'. ,.' ,J'J. ~~ RESOLUTION OF THE NEW HANOVER COUNTY BOARD OF COMMISSIONERS WHEREAS, the New Hanover County Board of Commissioners is gravely concerned that the Pender County Board of Commissioners may vote to site a hazardous waste incinerator in Pender County, and WHEREAS, the siting of such a hazardous waste incinerator would be adjacent to New Hanover County, and WHEREAS, the siting of a hazardous waste incinerator may present a health hazard to the citizens of New Hanover County, and WHEREAS, the siting of a hazardous waste incinerator would threaten the quality of life of the citizens of New Hanover County, and WHEREAS, the siting of a hazardous waste incinerator would be in close proximity to a high water table and would endanger the wetlands and shellfish waters in New Hanover County, and WHEREAS, the siting of a hazardous waste incinerator would also be in close proximity to the acquifer that supplies well water to thousands of New Hanover County residents, and WHEREAS, the siting of a hazardous waste incinerator is in close proximity to historic sites, such as Moore's Creek Battleground, and WHEREAS, the siting of a hazardous waste incinerator may harm crops and livestock in New Hanover County, and ~, r' k/ ~ " WHEREAS, the citizens of New Hanover County woul.d be exposed to extreme danger in the event of an accident occurring' at the hazardous waste site, and WHEREAS, hazardous waste incinerators have been proven to have a negative impact on economic development, and WHEREAS, the Hazardous Waste Management Commission has found this geographic area to be unsuitable for a hazardous waste incinerator because of the existence of wetlands in our area; NOW, THEREFORE BE IT RESOLVED that the New Hanover County Board of Commissioners pledges to take every possible action within its power to prevent the siting of a hazardous waste incinerator within the vicinity of New Hanover County. RESOLVED this /~~ day of ~ / NEW HANOVER COUNTY 1991. ~J.:4L Fred Retch1n, Cha1rman Board of Commissioners ~\(-/ /~ rk to the Board 2 g.{fw J-{anover County :Board of Com!flissioners 2\gso[ution WHEREAS, New Hanover County is appreciative of the budget and financial constraints of the state of North Carolina; and WHEREAS, New Hanover County is dependent upon state reimbursements and that said reimbursements offer no opportunities for growth; and WHEREAS, House Bill 83 allows local government the option to enact a 1/2 cent local Sales Tax and eliminates the reimbursements to local government and also allows the State to enact a 1/2 cent State Sales Tax; and WHEREAS, the reimbursement issue will be "put to rest" with passage of House Bill 83, New Hanover County Board of Commissioners NOW, THEREFORE, resolve their support for House Bill 83 and urges our Senator, Franklin Block, to support House Bill 83 and to urge the entire North Carolina State Senate to act accordingly.
