NEW HANOVER COUNTY-CITY OF WILMINGTON WORKFORCE HOUSING ADVISORY COMMITTEE December7, 2022| REGULAR MEETING Committee Members Present: Sharm Brantley,Liz Carbone, Tom Gale, Eric Knight, Katrina Knight, Katrina Redmon,Paul Stavovy, Edwrin Sutton NHC Staff Present:Eliza Baldwin, Tufanna Bradley, Katie Burket, Rachel LaCoe, Theo McClammy, Jennifer Rigby, Rebekah Roth, Sarah Lipkin Sularz City of Wilmington Staff Present:Abie Bonevac,Craig Harris, Chianti Johnson, Suzanne Rogers Call to Order The meeting was called to order at 3:06PMby Chairperson Sharm Brantleyand aquorum was established. Agenda Approval and Minutes Mr.Katrina Knightmade a motion to approve the meeting agenda, seconded by Ms.Katrina nd Redmon and adopted unanimously. Ms. Redmon made a motion to adopttheNovember 2draft minutes, seconded by Mr. Knightand adopted unanimously. Public Comments None Approve Calendar Chairperson Brantley asked for a motion to adopt the 2023 meeting schedule. The schedule was approved unanimously. Strategy Workshop Debrief New Hanover County Chief Strategy Officer, Ms. Jennifer Rigby,presented a summary of the November strategy work session. Chairwoman Brantley and Vice-ChairTomGaleexpressed their priorities: -Reorient and focus onthe purpose of the committee -Definethe roles of Elected Officials, Staff, WHAC Membership, and the Public. -Clarify historical outliers to those parameters. Ms. Liz Carbone and Ms. Knight inquiredabout the appropriatetime to develop messaging/education.Ms. Redmonmad recommendations for ǞŷğƷ Ʒƚ ķƚ ǞźƷŷ ğ ƦǒĬƌźĭ ğǞğƩĻƓĻƭƭ ĭğƒƦğźŭƓ, not actually doing the campaign. Mr. Paul Stavovy notes he doesnotwant to lose sight of the directive torecommend funding and public awarenessto the elected officials.The group continued discussion, and they reached general consensus that whywhat,and the elected of any endeavor. 1 Ms. Rigby spoke as toimportance of data, data-driven decisions. that has already been developed, would not be starting from scratch. These should fall in line with the WHAC Strategic Plan and 2021 WHAC work plan. New Hanover County Senior Planner Rachel LaCoe gave an overview of accomplished tasks from the identified 2021 WHAC work plan. Annual Report New Hanover County PlannerSarahLipkin Sularzpresented housing datametrics updated in 2022asa template of the Annual Reportas anexample of what can be delivered to the Board of Commissioners and City Council in the spring. Next Steps Committeemembers were askedto bring any previous presentations, images or data to include in the annual report/presentation. Identify potentialavenues and efforts to efforts. Education and Awareness Sub CommitteeStaff has met with the NHC communications team,and they areready to start the Workforce Housing Advisory Committeewebpage workin January. This page wouldbe hosted on the County websitewithlinks to presentations and reports completed and adopted by the WHAC. o Attempt to answer the questionexamples of calls to action that the committee can present o New Hanover Countyand City of Wilmington planning departmentshavereceived public comments that could help the committee inform what misconceptions are present around workforce housing and how to base a campaign around that. Announcements Mr. Knight made the group aware of a proposal that will be presented to the city in a few months involving unlimited density Ms. Knight announced that the fire station has been torn downsignaling progress on Adjourn Mr. Suttonmade a motion to adjourn the meeting, seconded by Mr. Knight. The meeting was adjourned at4:56PM. 2
