2006-05-01 Water & Sewer NEW HANOVER COUNTY WATER AND SEWER DISTRICT REGULAR MEETING, MAY 1,2006 BOOK 3 PAGE 168 ASSEMBLY The District Board of Commissioners of the New Hanover County Water and Sewer District met in Regular Session on Monday, May 1, 2006, at 8:49 p.m. in the Assembly Room of the New Hanover County Courthouse, 24 North Third Street, Wilmington, North Carolina. Members present were: District Chairman William A. Kopp, Jr.; District Vice-Chairman William A. Caster; District Commissioner Ted Davis, Jr.; District Commissioner Nancy H. Pritchett; County Manager Bruce T. Shell; County Attorney Wanda M. Copley and Clerk to the District Board Sheila L. Schult. District Commissioner Robert G. Greer was absent due to illness. NON-AGENDA ITEMS District Chairman Kopp announced that time had been reserved for anyone from the public to present an item that was not listed on the Regular Agenda. He requested all persons to limit their remarks to three minutes. No items were presented. APPROVAL OF MINUTES District Chairman Kopp called for a motion to approve the minutes of the Water and Sewer District meeting held on April 18, 2006, as presented by the Clerk to the District Board. Motion: District Vice-Chairman Caster MOVED, SECONDED by District Commissioner Pritchett, to approve the minutes of the Water and Sewer District meeting held on April 18, 2006, as presented by the Clerk to the District Board. Upon vote, the MOTION CARRIED UNANIMOUSLY. UPDATE ON THE NORTHEAST INTERCEPTOR District Chairman Kopp requested Assistant County Manager Dave Weaver to give an update on the Northeast Interceptor. Assistant County Manager Weaver reported that the Northeast Interceptor is a pipe that carries about 4 million gallons per day and serves more than 20,000 customers. The City operates and maintains the pipe under contract with the County and the Town of Wrightsville Beach. There have been several major spills within the last twelve months and the State has issued a moratorium on the discharge of additional wastewater through the issuance of permits for extension of sewer lines effective May 27, 2006. The City is in the process of setting up a contract for replacing approximately 2)00 linear feet of pipe in the Shipyard Boulevard area. The project is estimated to be completed by the end of 2006 at a cost of several millions of dollars. At that time the State moratorium will be lifted. The City has also entered into a contract with a firm to analyze the entire Northeast Interceptor system. The study includes looking at the capacity of the system, testing the physical integrity of the line, assessing the flow and the projection of the flow along with operation and maintenance practices. The study is scheduled to be completed by September 2006. The County is continuing to educate the public and the Water and Sewer District is conducting camera and smoke inspections. No major problems have been detected. Assistant County Manager Weaver clarified that individuals planning to build on a lot located in a recorded subdivision with sewer lines along the street will be able to get a building permit. The moratorium will only affect those requesting permits that need to expand or extend sewer lines to connect to the Northeast Interceptor. NEW HANOVER COUNTY WATER AND SEWER DISTRICT REGULAR MEETING, MAY 1,2006 BOOK 3 PAGE 169 UPDATE ON WATER AND SEWER CONSOLIDATION PROCESS District Chairman Kopp requested County Manager Bruce Shell to give an update on the Water and Sewer District consolidation. County Manager Bruce Shell reported that he has been in meetings with City Manager Sterling Cheatham to discuss moving forward with hiring a project manager to help direct the consolidation process and begin the selection process for a firm to perform a rate feasibility study of the New Hanover County Water and Sewer District and the City of Wilmington. Recommendation for the award of bids will be brought before the Board and the City Council. ADJOURNMENT Hearing no further business, District Chairman Kopp requested a motion to adjourn the meeting. Motion: District Vice-Chairman Caster MOVED, SECONDED by District Chairman Kopp, to adjourn the meeting. Upon vote, the MOTION CARRIED UNANIMOUSLY.
