February 15, 2023
New Hanover County’s Technical Review Committee (TRC) will meet Wednesday, February 15, 2023
at 2:00 p.m. to discuss the below items.

Item 1: Dolan Drive ILM Parking Lot – Major Site Plan – SITECN-23-000002
Request by Granseur Dick of New Hanover County Airport Authority for a new parking lot at ILM
International Airport. The new parking lot is approximately 1.89 acres and is zoned Airport Commerce.
The engineer is David Stevick with Carolina Engineers, PA (dstevick@carolinaengineers.com). The
planner assigned is Zach Dickerson (zdickerson@nhcgov.com, 910-798-7450)

The following comments have been received for the February 15th, 2022 TRC meeting. Additional
comments may be made upon further review of subsequent revisions.
Please note: following the TRC meeting, a revised preliminary plan addressing each of the below items
must be resubmitted prior to receiving plan approval.
Planning, Zach Dickerson 910-798-7450
1. Zoning: AC, Airport Commerce
a. Use: Parking for ILM Airport
2. General Comments:
a. Please show all proposed locations of signs.
b. Please label all rights-of-way, including the name of the road where applicable.
c. INV-00094648 is available to be paid for this review. Please pay online at
www.nhcgov.com/coast or by calling 910-798-7308.
3. Landscaping (on next page):

a. Please note that per table 5.4.5.C, no parking space shall be located more than 120 feet
from a landscaped island. It appears that some of the middle parking spaces, noted in the
image below, do not meet this requirement.
4. Lighting:
a. Please indicate any lighting proposed for the site.
b. Please note that with the latest update to the UDO, a lighting plan is not required at time
of TRC Approval. See below excerpt from Section 5.5.3:
i. Information about the exterior lighting for the site that demonstrates compliance
with the standards in this section shall be submitted in conjunction with an
application for site plan approval (Section 10.3.6, Site Plan) or zoning compliance
approval (Section 10.3.8, Zoning Compliance Approval), whichever comes first,
approved no later than at time of construction plan approval.
c. The lighting plan should illustrate that street lighting, all exterior lighting, and indoor
lighting visible from outside shall be designed and located so that the maximum
illumination measured in foot candles at ground level at a residential lot line meet the UDO
Section 5.5. Please refer to Table 5.5.4.B of the UDO for additional standards.
5. Are any traffic calming devices proposed for the parking lot expansion (speed bumps/speed
tables)? Note, these are not required, but if they are planned to be installed, please note on the
site plan.

1. With all the growing number of parking lots, I recommend ILM label all parking Lots with
appropriate signage. Ie: Employee Parking, Rental Car Parking, Cell Phone Lot, Short Term & Long
Term Parking, etc. Keep it visible to all that use it. This will make first responders easier to locate
and the folks using it to better identify where they are at.

1. It appears the drainage for this project is directed to the extended dry detention basin permitted
with the State stormwater permit SW8 050547. Please check with the State for permit
modifications requirements.

2. Please submit to NHC Engineering a stormwater permit revision to ATC# 222 as the design is
completed. The county’s permit requires all storm sewer conveyance measures (pipes, swales,
culverts, etc) be designed to the 25 year event.
3. Please submit to NC DEQ for erosion and sediment control permitting.
