Biddle 910-798-7068 1. Zoning district: AC, Airport Commerce a. Use: Parking for ILM Comment: Acknowledged. b. Are any traffic calming devices proposed for the parking lot expansion (speed bumps/speed tables)? Note, these are not required, but if they are planned to be installed, please note on the site plan. Comment: There are no traffic calming devices proposed with this project. 2. General Comments: a. Please note that the proposed signs are subject to Section 5.6 of the UDO. Comment: Complied. Signs meet Section 5.6 standards. b. INV-0010263 is available to be paid for this review. Please pay online at www.nhcgov.com/coast or by calling 910-798-7308 Comment: Complied. Payment has been made online. 3. Lighting: a. Lighting plan looks good. Comment: Acknowledged. 4. Landscaping: a. Landscaping plan looks good. Comment: Acknowledged. A fire hydrant needs to be added inside the fenced in area on one of the grass islands. With this many cars and the evolution of EV Vehicles, there are no fire hydrant within easy reach for firefighting purposes. Comment: As discussed per our conversations, a fire hydrant will not be required for this project. A fire hydrant will be required as the new road improvements and master parking lot plan is completed. 2. Any gates will have to have KNOW Override Key Function. This would include any Knife Blade Tire Stops at the gates to lower so Emergency Vehicles can safely get in and out of the parking areas. I am requiring them on the outer In & Out going gates. 2 required. Gate Permits required showing design format. Comment: A KNOW Override Key Function will be provided on the outer entry and exit gates. A gate permit will also be submitted with the design format. 3. Signage showing both the public and Emergency Services which Parking Lot name this is. Signage shall be large enough to be seen from Airport Blvd. Comment: Signage is provided along Airport Boulevard. Signage shall indicate the parking lot name and be large enough to see from Airport Boulevard. NHC Engineering, Galen Jamison 910-798-7072 1. If funding for this project comes from the Airport, an erosion control permit issued by NCDEQ will be required. Should the funding be private, then erosion control permitting will be issued by New Hanover County (NHC) Engineering. Please submit for a permit as the design is completed. Comment: Funding for this project is coming from the Airport. An approved erosion control permit has been obtained from NCDEQ for this project. The permit number is NEWHA-2023-021. 2. Please contact the State for the stormwater permit modification requirements. Comment: Stormwater permit from NCDEQ has been approved for this project. Approval for stormwater minor modification was received on June 5th, 2023. 3. Since the drainage is covered in the State stormwater, the pre-post storm attenuation requirements of NHC will not be required. However, all stormwater conveyance (inlets, pipes, culverts, ditches, etc) measures are subject to the NHC stormwater ordinance. Please submit the NHC Engineering for a stormwater permit for storm conveyance measures as the design is completed. Comment: Complied. A stormwater permit was submitted to the County for review on August 11, 2023. Cape Fear Public Utility Authority, Bernice Johnson 910-332-6620 1. There are no CFPUA comments Comment: Acknowledged. These are preliminary comments and are based on the plans as submitted for the proposed site. They are subject to further review upon receipt of any additional information. Subsequently, additional comments and/or requirements may be necessary for this site. Comment: Acknowledged. 2. No NCDOT permit is required as the proposed site doesn’t connect to or directly impact any state roads. Comment: Acknowledged. Environmental Health, Dustin Fenske 910-798-6732 1. Environmental health has no records of drinking water wells on this parcel. However, there are records of a UST release from NCDENR. This may have prompted monitoring wells on this parcel. If monitoring wells are present then NCDENR UST section should be notified to see if these well are necessary and be properly abandoned or protected. Comment: There are no existing monitoring wells located within this project. 2. Environmental Health has no records of any septic systems on this property or surrounding areas adjacent to this project. Comment: Acknowledged. WMPO, Jamar Johnson 910-473-3915 1. Please provide signage for compact car parking stalls that are 16’ in length per NHC UDO 5.1.4.8 Comment: Complied. All parking stalls are at least 18’. Dimensions have been provided and a note has been provided on Sheet C-16. 2. Please label dimensions of drive aisles between parking rows. Comment: Complied.
