RESUME & HISTORY
Excel Property Management, Inc. (EPM) was organized October 14, 1994, as a woman owned
firm by principal, Ann D. Hanson with four additional women, as a professional real estate
management firm specializing in providing property management services to owners of affordable
and conventional multi-family housing. Two of the five women continue to actively work in the
management of EPM.
At the formation of EPM the principals and owners possessed over 100 years of property and
business management experience. Our history and reputation of excellence in the field of
property management carried over into the organization of Excel. We firmly believe that
effective management of affordable multi-family housing in today’s environment requires a
delicate balance between the needs and desires of the residents; the goals and objectives of the
property owner; the regulations imposed by the governing agency; the requirements of the
syndicator and the necessity that ethical business practices be followed. EPM achieves our
objective with a staff of experienced and knowledgeable personnel willing to devote the attention
to detail required for success in this business.
Prior to the founding of EPM, the owners had worked together in a large property management
company for an average of 11 years. Our experience is both extensive and diverse, having
managed all types of multi-family housing, including, but not limited to low income housing tax
credit program, government-assisted and conventional properties ranging in size from 1 to 454
units in 13 states. This extensive and diverse experience, coupled with the cooperation and trust
among employees as well as our vested interest in the success and growth of the Company, ensure
our clients a high level of dedication, initiative, quality and responsibility.
Currently EPM’s portfolio includes one hundred-eight (109) operational properties consisting of
6,127 units. Ninety-eight (98) of these properties, totaling 5,840 units, utilize the LIHTC
program. This represents over 95% of the entire portfolio in LIHTC units. Sixteen (16) of those
properties also have 100% project-based subsidy, so we are familiar with the process and working
with local housing authorities. Additionally, EPM has signed management agreements on ten (10)
developments, totaling 852 units, all of which all are LIHTC units, currently, or soon to be, under
construction. EPM’s experience is varied, including, but not limited to, consulting, performing
HUD REAC inspections, LIHTC file audits, training sessions, accounting services and assisting
owners in starting their own management companies. EPM has worked for profit-motivated, non-
profit, public housing authorities, the Federal Deposit Insurance Corporation (FDIC), Department
of HUD, among others.
Excel Property Management enjoys an excellent track record with housing agencies, developers
and property owners. EPM’s resulting track record with the experience and dedication of the
owners and employees is reflected in the high quality of service provided to our clients and their
properties and enables us to achieve our goal of ‘excellence in property management’.
Excel’s Leadership
Chuck O’Neal, CEO (Principal)
Chuck O’Neal is the CEO of Allied Argenta‘s group of companies, which includes
development, construction and property management. The development company is a general
partner in fourteen multifamily property partnerships and Hayes Gibson Property Management
and Excel Property Management, our affiliated management group, currently manage
approximately 12,000 units in 13 states. Additionally, Chuck currently serves on the Board of
Directors of Salas O’Brien Engineers, Inc., which provides engineering and consulting services
for energy, technology and infrastructure projects with an emphasis on energy efficiency and
sustainable design with 31 offices throughout the United States.
Following successful ventures in the financial services industry, Chuck founded and managed a
consulting and project management company that performs site acquisition, planning,
architecture and engineering, construction and property management for thousands of cellular
sites for wireless carriers. Chuck also served on the board of Site Management Solutions, Inc.
which managed and sublicensed hundreds of cellular sites to wireless telecommunications
carriers in the public right-of-way. He has also had ownership interests in companies in several
industries including manufacturing, engineering, real estate, electrical and commercial lighting.
Chuck’s diverse business experience enables him to effectively analyze opportunities and
implement strategies to appreciably enhance their value.
Chuck holds an MBA with a concentration in finance from the University of Notre Dame where
he graduated with High Honors and was presented with the Dean’s Award. He also holds a B.A.
in business economics from the University of California, Riverside and has his California Real
Estate Broker’s license.
Ann Hanson, President (Principal)
Ann Hanson is the President and co-founder of Excel Property Management, Inc. (EPM) in
Raleigh, North Carolina. Ann has more than 50 years of experience in financial and property
management and is a North Carolina licensed Real Estate Broker (BIC). Since EPM ‘s
founding in 1994, Ann has provided overall leadership and direction to achieve corporate goals
and maintain EPM’s positive reputation in the affordable housing industry and conventional
property management. Under her leadership, EPM has built a reputation of excellence in the
property management industry and currently has management and/or consulting contracts with
over 107 properties in North Carolina, South Carolina, and Virginia totaling more than 6,000
units. Ann holds an Associates Degree in Accounting from Hardbarger Business College and
has completed coursework at East Carolina University and North Carolina Wesleyan College.
Kimberly Lilly, Director of Compliance (Principal)
Kimberly Lilly has served as Director of Compliance for EPM since its inception. Kimberly also
serves as Corporate Secretary for Excel. Kimberly has 30 years experience in property
management and compliance and holds certifications as a Housing Credit Certified Professional
(HCCP) and a Certified Professional of Occupancy (CPO). As Director of Compliance, Kimberly
oversees a team of five compliance specialists and is responsible for insuring EPM operates in
accordance with federal, state, and local regulations for the property management industry. Under
Kimberly’s leadership, EPM has built a solid reputation with all state and government agencies.
Kimberly attended East Carolina University.
Chris Hanson, Director of Property Management
Chris Hanson has worked his entire 18-year property management career with Excel Property
Management becoming Director of Property Management in February 2020. Chris began his
career as a Maintenance Technician, working his way up through the company serving as an
Asset Manager for 12 years overseeing 23 communities, totaling 1,326 units. As Director of
Property Management, Chris with his team of nine Asset Managers is responsible for the day to
day and financial operations of all communities managed by Excel Property Management which
includes one commercial property.
Chris holds a North Carolina Real Estate license and is currently a CPM candidate with the
Institute of Real Estate Management (IREM). Chris attended Western Carolina University
graduating with a BS in Political Science and earned a Masters Degree in Public Affairs (MPA),
also from WCU.
Stephanie Clay, Director of Marketing and Business Development
Stephanie Clay is EPM’s Director of Business Development and Marketing and has 30+ years
experience in property management. Stephanie is responsible for overseeing marketing and
lease up of all new properties for EPM while developing new opportunities for EPM’s
growth. She is a Virginia Licensed Real Estate Broker and holds certifications as a Housing
Credit Certified Professional (HCCP), a Certified Credit Compliance Professional (C3P) for low
income housing tax credit, and Spectrum Training Award Recipient (STAR) for Rural
Development 515.
Stephanie has a strong background in managing conventional properties. She was an Asset
Manager with EPM from 2002 to 2008 and was rehired as EPM’s Director of Marketing in
2009. She works closely with developers on LIHTC applications, prepares Management
documents, handles business development , marketing and and oversees lease-up activities for all
new construction.
Linda Taylor, Director of Accounting
Linda Taylor joined EPM in February of 2022 as Director of Accounting with over 35 years of
experience in management, accounting, sales, and customer relations in several service industries
including property management. She has been awarded for her leadership during challenging
transitions through her hands on, lead-by-example approach in creating a positive work
environment by encouraging teamwork to build common interest in efficiently reaching goals.
Linda previously worked 8 years with two of the principals of EPM at another property
management company as the corporate accountant and obtained the NC Real Estate License
during her employment there. In her role at EPM she leads a team of six property accountants in
the daily operations of providing accounting services and financial reporting for EPM’s
management contracts. She works closely with audit firms and investors to provide financial
statements and supporting documentation. Linda obtained an Associates Degree in Accounting
from Wake Technical Community College and completed coursework at Mount Olive College.
