ASSEMBLY
The Parks Advisory Board held its regular meeting on Wednesday, December 7, 2022, at the Airlie Cottage.
Present: John Hinnant (presiding), Ryan Bisplinghoff, Carol Hunter, Malik Shabazz, Pete Wildeboer
Excused: Gayle Tabor and Lindy Ford
Guests: Sgt. Dean Olinger
Staff: Tara Duckworth, Tanya Gurganious, Andy Johnson, Latashia Smith, and Jodi Rich.
WELCOME AND APPROVAL OF MINUTES
The meeting was called to order by John Hinnant who motioned without objection to excuse the absence of
Gayle Tabor, who was out of town, and Lindy Ford, who had an interview. John also motioned without objection
to approve the minutes of the November 2, 2022 board meeting. With no opposition heard, the motion was
approved.
Voice of the Customer: Sergeant Dean Olinger discussed the Resource Unit which began in July
2021 in New Hanover County Parks and Gardens. The park resource unit consists of six deputies; two are
supervisors. Deputies utilize bike patrol, foot patrol, ATVs, and patrol vehicles in the county parks. They
practice community policing and work proactively with citizens to identify and solve problems throughout the
county parks.
Top of Mind Topics. John Hinnant briefly discussed Enchanted Airlie and how much he enjoyed it.
Director/Staff Q&A. Hanover Pines Park construction started just before the first of November. The parking
lot area was cleared for staging and the construction of the trail is underway. Tara and Andy had their monthly
meeting there with the contractor. The contractor back-
ordered and delays.
Arrowhead pickleball courts are complete. The nets were on backorder at the time of completion so
temporary nets were placed until the permanent ones arrive. Permanent nets are expected soon. Carol
Hunter mentioned that the pickleball community was happy with the courts.
Tara discussed River Road Park pier and how it was damaged in Hurricane Isaias. A preconstruction meeting is
scheduled for later today with Intracoastal who is doing the work. The project is getting 100% FEMA
reimbursement which is the reason for the delay. The FEMA reimbursement process is very slow.
Paving has started on the Northern Regional Park trail. Pavement has gone down on the back part of the trail
near the blue and yellow fields. It will be a 1.7-mile walking trail.
The Garden Service Center renovations at Airlie should begin after the start of the year. The renovations will
make it more modern, with more storage and functionality. The goal is to have the front part of the building
completed before the Azalea Festival Garden Party and wedding season are underway.

The bid that came in for Hoggard tennis court renovations came in higher than expected. Staff will repost the
bid and Andy will make calls to get more people interested in bidding.
NHC received another federal trail grant for the south side of town near Walmart at Monkey Junction. The
area has a lot of pedestrians crossing Carolina Beach Road from Royal Palms and adjacent neighborhoods
which have resulted in several pedestrian deaths. A fence will be constructed in the median to ensure that
pedestrians only cross at the signalized intersections. In addition, another portion of multi-use trail will be
added on the Walmart side of Carolina Beach Road.

requests can be made at this time. Budgets are due mid-January.
John asked about the timeline for Hanover Pines Park construction. Tara anticipates it will take 12 months and
is shooting for October completion. John would like to have the Park Advisory Board meet at the park at least
45 or 60 days before the park is to open. John also suggested as we move into spring to meet at a park to
discuss some of the things going on. In March or April, we will meet at Northern Regional Park.
