Marsh Landing Place: Phase 2 Site Plan History
Marsh Landing received a second preliminary site plan extension for one year by the
TRC in June, 2009 for 28 lots. Based on the State’s Permit Extension Act and County
Subdivision Ordinance requirements, the plan expired December 31, 2013. Since 2009,
no final plats for the project have been submitted for review and approval by the County.
Preliminary site plan re-approvals are valid for a period of two years. A letter from the
applicant is attached.

Extension) – Request by Dominion Land Corporation to
consider a preliminary site plan extension (one year) for 354
residential lots located near the 4500 block of North College
Road, west side.
Parsons Mill Farm Site Plan History
In November, 2008, the TRC extended the preliminary site plan for Parsons Mill for
one year for 354 units. Preliminary plan validity was extended through the State’s
Permit Extension Act until December 31, 2013. The applicant is requesting a second,
one year preliminary extension for the same number of lots. Since 2008, no formal
final plat submission for all or a portion of the project has been submitted for review.
A project history detailing permit approvals from the applicant is attached.

Re: Marsh Landing Place – Phase 2 (Performance Plan ‐ One Year Extension)
Dear Mr. Thomas,
In regular session on January 27, 2016, the County’s Technical Review Committee (TRC)
approved your request to extend the preliminary validity period of Marsh Landing Place – 2 (29 lots) for
one year ending January 27, 2017. The vote by the TRC was 5‐0 and carries the same conditions from the
February 19, 2014 re‐approval. These conditions include:
1) Any remaining stabilization work that needs to be completed on Southern Farm Road, Trace and
Vale Drives be inspected and released by County Engineering.
2) Label the conservation easement and conservation resource as shown on the original
preliminary approved plan.
3) Lots 48‐50 will require a 20’ paved driveway. No on‐street parking will be permitted.
4) Provide appropriate sidewalk along Quinn Drive connecting Phase 1 of the Marsh Landing
project.
5) Road construction improvements be made connecting the existing paved portion of Vale Drive
with Bayfield Drive (Marsh Oaks) prior to final plat approval.
Attending the meeting were TRC Chairman Jordy Rawl (Planning Board), voting members Sam
Burgess (Planning staff),Tom Sosebee (County Fire), Bill McDow (WMPO), and David Candela (County
Engineering. Also attending were Cindee Wolf (site plan designer for the project), Wallace Gray (AT&T),
Sharon Huffman (County Legal), Kent Harrell (CFPUA), Ben Andrea, Brad Schuler, John Townsend, and
Linda Painter (Planning staff), Ray Griswold (County Fire), and you.
