Request by Robert High with Pinnacle Storage at Monkey Junction, LLC for a new self-storage facility.

2. Use:
a. Mini-warehouse / self-storage.
b. Refer to Section 4.3.4.C for additional use standards.
3. General Comments:
a. Invoice INV-00098721 for $75.00 is available to be paid online at www.nhcgov.com/coast
or by calling 910-798-7308.
b. Note the location of all signs. Any proposed sign is subject to Section 5.6. of the UDO.
c. Clearly label all loading spaces, dumpsters, outdoor storage areas, and ground level
mechanical equipment.
d. Please be aware that no building permit will be issued until NCDOT has issued the Driveway
Permit approval.
4. The additional standards found in Section 4.3.4.C specify façade standards for mini-storage
facilities along Carolina Beach Road. An architectural elevation showing compliance with the
façade standards will be required.

5. Landscaping:
a. The proposed landscaping meets the standards of the county’s UDO.
b. Please provide a typical for dumpster screening.
6. Tree Retention:
a. A separate tree removal permit will need to be submitted.
7. Parking/Loading:
a. Mini-Storage requires 0.5 parking spaces per 1,000 sq feet of storage area. If a parking ratio
below the ordinance requirement is proposed, a parking study will need to be submitted
showing the justification for the reduced parking.
8. Lighting:
a. Please note that with the latest update to the UDO, a lighting plan is not required at time
of TRC Approval. See below excerpt from Section 5.5.3:
i. Information about the exterior lighting for the site that demonstrates compliance
with the standards in this section shall be submitted in conjunction with an
application for site plan approval (Section 10.3.6, Site Plan) or zoning compliance
approval (Section 10.3.8, Zoning Compliance Approval), whichever comes first,
approved no later than at time of construction plan approval.
b. The lighting plan should illustrate that street lighting, all exterior lighting, and indoor
lighting visible from outside shall be designed and located so that the maximum
illumination measured in foot candles at ground level at a residential lot line meet the UDO
Section 5.5. Please refer to Table 5.5.4.B of the UDO for additional standards.

1. All structures larger than 7,500 square feet must comply with Section 510 of the NC Fire
Code. An ERRC survey must be conducted and results submitted to the Building Safety Fire
Plans Examiner. While not required, it is highly recommended that a pre-construction survey be
conducted.
2. All new structures must follow Appendix J of the NCFC, Building Information Signs.
3. Fire apparatus access roads are required at time of construction. These roads shall be capable
of handling the weight of fire apparatus and be passable in all weather conditions. These roads
are to be a minimum of 26’ wide. Vertical clearance of 13’6” shall be maintained.
4. Addressing signage is required at time of construction. Signage can be temporary in nature until
the permanent signage is installed, but must be durable and capable of withstanding all weather
conditions. Letters and numbers shall not be less than 6” tall with a ¾” brush stroke, on a
contrasting background.
5. Gates on fire apparatus access roads shall have means of access 24 hours a day. A Knox key
bypass switch and siren activated opener are required on electric gates. The gate must have a
way to be manually opened in the event of an emergency during power failure.
6. The proposed gate on the Site Layout Plan, C-3, will require a gate permit. Permit application
with supporting documentation shall be submitted and approved prior to installation of the
gate.
7. Any building with a fire alarm system, sprinkler system, or ERRC system shall have a KnoxBox for
access during an emergency. The KnoxBox is required at the main entrance, mounted above
eye-level.

8. Rooms containing fire alarm, sprinkler or ERRC equipment shall be identified with appropriate
signage.
9. Hydrants shall be installed according to the CFPUA specifications.
10. Proposed hydrant locations on the Utility Plan, C-6, are approved.

1. A land disturbing and a stormwater permit issued by the County are required for this project.
Please submit for permits as the design is completed. Please check with NC DEQ for the
requirements of a state stormwater permit.
2. How will sanitary services be provided for the facility?
3. Note, C-7.2, emergency spillway detail indicates the 100 year elevation is 0.12’ above the top of
dam but per section 5.3.2 of the NHC stormwater design manual. a 1’ of freeboard from top of
bank is required assuming the primary outlet structure is clogged.

1. Property is currently billing / connected to CFPUA water and sewer. Meter Sizing Form will be
needed to confirm existing services are sufficient.
Environmental Health, Dustin Fenske 910-798-6732
1. Site plan reflects connection to public water. Environmental Health has records of 5801 Carolina
Beach Rd. on a well. This well must be properly abandoned by a certified well driller. Protect
well head during any demolition work. 5805 Carolina Beach Rd. may have a well that is older in
which we have no records. If a well head is located it must be protected and properly
abandoned. Proposed infrastructure does not affect surrounding properties wells.
2. Application reflects a proposed septic system. According to our records the existing septic
system at 5801 Carolina Beach Rd. will not be sufficient for the proposed new buildout. The
existing tanks must be pumped, crushed and filled. A new septic Improvement Permit and
Construction Authorization must be applied and permitted prior to any building permit issuance.
Proposed infrastructure will not affect surrounding properties septic systems.

b. Please correct the minimum setbacks table with the applicable standards outlined for the I-1
zoning district, as outlined within Section 3.4.10 of the Unified Development Ordinance (UDO).
c. Development projects in I-1 zoning districts adjacent to residential properties are subject to
Section 3.1.3.C. Side (Interior) Setbacks are 50’.

all new impervious area shall be directed to a permitted SCM and it’s conveyance measures shall be

b. For Waste & Salvage facilities, please refer to UDO Article 4.3.5.E, Sections 1-8 for
additional use standards. Depending on the type of processing this facility will handle,
these standards will need to be met prior to site plan approval.

1. NCDOT Driveway Permits, and Encroachments are submitted through the NCDOT Online Portal.

2. A NCDOT Driveway Permit is required. Submit plans in accordance with pages 14 and 15 of the
Policy on Street and Driveway Access to North Carolina Highways to include access locations

3. A NCDOT Encroachment Agreement is required for any utility connections or installations within
NCDOT right-of-way.

employee number and setbacks to proposed structure. 24 or more employees dictate a public
water well. These wells have different parameters for installation and the current well was not
drilled to these specifications. Well head must remain 25 feet from any structure.
2. Site plan reflects connection to a public sewer pump station with the new building. Proposed
infrastructure does not affect surrounding properties septic systems.
