Section 2: Explanation
BA 24-004 is to budget promotional funds received from the NC Department of Health and Human Services (NCDHHS)
which are to be used to enhance the Adoption Promotion and Support Services Program. These funds were awarded to New
Hanover County after a formal application was made by the county and a review of adoptions was completed by a team of
NCDHHS staff and outside reviewers. The team assessed and scored the adoption records for the months of June 2022 through
May 2023. There were 32 successful adoptions that were eligible for consideration for the incentive funds during this
timeframe for youth age 13 and above and the sibling group. Due to the county's high rating in successful adoptions, these
funds were awarded to the county, This money will be reinvested into the foster and adoption program for recruitment and
retention of foster and adoptive parents. No county match is required.
BA 24-005 The Medicaid expansion legislation signed into law by Governor Cooper in March 2023 (S.L. 2023-7/House Bill
76) included funding to offset counties' administrative costs associated with implementing expansion. NCDHHS will be
allocating funding to counties to support efforts to hire and train staff as well as for support including technology infrastructure
to help prepare for Medicaid expansion while also meeting the significant demands associated with the Continuous Coverage
Unwinding (CCU). New Hanover County was allocated $118,387 in interim funding until the funding from S.L. 2023-
7/House Bill 76 is available beginning October 1, 2023. This funding is provided to support only incremental work resulting
from CCU and expansion implementation planning efforts and should not be used to supplement historical county spending.
Any unused funds from the allocation period must be reverted to NCDHHS by the end of the state fiscal year (SFY) 2023-
2024. No county match is required.
BA 24-006 The contract for the Essential Utilities, Healthy Opportunities Pilot Program, which was authorized by North
Carolina's 1115 Demonstration Waiver that evaluated the effectiveness of a set of select, evidenced -based, non -medical
interventions to assist in improving health outcomes and reducing healthcare costs for high -need Medicaid members, was
terminated effective August 1, 2023. The termination was primarily due to the determination that participants qualified for the
same assistance from other programs. This budget amendment removes these funds from the FY24 Adopted Budget. There
will be no impact to Medicaid recipients as energy and water utility assistance needs are addressed through other local, state
and federal funding.
BA 24-007 The Cape Fear Public Utility Authority (CFPUA) Assistance Program is 100% funded by community partner
contributions for assistance with water bills for CFPUA customers. The memorandum of understanding with WATERway NC
was terminated effective July 1, 2023, at their request, due to multiple other sources of assistance being available. Anticipated
contributions will not be actualized. This budget amendment removes these funds from the FY24 Adopted Budget. There will
be no impact to residents as assistance needs are being addressed through the water assistance programs for all water providers
operating in New Hanover County.
BA 24-009 budgets funding received for the Low -Income Energy Assistance Program (LIEAP). LIEAP is a one-time
supplement paid directly to a resident's heating provider, by the local county social services department, who are not registered
with the state for direct deposit for the energy assistance program. The supplement will be paid for households that received a
LIEAP payment during the state fiscal year (SFY) 2022-2023, no later than October 18, 2023. There is no county match
required.
BA 24-011 budgets funding for the Crisis Intervention Program which is a one-time supplement to be paid directly to a
resident's heating provider, by the local county social services department, who are not registered with the state for direct
deposit for the energy assistance program. The supplement must be paid for households that received a payment during the
state fiscal budget (SFY) 2022-2023, no later than October 18, 2023. There is no county match required.
Section 3: Documentation of Adoption
This ordinance shall be effective upon its adoption.

that the Ordinance for Budget Amendment(s) 24-004, 24-005, 24-006, 24-007, 24-009, & 24-011 amending the annual budget

BA 24-008 budgets funding provided by the North Carolina Department of Health and human Services (NCDIfTfS). This
budget amendment balances the actual award amounts received to the amounts budgeted. for 1 Y24, Included in. this
amendment are the following: $591,276 increase in the Public Health Infirastructure Program to provide local workforce
development and training to public health staff, $2,706 increase in Family Planning Title.X supporting additional supplies
for the program, $3,615 decrease to the tuberculosis control due to a decreased state award, $800 decrease to refugee health
assessment funding due to a decreased state award, and. $2,436 increase to Healthy Communities funds to provide a targeted
anti -smoking carnpaign within the community. No new positions are requested for these programs and no county match is
required.
BA 24010 budgets funding awarded from the Walmart Community Grant which provides outreach support and sustains
community efforts, programs, partnerships and services in the community. $ 1,000 is for the purchase of car seats for
community members who receive health and human services, and $1,000 is for outreach supplies, to include books or holiday
food items ror programs supporting optimal health and well-being. No new positions are requested for this program and no
county match is required,

BA 24-012 will appropriate Library Foundation funds and transfer to the General Fund. This transfer will reimburse Facilities
Management for funding the construction of the Picnic Shelter at the Northeast Library. In order to keep the project moving

Section 2: Explanation
BA 24-013 will rollover unexpended grant expenditures and revenues from FY23 to FY24 for the grants that did not expire on June 30, 2023.
The General Fund's appropriated fund balance will be increased by $33,986, which represents the county's cash match requirement for the
grants being rolled forward. Also, included in this budget amendment are entries to finalize the June 30 balances in the Special Purpose Fund
and Representative Payee Fund. On July 17, 2023, CBA 24-003 was adopted to roll the preliminary balances to FY24.

BA 24-014 - The FY22-23 adopted budget included capital contributions to the NHC Board of Education for $4,696,000 and
Cape Fear Community College for $2,087,000. The Board of Education's FY23 expenses totaled $1,631,533 through June
30, leaving a balance of $3,064,467. Cape Fear Community College's FY23 expenses totaled $763,508, leaving a balance of

WHEREAS, the American Rescue Plan Act (ARPA),funded from the State ofNorth Carolina Fiscal Recovery Fund, was
established in Session Law (S.L.) 2021-180 to assist eligible units of local government with meeting drinking water
and/or wastewater and/or stormwater infrastructure needs; and
WHEREAS, the North Carolina Division of Environmental Quality, Division of Water Infrastructure (NCDEQ-DWI) has
offered Local Assistance for3tonmvvater|nhastructure|nvestment(LASU)ARPAfun6ingintheamountof$15U,0U0
to perform the work detailed in the submitted application for the Acorn Branch watershed; and
WHEREAS, New Hanover County intends to perform said project in accordance with the agreed scope of work.
NOW, THEREFORE, BE IT RESOLVED, that the New Hanover County Board of Commissioners hereby accepts and
approves the following:
That New Hanover County does hereby accept the LASII ARPA grant offer of $150,000;and
That New Hanover County does hereby give assurance to the North Carolina Department of Environmental
Quality that any Conditions orAssurances contained in the Funding Offer andAcceptance (award offer) will
be adhered to; has substantially complied, or will substantially comply, with all federal, State of North
Carolina (State), and local laws, rules, regulations, and ordinances applicable tothe project; and tofederal
and State grants and loans pertaining thereto; and

RESOLUTION OF DISPOSAL SURPLUS PROPERTY
WHEREAS, New Hanover County owns certain personal property itemized on attached Exhibit A that is no longer
functional for governmental purposes; and
WHEREAS, the New Hanover County Board of Commissioners is desirous ofdeclaring the property surplus and
disposing of the property as authorized by North Carolina General Statute (NCGS) 160A-Article 12; and
WHEREAS, following the board's approval, the board wishes to allow non-profit organizations the opportunity to
inspect and purchase the property prior to being sold by public auction; and
WHEREAS, all remaining property will be disposed of according to the procedures prescribed in Chapter
160A270(c) which authorizes the disposal of personal property electronically using an existing private or public
electronic auction service; and
WHEREAS, items not sold by electronic auction will be disposed of using any other method authorized in the NCGS
160A-Article 12 including discarding the items.
NOW, THEREFORE, BE IT RESOLVED by the New Hanover County Board of Commissioners as follows:
° The personal property itemized onthe attached Exhibit Abhereby declared tobesurplus property.
* The Chief Financial Officer's designated representative, pursuant tothe provisions ofG.S.16UA-27Ukiis
hereby authorized to dispose of the personal property listed by electronic public auction and any property
not sold by electronic means may be disposed of using any other method authorized by the N[6S
160AArbde 12, and that said representative befurther authorized and directed tmexecute necessary
documents, transfer title, add/delete items from the surplus list, and perform all necessary functions
associated with this disposal.
Non-profit organizations will be given the opportunity to inspect and purchase the property prior to being
sold bvpublic auction.
All surplus property will be sold "as is," all sales will be final. New Hanover County makes no express or
implied warranties of merchantability of any surplus property, or part thereof, or its fitness for any
particular purpose regardless of any oral statements that may be made concerning the surplus property
orany part thereof.
A notice summarizing this resolution and the sale of the surplus property shall be advertised on the
county'svvebsite and/or in the Wilmington Star News at least ten (10) days prior tothe electronic public
auction.

WHEREAS, Hispanics are justly proud of their rich and diverse cultural heritage, having made positive
contributions to the social, artistic, linguistic, and intellectual aspects of our community; and
WHEREAS, generations of proud, hardworking, enterprising Hispanic Americans have contributed to and
have strengthened New Hanover County, with countless achievements, and their abiding values in the
home and family; and
WHEREAS, Hispanics increasingly impact the political, economic, and social growth of our community
and state; and
WHEREAS, as we observe Hispanic Heritage Month, the county encourages all members of our
community to recognize the accomplishments and contributions of our Latina community and the
importance of social justice and fair representation for the Latina community in all aspects of county life
and experience.
NOW, THEREFORE, BE IT PROCLAIMED by the New Hanover County Board of Commissioners that
September 15 — October 15, 2023, will be recognized as "Hispanic Heritage Month" in New Hanover
County. Residents are encouraged to honor the rich diversity of the Hispanic community and celebrate
the many ways they contribute to our nation and society.

RESOLUTION kNRECOGNITION OF THE SOmANNUAL STATE CONVENTION OF
THE NAACP NORTH CAROLINA CONFERENCE
WHEREAS, the National Association for the Advancement ofColored People ( was founded in19O9
in New York City by black and white activists seeking to influence the progress of social justice in the United
States; and
WHEREAS, the NAACP North Carolina State Conference was formed 80 years ago, in1943, to serve the
state's membership of 5,700; and
WHEREAS, the New Hanover County Branch #5424 of the NAACP was founded in 1919 with 75 members;
and
WHEREAS, the mission of the NAACP is to ensure the political, educational, social, and economic equality
of rights of all persons and to eliminate race -based discrimination; and
WHEREAS, the vision of the NAACP is to ensure a society in which all individuals have equal rights without
discrimination based on race; and
WHEREAS, the NAACP has worked diligently to achieve equality of rights, eliminate racial prejudice, and
remove barriers and racial discrimination through democratic processes; and
WHEREAS, under the leadership of President Deborah Dicks K4axvxeU and Executive Director Da'Quan
Marcell Love the 801h Anniversary State Convention of the NAACP North Carolina State Conference will be
held in New Hanover County, September 28 — 30, 2023 with the theme of Fighting Forward!
NOW, THEREFORE, BE IT RESOLVED, that the New Hanover County Board of Commissioners recognizes
the NAACP North Carolina State Conference and its efforts to improve the political, educational, soda[
and economic status of African Americans and other racial and ethnic minorities and welcomes the 80th
Annual State Convention to New Hanover County.
