Meeting Minutes
October 27, 2022
I. Call to order
Chairman Bruce Shell called to order the regular meeting of the New Hanover County
Alcoholic Beverage Control Board at 9:00am on October 27, 2022 at the General
Office, 6009 Market Street, Wilmington, NC.
II. Chairman confirms quorum
The following Members of the Board were resent:
Bruce Shell, Chairman
Cedric Dickerson, Vice -Chair
Thomas Wolfe, Member
Angela Barr, Member
William Rivenbark, Member
Others in attendance were:
Charles Hill, General Manager
James Casteen, Assistant General Manager
Kathy Clark, Finance Officer/Board Secretary
Wanda Copley, Legal Counsel
Lieutenant Joe Jewell, NHC Sheriff s Department
Sergeant Myron Irving, Wilmington Police Department
Lee Dowd, General Manager at Sanford ABC Board
III. Conflict of Interest Reminder
Mr. Shell verbally confirmed that the Board members had read the following ethics
reminder:
"In accordance with General Statute 18B-201, it is the duty of every Board member to
avoid both conflicts of interest and appearances of conflicts. Doer any member have
any known conflict of interest or appearance of conflict with respect to any matters
coming before the Board today? If so, please identify the conflict or appearance of
conflict and refrainfrom any undueparticipation in theparticular matter involved. "
Let it be recorded that no conflicts were identified by any Board member regarding this
Board meeting.

IV. Consent Agenda Items of Business
Mr. Shell presented the minutes from the Regular Meeting of September 15, 2022. Mr.
Dickerson made the motion to approve the minutes as written. Mr. Rivenbark seconded
the motion, all approved.

approve the agenda as written. Mr. Rivenbark seconded the motion, all approved.
V. Administrative Reports
ABC Law Enforcement Officers' Unit Monthly — Sergeant Myron Irving,
Wilmington Police Department reported to the Board that 5 officers have received
their ABC training and last week started doing inspections at ABC Permittee locations.
(ALE) Report for September was presented by Lieutenant Joe Jewell, NHC Sheriff's
Department. Please see the attached LE Monthly Reporting Numbers from the North
Carolina ABC Commission website (Attachment "A").
Financial Statements — Mr. Casteen and Ms. Clark presented a copy of the Board
Financial Statements for September, 2022. The Financial Statement showed, the
Actual -to -Actual comparison Gross Sales more than the prior September by $697k
(13.70%), Operating Expenses more than prior September by $40k (7.84%), and
Income from Operations was more than prior September by $119k.
• General Manager Updates:
Wri!htsyille Beach Store Refrigerator — Mr. Hill advised the Board that the
small refrigerator has been installed at the Wrightsville Beach Store. It has been
reported from the staff at that store that customers are purchasing products from
it:
I't Annual Employee Appreciation Da — Mr. Hill reminded the Board that the
first Annual Employee Appreciation Day will be held at the Administration
Building on November 6"' at 1 pm. There will be training provided for the
employees during this day.
Warehouse Racking S stem — Mr. Hill reported to the Board that the racking
system in the warehouse is being utilized greatly with the Christmas Items and
buy -ins that have come in.
VI. Agenda Items of Business
General Insurance Renewal Mr. Hill advised the Board that the Finance
Committee met on Friday, October 21, 2022 with Towne Insurance and Jennifer
Stancil, New Hanover County Risk Management Manager to review and discuss the

renewal of the General Insurance with the effective date of November 1, 2022. The
total renewal rate is $127,778, which an increase of 9.96% over the previous year. Mr.
Wolfe made the motion to approve the renewal of the General Insurance with Towne
Insurance in the arnount of $127,778, Ms. Barr seconded the motion, all approved.
Health Insurance Renewal - Mr. Hill advised the Board that three Insurance Brokers
are providing quotes for the renewal of the health insurance. Mr. Shell and Ms. Barr
and staff have met with the current Broker earlier this week, They will be meeting
with two more of the Brokers Friday, October 28, 2022. Mr. Hill advised this the open
enrolment to begin November 1, 2022, he will be sending an email with the
recommendations from Mr. Shell and Ms. Barr of the selected health insurance policy.
This decision from the email responses from the Board will be ratified at the
November meeting.
Scholarship Program - Mr. Lee Dowd, General Manager of Sanford ABC Board
presented to the Board the Underage Drinking Prevention & Education Award
Scholarship Program that they have used at the Sanford ABC Board since 1973. He
explained how their program works given 12"' grade students the opportunity to
applied for these scholarships.
V11. Adiournment
Mr. Shell advised the Board the next regular Board Meeting will be held on November
17, 2022 at 9:00 am at the General Office, 6009 Market Street, Wilmington, NC.
Mr, Dickerson made the motion to adjourn the meeting; Mr. Rivenbark seconded the
motion, and all approved.
