Item 1: 1740 Airport Blvd - ILM Parking Lot - SITECN-23-000027
Request by Granseur Dick with the New Hanover County Airport Authority (gdick@flyilm.com) for a new
parking lot at ILM International Airport. The site area of the parking lot is approximately 4.6 acres and is
zoned AC (Airport Commercial). The engineer is Marty Wynn, PE with AVCON, Inc.
(mwynn@avconinc.com). The case planner is Wendell Biddle (wbiddle@nhcgov.com, 910-798-7068)
Item 2: 6107 Castle Hayne Road - New Office and Storage - SITECN-23-000028
Request by Olman Giron with Giron Construction E. LLC (olmangiron762@gmail.com) for a new building
for office and storage space. The site is 1.15 acres and is zoned B-2. The engineer is Weston Lyall, PE

1. Zoning district: AC, Airport Commerce
a. Use: Parking for ILM Airport
b. Are any traffic calming devices proposed for the parking lot expansion (speed
bumps/speed tables)? Note, these are not required, but if they are planned to be
installed, please note on the site plan.
2. General Comments:
a. Please note that the proposed signs are subject to Section 5.6 of the UDO.
b. INV-00102363 is available to be paid for this review. Please pay online at
www.nhcgov.com/coast or by calling 910-798-7308.
3. Lighting:
a. Lighting plan looks good.
4. Landscaping:
a. Landscaping plan looks good.
Fire Services, Ray Griswold 910-508-0234
1. A fire hydrant needs to be added inside the fenced in area on one of the grass islands. With this
many cars and the evolution of EV Vehicles, there are no fire hydrants within easy reach for
firefighting purposes.
2. Any gates will have to have KNOX Override Key Function. This would include any Knife Blade Tire
Stops at the gates to lower so Emergency Vehicles can safely get in and out of the parking areas.
I am requiring them on the outer In & Out going gates. 2 required. Gate Permits required
showing design format.
3. Signage showing both the public and Emergency Services which Parking Lot name this is. Signage
shall be large enough to be seen from Airport Blvd.
NHC Engineering, Galen Jamison 910-798-7072
1. If funding for this project comes from the Airport, an erosion control permit issued by NC DEQ will
be required. Should the funding be private, then erosion control permitting will be issued by New
Hanover County (NHC) Engineering. Please submit for permit as the design is completed.
2. Please contact the State for the stormwater permit modification requirements.
3. Since the drainage is covered in the State stormwater, the pre-post storm attenuation
requirements of NHC will not be required. However, all stormwater conveyance (inlets, pipes,
culverts, ditches, etc) measures are subject to the NHC stormwater ordinance. Please submit the
NHC Engineering for a stormwater permit for storm conveyance measures as the design is
completed.

1. There are no CFPUA comments.
NCDOT, Nick Drees 910-398-9100
1. These are preliminary comments and are based on the plans as submitted for the proposed site.
They are subject to further review upon receipt of any additional information. Subsequently,
additional comments and/or requirements may be necessary for this site.
2. No NCDOT permit is required as the proposed site doesn’t connect to or directly impact any state
roads.
Environmental Health, Dustin Fenske 910-798-6732
1. Environmental Health has no records of drinking water wells on this parcel. However, there are
records of a UST release from NCDENR. This may have prompted monitoring wells on this parcel.
If monitoring wells are present then NCDENR UST section should be notified to see if these wells
are necessary and be properly abandoned or protected.
2. Environmental Health has no records of any septic systems on this property or surrounding areas
adjacent to this project.

2. General Comments:
a. Please remove topography lines from main site plan.
b. Please delineate the different lines on site plan with a key denoting which line represents
easement.
c. Please indicate the proposed height of the building.
d. Please re-evaluate the gross leasable area indicated on site plan. Site plan details a 5500
sq ft gross leasable area with a 1000 sq ft office and a 4400 sq ft warehouse.
e. Please show the location of all signs and note any proposed sign is subject to Section 5.6
of the UDO.
f. Please indicate on the site plan where the dumpster will be located.
g. Please note that dumpsters are subject to screening requirements per UDO Section
5.4.B.1.
h. Include location and size of stormwater management system as required by New Hanover
County Engineering.
3. Parking
a. Please indicate on site plan how the loading area is accessed.
b. Please show the location of bay doors for the loading area.

4. Access:
a. Please provide all NCDOT approvals upon receipt. Please be aware that no building permit
will be issued until NCDOT has issued the Driveway Permit.
5. Tree Retention:
a. It appears there are some trees on the site- will these be removed for this build-out?
b. If so, a Tree Removal Permit will be required.
c. Please refer to section 5.3 of the UDO for tree removal standards.
6. Landscaping and Buffering:
a. Please submit a landscape plan in accordance with UDO section 5.4, to include the
following notes below.
b. Please show the transitional buffer between the B-2 Zone and the R-15 Zone on site plan.
c. Please explain street yard calculations. Staff calculations show 143’ of street frontage
(with the exclusion of the driveway). UDO section 5.4.6.B indicates 25 sq ft of street yard
is required for every linear foot of street yard frontage. Staff’s calculations show that
3,575 sq ft of street yard is required.
d. Please note that parking landscaping must be at least 304 sq ft per UDO Section 5.4.5.
Landscaped areas in the interior of parking lots shall be equal to eight percent of the total
area to be used for parking.
e. Landscape plan illustrates landscaping in site triangle. Please note that UDO section
5.4.2.E states that unobstructed invisibility shall be maintained at all driveways and
roadway intersections at elevations between 3 and 7 feet of the pavement level within
the driveway or roadway site triangle or any area required by NCDOT.
f. Please note that foundation plantings are required equal to 12% of the area of the first
floor building face adjacent to the parking area or internal drive.
g. On the landscaping plan, please indicate the species and caliper of trees to be planted.
7. Exterior Lighting:
a. If the site will be lit, please provide a lighting plan- approval of the lighting plan is required
before site plan approval (Section 10.3.6, Site Plan) or zoning compliance approval
(Section 10.3.8, Zoning Compliance Approval), whichever comes first. A lighting plan must
be provided to illustrate that street lighting, all exterior lighting, and indoor lighting visible
from outside shall be designed and located so that the maximum illumination measured

in foot candles at ground level at a lot line, UDO Section 5.5. Please refer to Table 5.5.4.B
of the UDO.
b. Before the building permit can be issued, documentation must be provided to illustrate
that illumination plan.
NHC Fire, Ray Griswold 910-798-7448
1. 1. A fire hydrant is required within 400 feet of the Building. If the building is sprinklered, a fire
hydrant shall be placed within 100 feet of the FDC
2. 2. No High Piled Storage allowed unless Proper Fire Protection and Permitting is applied for.

NHC Engineering (Stormwater), Galen Jamison 910-798-7072
1. It appears the total disturbed area for construction is less than 1 acre, therefore, a land disturbing
permit issued by the County is not required. Should the total disturbed area exceed 1 acre, a land
disturbing permit will be required.
2. The pavement impervious area proposed should extend to the edge of the existing pavement in
the ROW and gravel surfaces subject to vehicular loading are considered impervious.
3. Based on comment #2, it appears roughly 16,000 square feet of impervious is proposed. Therefore
a County stormwater permit is required. Please submit for County stormwater permit as the
design is completed.
4. Please contact the State Department of Environmental Quality (DEQ) for their stormwater permit
requirements.

1. Site must connect to public water and sewer or individual septic and well permits must be applied.
Environmental Health has no records of well or septic systems at 6107 Castle Hayne Rd. Records
do exist for 6010 Castle Hayne Rd. for both a well and septic system. Proposed infrastructure at
6107 Castle Hayne Rd. must maintain setbacks to neighboring properties well and septic system.

Policy on Street and Driveway Access to North Carolina Highways to include access locations
within 500’ of the proposed access on both sides of the State Road. Submit to the local NCDOT
District Engineer’s Office.

3. A NCDOT Encroachment Agreement is required for any utility connections or installations within
NCDOT right-of-way.
4. Label the internal protection stem length for the proposed driveway connections (50’ minimum
if approved by the District Engineer).
5. No obstructions shall be placed within the NCDOT sight triangles.
6. No gates allowed within 100’ from the r/w line.

b. If cover allows the pipe should be upgraded to an 18” RCP with parallel pipe end
sections (NCDOT Standard 310.02).
c. The pipe should extend 6’ beyond the edge of the paved driveway to allow for an earth
shoulder.
d. Drainage ditch should be cleaned to provide positive flow.

a. The parking lot should be pushed further into the site to allow for stem protection.
