REGULAR MEETING AUGUST 16, 2022
ASSEMBLY
The Parks Conservancy Board held its regular meeting on Tuesday, August 16, 2022, 5:30pm at
the Airlie Cottage.
Present: Jessica Gray (presiding), Dave Ellegood, Cheryl Hannah, Spero Pekatos.
Via Teams: Karl Hess, Mark Ihnat.
Absent: Commissioner Jonathan Barfield, Tess Osmer, Tony Pagrabs, Jim Orr.
Staff: Tara Duckworth, Tanya Gurganious, Andy Johnson, and Jodi Rich.
WELCOME AND APPROVAL OF MINUTES
Jessica welcomed everyone in attendance and called the meeting to order. She asked if there
were any changes to the minutes of the June meeting. The following changes were noted:
~Phillip White was present, and Dave Ellegood attended virtually.
~Minutes were approved for the February and April meetings.

~Next meeting taking place on August 16 (not June 21).
There were no further changes, and the following motion was presented:
MOTION: Cheryl Hannah MOVED; SECONDED by Phillip White, that the minutes of the June

21 meeting be approved with changes. Motion carried.
1. Staff Report. Tara Duckworth shared information about the quarter-cent transportation
sales tax which, if passed, 39% would go to fund trails. She asked the group if they were
interested, they could help educate/advocate for it. (Staff can only educate, not advocate.)
2. Board of Support for Transportation Tax. Jessica asked the board if they would like to
support and help educate their friends/family regarding the ¼ cent sales tax. After some
discussion and clarification (the sales tax would be for ¼ of 1 penny), the board agreed to
support the measure. The following motion was presented:
MOTION: Spero Pekatos MOVED, SECONDED by Phillip White that the board support the ¼
cent sales tax. Motion approved.
3. . Spero reviewed the financials as of July 29, 2022. There was $505.55
received in contributions and income. Total Liabilities & Equity was $69,148.31.
4. Staff Report. Tara reported that the funds raised from the last Food Truck Rodeo ($2,000)
will go towards the Art in the Park project. The bid for Hanover Pines came in $1 million
over budget. We anticipate that the County Managers will approve moving funds into that

budget line at the September 19 commissioners meeting. Construction is expected to
begin in October. Grindline is almost finished with the repairs to the Tony Hawk Bowl. It
looks much better. We are rebidding the River Road pier project. The Northern Regional
Park trail construction is underway. Echo Farms pool will be open until Labor Day. The pool
is doing great, with lots of visitors each day. The splashpad will be open through
September. The North and South College Road trails are under design. Lastly, bids have
been received for the Arrowhead pickle ball courts. We anticipate that the courts will be
completed this fall.

5. Food Truck Rodeo. Cheryl Hannah reported that the next Food Truck Rodeo will take place

in Long Leaf Park on Sunday, November 13. There are sixteen vendors currently signed
up. Cheryl will send out a sign-up sheet for board members to volunteer later.
6. Old Business/New Business. Jessica reminded the board that it is time to vote on officers
for the year. She added that it might not be a bad idea to leave the current officers in
place. Current officers are President: Jessica Gray; Vice President: Mark Ihnat; Treasurer:
Spero Pekatos. Those present agreed and the following motion was presented:
MOTION: Spero Pekatos MOVED; SECONDED by Dave Ellegood, that the current officers
stay in place until next year. Motion carried.
Karl Hess has an idea for a potential program. He will have a presentation at the October
meeting.

7. Next Meeting. The next meeting will take place on October 18 at the Wrightsville Beach
Brewery.
ADJOURNMENT
There was no further business and Jessica asked if there was a motion to adjourn.
MOTION: Phillip White MOVED; SECONDED by Cheryl Hannah. Motion carried.
The meeting adjourned at 6:31pm.
