RESOLUTION
AWARD BID TO POWELL SAFETY SOLUTIONS FOR THE PURCHASE OF
SIX (6) MOBILE EVENT TRAILERS(MERT)
WHEREAS, New Hanover County Emergency Management issued a solicitation to purchase six
(6) Mobile Event Response Trailers (MERT); and
WHEREAS, bids were received from the following three (3) companies; and
• Powell Safety Solutions $113,040
• Technology International $140,700
• Xtreme Marketing $195,000
WHEREAS, Powell Safety Solutions, the lowest responsive, responsible bidder is being
recommended for award of bid; and
WHEREAS,the department has received a grant from NC Division of Emergency Management to
fund the purchase of these six (6) trailers.
NOW, THEREFORE, BE IT RESOLVED by the New Hanover County Board of Commissioners that
the award of bid to Powell Safety Solutions for the purchase six (6) Mobile Event Response
Trailers in the amount of$113,040 is approved.

BA 23-035 accepts a Homeland Security Grant Program(HSGP)grant through the NC Department of Public Safety
in the amount of$11,775. The grant will be used to purchase three transportable radio battery charging stations that
enhance the ability to keep interoperable communications up and running during an emergency event. These grant
funds cannot be used to supplant or replace local or state funds that would otherwise have been available for
homeland security activities. There is no match requirement for this grant.

$17,019 to the Health Department. This budget amendment will allocate$15,000 for the completion of the 2022
Community Health Assessment and$2,019 for the provision of men's STD urine-based testing. Acceptance of the
funds does not require any new positions to be created or matching funds from the county.

Services,Inc.(OATS)in the amount of$20,000. The purpose of the grant is to provide digital skills training to older
adults with a focus on women and people of color from low income communities to help them achieve economic
security. The Senior Resource Center will buy equipment,supplies and materials to facilitate the training. There is
no county match required.
