Meeting Minutes
January 19, 2023
I. Call to order
Chairman Bruce Shell called to order the regular meeting of the New Hanover County
Alcoholic Beverage Control Board at 9:00am on January 19, 2023 at the General
Office, 6009 Market Street, Wilmington, NC.
II. Chairman confirms quorum
The following Members of the Board were present:
Bruce Shell, Chairman
Cedric Dickerson, Vice -Chair
Thomas Wolfe, Member
Angela Barr, Member

James Casteen, Assistant General Manager

III. Conflict of Interest Reminder
Mr. Shell verbally confirmed that the Board members had read the following ethics
reminder:
"In accordance with General Statute 18B-201, it is the duty of every Board member to
avoid both conflicts of interest and appearances of conflicts. Does any member have
any known conflict of interest or appearance of conflict with respect to any matters
coming before the Board today? If so, please identify the conflict or appearance of
conflict and refrainfrom any undue participation in theparticular molter involved. "
Let it be recorded that no conflicts were identified by any Board member regarding this
Board meeting.
IV. Consent Agenda Items of Business

Mr. Shell presented the minutes from the Regular Meeting of December 13, 2022. Mr.
Wolfe made the motion to approve the minutes as written. Mr. Dickerson seconded the
motion, all approved.
Mr. Shell presented the proposed meeting agenda. Mr. Dickerson made the motion to
approve the agenda as written. Mr. Wolfe seconded the motion, all approved.
V. Administrative Reports
ABC Law Enforcement Officers' Unit Months — (ALE) Report for December
was presented by Lieutenant Joe Jewell, NHC Sheriff's Department. Sergeant Myron
Irving, Wilmington Police Department reported to the Board that more inspections
were being performed. Please see the attached LE Monthly Reporting Numbers from
the North Carolina ABC Commission website (Attachment "A").
Financial Statements — Mr. Casteen and Ms. Clark presented a copy of the Board
Financial Statements for December, 2022. The Financial Statement showed, the
Actual -to -Actual comparison Gross Sales more than the prior December by $797k
(11.86%), Operating Expenses more than prior December by $36k (7.01%), and
Income from Operations was more than prior December by $156k.
Ms. Clark advised the Board that after the email responses from each of them for the
approval to open an account with N.C. Capital Management Trust for investment, that
it was opened on January 11, 2023. The initial investment was in the amount of $3
million. Ms. Clark asked for a ratification of the previous approval of this action. Mr.
Wolfe made a motion to open an investment account with N.C. Capital Management
Trust (NCCMT), with the Finance Officer, General Manager and Assistant Manager
having the authority to move monies between the operating account and the
investment account, with NCCMT at their discretion. Mr. Dickerson seconded the
motion, all approved.
_Community Outreach Mid -Year Follow-up Update — Ms. Clark reported to the
Board that the nine recipients of the Community Outreach awarded Grants for FY
22/23 had completed their mid -year follow-ups. She was happy to report that all nine
of the Grantees are on target to reach their goals. The Community Outreach Evaluation
Team reviewed the follow-ups and agreed that the remaining funds of $310,000 be
released to all recipients.
• General Manaller Updates:
Annual Update to County Commissioners Presentation Mr. Hill advised the
Board that the on February 20, 2023 at 9:00am the annual update will be
presented to the County Commissioners.
N.C. Association of ABC General Managers Meeting — Mr. Hill advised the
Board that Mr. Dickerson and Ms. Clark will benaking a presentation, on the
Community Outreach Program, at the N.C. Association of ABC General
Managers meeting in March, 2023.
Shelfing Resets — Mr, Hill advised that three stores shelfing will be reset over
the next few months. Republic National Distributing Company (RNDC) will
provide a layout of the new reset, at no cost to the Board, for Store 4 102
(Carolina Beach Rd, Store # 108 (5410 Market Street) and Store # 109 (Castle
Hayne).
Wilmington Police Department Presentation — Mr. Hill presented a video
appreciation to the Board from the Wilmington Police Department, for the
$40,000 grant that they received in July, 2022.
VI, Agenda Items of Business
• Budget Amendment FY 2022/2023 #002 — Ms. Clark presented Budget Amendment
#002 (attachment "B") for FY 2022/2023 to increase Repairs & Maintenance
Expenses by $4,253. This expense was for repairs to the retention pond area at 6009
Market Street. Mr. Wolfe made the motion to approve the Budget Amendment 4002
for FY 2022/2023 in the total amount of $4,253. Mr. Rivenbark seconded the motion,
all approved.
VII. Adjournment
Mr. Shell advised the Board the next regular Board Meeting will be held on February 16,
2023 at 9:00 am at the General Office, 6009 Market Street, Wilmington, NC.
Mr. Wolfe made the motion to adjourn the meeting; Mr. Rivenbark seconded the motion,
and all approved.
