Purpose: The Committee shall be organized for the purpose of developing a comprehensive workforce housing study, workforce housing
opinion study and public awareness campaign, support for increasing equitable access and the supply of workforce housing thatis
affordable; informing the Appointing Authorities and other organizations of their findings; and making recommendations, in an advisory

Call to Order
The meeting was called to order at 3:04PM by Chairperson Sharm Brantley and aquorum was
established.
Agenda Approval and Minutes
Ms. Krysti Keser made a motion to approve the meeting agenda, seconded by Ms. Katrina
st
Redmon and adopted unanimously. Ms. Liz Carbone made a motion to adopt the February 1
draft minutes, seconded by Ms. Keser and adopted unanimously.
Public Comments
None. Introduction of newly appointed city representingcommittee member; Michelle Jarman.
Old Business
Annual Report: Final Comment Stage
New Hanover County staff presented the current draft of the annual report to the Committee for
additional comments and edits. Changes would be incorporated into the draft for committee
review prior to finalization and distribution of the report.
New Business
Introduction of newly appointed city representing committee member; Ms. Michelle Jarman.
Annual Report: Presentation Discussion
The committee will present the same 10-minutepresentation to both City and County. Comments
regarding the Committee recommendations included:
Creation of a Dedicated LIHTC Fund
Emphasize that this funding source would be made available to sites in either the city or county.
Note that the presenter may need to be able to answer questions about the source or impact of
timing of these funds.
Suggested opening this fund as a dedicated housing fund and not limiting to just LIHTC.
Emphasis on supporting the financial“gap” when it comes to the close margins of
affordable or workforce housing.
Policy Changes
Ensure “Programs, Laws,Policy,and Regulations” key terms are all included.
Maximize/Incentivize the Production and Preservation of a Diversity of Housing Options
Rephrase this recommendation to clearly read as such, rather than an informative
paragraph.
Clarify “theask,” and highlight that difference from the other recommendations.
This section should be more about policy change and less about financial incentives.
Include examples such aswater/sewer, business parks, etc., to be added by committee.
Replacement of American Rescue Plan Act Funds
Add examples,ARPA, CARES, Disaster Relief Funds.
Addtwo columns in table“households served”and “units created.” Add total costs to the
chart in a final column. Specify what NOAH units are, as affordable rental rehabilitation.
Add text demonstrating the examples are just a snapshot of a whole. Address cost of living
crisis. Add the expiration date of these programs.
Question that may come up is how many of the recipients of this money and these
programs were directly affected by COVID or crisis situations. Why we are asking for funds
“post crisis.”

In order to make this recommendation more specific, itneedstobeprioritized.
Committee to provide examples ofother communities that have committed this type of
continued funding as examples.
Eviction prevention number should be almost doubled-NC Housing Coalition has accurate
eviction data.
Would it benefit the presentation to state how many applicationsreceived in 2022were
notservedby theprograms, but were eligible?Issues with that: ifapplicants were not
eligible or unqualified and the data to differentiate between those two possibilities does
not exist.
Expand Financial Counseling Programs
Change the wording to include all Housing Authority programs.
Tie in the County’s HHS health assessment strategy.
Change title to, “Expand Housing Counseling and Financial Literacy Programs.”
Staff will continue to refine and practice presentation. Staff will work with the chair to finalize
and rehearse the presentations.

Staff Updates
Members of City Staff presented updates:
There will be a Public Hearing at the March 7th City Council meeting for the City's HOME ARPA
Allocation Plan. This plan includes $2.5 million for supportive housing projects. More information
is available on the City's website.
City Planning staff is continuing to refine their ADU standards.
City housing staff has openedthe new HOP programs. More information is available on their
website.
County staff presented several updates:
Updating the Requestfor Proposal process for the summer. Proposing to invite two to three
committee members to participate in the cross-functional staff review rather than a separate
subcommittee.
The Community Health Assessment was released with Housing named as a top priority. Planning
staff will be working with Health Department staff on the implementation of their improvement
plan.
Strategy department is working on the update to the county's strategic plan. A community survey
was launched to inform the new strategic plan and will be open through March 6th.
Announcements
A housing public forum will take place on Saturday, March 4th. Liz Carbone, along with Commissioner Rob
Zapple, will be on the panel.
The Cape Fear Housing Coalition is hosting their annual Housing Breakfast on Thursday, March 23rd at 8
AM. Samuel Gunter, executive director of the North Carolina Housing Coalition will provide state housing
updates with a keynote presentation by Shane Phillips, author of "The Affordable City". A roundtable
discussion with the author will take place after the event. Ms. Carbone will provide the committee with
more details.

Mr. Tom Galemade a motion to adjourn the meeting, seconded by Mr. Paul Stavovy. The
meeting was adjourned at4:39PM.
