Meeting Minutes
February 16, 2023
I. Call to order
Chairman Bruce Shell called to order the regular meeting of the New Hanover County
Alcoholic Beverage Control Board at 9:00am on February 16, 2023 at the General
Office, 6009 Market Street, Wilmington, NC.
II. Chairman confirms quorurn
The following Members of the Board were present:
Bruce Shell, Chairman
Cedric Dickerson, Vice -Chair
Thomas Wolfe, Member
Angela Barr, Member
William Rivenbark, Member
Others in attendance were:
Charles Hill, General Manager
James Casteen, Assistant General Manager
Kathy Clark, Finance Officer/Board Secretary
Kemp Burpeau, Legal Counsel
III. Conflict of Interest Reminder
Mr. Shell verbally confirmed that the Board members had read the following ethics
reminder:
"In accordance with General Statute 18B-201, it is the ditty of every Board member to
avoid both conflicts of interest and appearances of conflicts. Does any member have
any known conflict of interest or appearance of conflict with respect to any matters
coming before the Board today? If so, please identify the conflict or appearance of
conflict and refrainfrom any undare participation in the particular matter involved. "
Let it be recorded that no conflicts were identified by any Board member regarding this
Board meeting.
IV. Consent A ends Items of Business
Mr. Shell presented the minutes from the Regular Meeting of January 19, 2023. Mr. Wolfe
made the motion to approve the minutes as written. Mr. Dickerson seconded the motion, all
approved.

Mr, Shell presented the proposed meeting agenda, Mr. Wolfe made the motion to approve
the agenda as written. Ms. Barr seconded the motion, all approved.
V. Administrative Reports
• ABC Law Enforcement Officers' Unit Monthly — (ALE) Report for January was
presented by Mr. Hill. Please see the attached LE Monthly Reporting Numbers from the
North Carolina A13C Commission website (Attachment "A").
Financial Statements — Mr. Casteen and Ms. Clark presented a copy of the Board
Financial Statements for January, 2023. The Financial Statement showed, the
Actual -to -Actual comparison Gross Sales more than the prior January by $609k
(15.99%), Operating Expenses more than prior January by $64k (11.98%), and Income
from Operations was more than prior January by $107k.
Ms. Clark advised the Board that six individuals, staff and Board Members are planning
to attend the NABCA conference in May, 2023 in Kissimmee, FL, The lodging rate for
the conference is $225.00 per night, plus taxes, which exceeds the per them of $93.20,
according to the Boards Travel Policy. Mr. Wolfe made a motion to approve the payment
of.'$225.00 per night, plus taxes for the lodging for the NABCA Conference in May,
2023. Mr. Rivenbark seconded the motion, all approved.
Mr. [fill advised from the Board that several of the individuals planning to attend the
NABCA Conference, have acquired low rates for flights, arriving on Friday, May 19',
2023, instead of May 20"' or 21", with returning flights on May 26't'. He requested with
the cost savings of the early flights that the Board pay for six nights of lodging and the
individuals pay for the seventh night of lodging and their food for May 19t" & 20"'. Mr.
Dickerson made a motion for the Board to pay for six nights of lodging for individuals
flying in on May 19, 2023, and the individual will pay for the seventh night of lodging
and their food on May 19"' and 20"'. Mr. Wolfe seconded the motion, all approved.

ABC Board Six Month Review Presentation — Mr, Hill presented the ABC Board
six month review.

Mr. Shell advised the Board the next regular Board Meeting will be held on March 16, 2023
at 9:00 am at the General Office, 6009 Market Street, Wilmington, NC.
Mr. Wolfe made the motion to adjourn the meeting; Mr. Rivenbark seconded the motion,
and all approved.
