorum to have the meeting. Even if it's after a meeting was supposed to have started let her know so other members would not be waiting for them to show up. Gwen also reminded the committee that members may join the meeting by telephone. The committee also suggested that once they have received the application books in February and they have had time to look over the applications, that a meeting or two is set up so the committee can go over each application together to talk about any additional questions to ask the agencies, so they have that information before starting funding recommendations. Gwen will schedule a couple of meetings for this.
