ASSEMBLY
The Parks Conservancy Board held its regular meeting on Tuesday, June 20, 2023, 5:31pm at the
Airlie Cottage.
Present: Mark Ihnat ΛƦƩĻƭźķźƓŭΜ, Cassidy Santaguida, Dane Scalis, Suzanne Werner, Cheryl Hannah,
Dana Lingenfelser, Rex Buford, Tony Pagrabs, and Jessica Gray
Absent: Dave Ellegood, Tess Osmer
Staff: Tara Duckworth, Andy Johnson, Latashia Smith, and Janine Powell.
WELCOME AND APPROVAL OF MINUTES
Mark welcomed everyone in attendance and called the meeting to order. Since new members
were in attendance, each member introduced themselves. Mark asked if everyone had a chance
to review the minutes and asked if there were any changes. Jessica noticed the next meeting date
said August, but it should have been June 20, 2023. Cassidy also requested that her last name be
changed to Santaguida. Hearing the changes to the April minutes, the following motion was made:
MOTION: Cheryl Hannah MOVED; SECONDED Rex Buford, to adopt the April minutes as
amended. Upon vote, the MOTION CARRIED UNANIMOUSLY.
Financial Report. Tara asked Janine and Cheryl if they would discuss the food truck Rodeo.
Janine reported that all food trucks had paid their money and that the system continues to
work instead having to follow up with them to collect 10 percent of the proceeds. A few
food trucks dropped out because of the rescheduled date, but they were able to be
backfilled and should be on track to collect what is normally collected.
Parks conservancy fund is account is close to $70,000
addition of the Food Truck Rodeo funds.
Cheryl Hannah works for a company that has corporate philanthropy. Parks Conservancy
seems to fit well within their guidelines, so an application was submitted for the maximum
amount at $30,000 for the pump track at Northern Regional Park. Janine and Cheryl were
asked to hold a date to meet with the company and will hopefully have the decision soon.
Paul Smith, who was on the board, is a BMX enthusiast. He is looking for creative ways to
raise funds for the pump track.
Staff Report. Budget was approved and parks has a lot of exciting projects coming up.
Working on North College Road Trail and applying for a grant.
Finishing up the design for the S College Road trail. Will ask for funding from the state the
following year. The maximum amount to ask for is $5 million dollars yearly. Each project is
$5,000.00.
Smith Creek Park phase 2 is under design and should have a final design for permitting in
winter or spring of next year.

Trails End Pier redesign as well as the Long Leaf Park Bridge due to the age of these
amenities.
Pickle Ball lights at Northern Regional is in the budget for next year. By winter the lights
should be available.
Ogden Park playground replacement due to the age of this amenity.
Hanover Pines Park is still on schedule.
River Road Pier should be opening in the beginning of July and was 100% funded by FEMA.
Sally Martin came out to Airlie to look at the bottom of the tree near the exit road that
looks like a mouse house. She is scoping out different places in the park for art. The old
art is beginning to fade so she will replace some of them with fall themed art.
Old Business/New Business
Mark asked about the subcommittee meeting on development ideas that was discussed in
a previous meeting. Janine stated that the subcommittee would meet in the off months of
the Parks Conservancy Board to talk about more ideas and flush out more pump track
funding opportunities. Mark asked if anyone else was interested in helping with the
subcommittee to let him know. Most of the meetings were by phone.

Since there was no further business there was a motion to adjourn.
MOTION: Rex Buford MOVED; SECONDED by Cassidy Santaguida. Motion carried.
The meeting adjourned at 5.55 pm.
