New Hanover County-City of Wilmington Workforce Housing Advisory Committee
July 7, 2021 Regular Meeting
Committee Members Present: Sharm Brantley, Tom Gale, Eric Knight, Katrina Knight, Katrina Redmon,
David Spetrino, Paul Stavovy, Lori Wainright
Staff Present: Amy Beatty (CoW), Tufanna Bradley (NHC), Rachel LaCoe (NHC), Suzanne Rogers (CoW)
Call to Order
The meeting was called to order at 3:07 pm by Chairperson David Spetrino.
Approve Agenda & Approve Minutes
Mr. Tom Gale made a motion to approve the agenda for the July 7, 2021 meeting and the minutes from
the June 2, 2021 meeting, which was seconded by Ms. Katrina Knight and adopted unanimously.

New Business
Mr. Spetrino welcomed new committee member Eric Knight. Mr. Knight, representing the Cape Fear
REALTORS®, gave a brief introduction.
Discussion Item: Housing Work Plan Next Steps, Ms. Rachel LaCoe
Chairperson Spetrino recognized New Hanover County Senior Planner Ms. Rachel LaCoe for an update
on the Housing Work Plan.
Planner LaCoe provided a brief update of the next steps.
• Phase 1
o Set Goals and Measures
▪ How many units/AMI/locations using bond and/or private funding
o Identify funding options
o Update policies
▪ WHAC bylaws 0-120% AMI
▪ Property conveyance
o Design public awareness campaign
▪ Part of the bond package
o Establish new programs
▪ Other ARP funding
• Phase 2
o Update development regulations
o Partner with CFPUA
o Pursue Funding
o Prepare for expansion of programs
Discussion Item: Update on Potential Housing Bond
Planner LaCoe informed the committee that City and County staff would be meeting to discuss the next
steps in planning the potential housing bond. There was a discussion about the input and role of the
Workforce Housing in the meetings with the elected officials.
The committee also discussed the public awareness campaign and approaches to bond approval.
Announcements
Ms. LaCoe shared information about the upcoming expiring terms in the on the Workforce Housing
Advisory Committee.
