opinion study and public awareness campaign, support for increasing equitable access and the supply of workforce housing thatis

Call to Order
The meetingwas called to order at 3:23by ChairpersonSharm Brantleyand aquorum was
established.
Agenda Approval and Minutes
Ms. Katrina Redmonmade a motion to approve themeetingagenda, seconded byMs. Krysti
Keserand adopted unanimously.
Ms.Liz Carbonemade a motion toadopttheMarchminutes, seconded byMr. Eric Knightand

Report to theNew Hanover County Commissionerson MondayApril 17at 9am and tothe

WilmingtonCityCouncilonTuesdayApril 18at 6:30pm. The committeeworking onfinalized
theAnnual Report and thepresentations. Staff provided an overview of the draft presentation
slides and ChairpersonBrantley’sspeakingnotes.
The group will confirm byemail which membersof thecommittee will be presentat each
meeting.
New Business
Draft Workforce HousingServices Program Criteria and Priorities for Year Two RFP
New Hanover CountyHousing Program ManagerTheo McClammygave a briefupdateabout
theyear twoHousing Services Programrequest for proposal.Mr. McClammy requestedthe
committee’s input on changingor keepingthe goals andpriorities from year one.County staff
will be working onrefining itoverthe nextfew months for release in July.

The committee wants to be sure that the RFPpriorities are specific enough that projects meet
the mission, but not too specificthat good projects get denied. The committee concurredwith
moving forward with the same goals and prioritiesas last year’s RFP. The committee discussed
issues in last year’sapplications. Reasonsprevious applications were not recommended
include:
Project proposal included higher AMI limits,
Projects did not have site approval,
Sites already had county investment,
Scale of proposal / Investment per unit,
Staff Updates
City of Wilmington Community Development and Housing Planner Suzanne Rogers announced
that the public comment period is open for theCity’sAnnual Action Plan for CDBG and HOME
funds, open through May 16, 2023. There will beapublic hearingat theCityCouncil meeting
on May2.
Announcements

There wasa CommunityHealthImprovementPlan(CHIP) meetingonApril 11that several
WHAC membersand staff attended. Housing isa toppriorityin the county’s Community Health
Assessment (CHA). Furtherwork willbe done to define thegoals ofcombined work between
housing and public healthefforts. There may be an opportunity totie CHIP’spublic health
education focus intothepublic education campaign that WHAC will be developing in the
coming months.
