will address the strategic
goal(s) listed above.
The New Beginning Rental Assistance Program (NBRA) will
increase housing access by expanding our rental assistance
program for residents of New Hanover County.
According to the updated Bowen report released in May of
2023 median market rate rents have increased by
approximately 53.3% over all AMI categories. Research
performed by the Cape Fear Housing Coalition indicates 1 in
10 NHC residents are at risk of eviction. The NBRA program
provides financial assistance and support to citizens
experiencing short-term hardship to prevent displacement
and/or to acquire housing.
We will perform these services by:
•Completing an intake form to determine program eligibility and
Identify needs.
•Complete a housing plan to identify barriers to obtaining or
maintaining housing, and develop an action plan to eliminate
barriers.
•Support residents in their housing search (if applicable), Staff
will assist residents with the application process, help them
understand eligibility criteria, and provide information about
available housing options.
Housing Counseling and Education to improve residents'
understanding of housing options, rights, and responsibilities,
empowering them to make informed choices.
•Provide budgeting and financial literacy counseling, to
encourage residents to seek solutions to common financial
challenges, help to make informed financial decisions, and
manage overwhelming debt, poor credit, and budget
deficiencies.
•Provide follow-up services on a monthly basis.

The program currently operating through Healthy Opportunities
Pilot. Will increase the capacity for rental assistance by hiring
two case managers and administrative support immediately
upon additional program funding. We expect these funds to
impact a minimum of 356 and a maximum of 475 households.
Leverage of Funding New Beginning Christian Church has allocated approximately
$24,018 of its annual operating budget to support this program.
These funds will be spent to provide a headquarters for this
program to operate and in administrative overhead, supplies,
utilities, internet, computers, transportation.

Choice Vouchers
Over the past year we have worked with the Healthy
Opportunities Pilot (HOP) designed to help New Hanover and
Onslow county residents with non-medical needs. We are
contacted to provide housing navigation and supportive
services to individuals and families in search of housing. About
20% of our referrals over the past year has been single
mothers with Section 8 vouchers seeking housing, or financial
counseling to maintain stability. Even with the Section 8
vouchers, participants are eligible for rental assistance, in
which HOP offers the one-time payment of security deposit,
and 1st month rent, to reduce their anxiety around moving.

proposal?
We have a proven track record in rental assistance and seek to
expand our services to an underserved segment.
Our involvement in the Healthy Opportunities Pilot (HOP)
program started two years ago, focusing on non-medical
support for Medicaid beneficiaries. Starting with a 1.3 Million
dollar budget, we have successfully served over 3500
households. Within HOP, the Housing Navigation component
stands out, guided by official governmental protocols to aid
those facing housing challenges in budgeting, leasing, and
maintaining stability. We aim to use this as the foundation for
our program's criteria.
With extensive expertise in case management, we will
seamlessly integrate our New Beginning Rental Assistance
program into community outreach via social media, local
religious institutions, retail chains like Walmart, and communal
events. As a significant presence in HOP with 35 staff across
three counties, we are well-equipped to address the housing
gap for workforce participants once our proposal receives
approval.
