Meeting Minutes
July 20, 2023
I. Call to order
Chairman Bruce Shell called to order the regular meeting of the New Hanover County
Alcoholic Beverage Control Board at 9:00am on July 20, 2023 at the General Office,
6009 Market Street, Wilmington, NC.
IL Oath of Office
Karen King, AP/Procurement Specialist and Notary for the Board, administered the
Oath of Office to Louis Burney, Jr. He was appointed by the New Hanover County
Commissioners as the new Board Member to the New Hanover County ABC Board
effective July 1, 2023.
III. Chairman confirms quorum
The following Members of the Board were i,resent:

IV. Conflict of Interest Reminder
Mr. Shell verbally confirmed that the Board members had read the following ethics
reminder:

"In accordance with General Statute 18B-201, it is the duty of every Board member to
avoid both conflicts of interest and appearances of conflicts. Does any member have
any known conflict of interest or appearance of conflict with respect to any matters
coming before the Board today? If so, please identify the conflict or appearance of
conflict and refrainfrom any undueparticipation in theparticular matter involved. "
Let it be recorded that no conflicts were identified by any Board member regarding this
Board meeting.
V. Consent ALenda Items of Business
Mr. Shell presented the minutes from the Regular Meeting of June 15, 2023. Mr. Dickerson
made the motion to approve the minutes as written. Mr. Rivenbark seconded the motion, all
approved.
Mr. Shell presented the proposed meeting agenda. Ms. Barr made the motion to approve the
agenda as written. Mr. Dickerson seconded the motion, all approved.
VI. Regular Agenda Items of Interest
• FY 2023 Law Enforcement Grant Update
• Wriehtsville Beach Police Denartment — Chief Squires updated the Board on the
$31,000 grant for Operation Clear View. He reported that the breakdown of the
funds for the project were $25,000 for 2 ATV's, $6,000 for Wages and Benefits for
overtime.
Carolina Beach Police Denartment — Sgt. McNeil updated the Board on the
$29,033 grant. This grant funded continue development and implementation of
selective traffic enforcement program to target impaired driving, and illegal drug
use. Program to include community outreach, sobriety checkpoints, saturation
patrols, and a proactive traffic component. It would include a school -based
instructional programs to teach teens about the dangers of underage drinking and
alcohol abuse as well as the dangers of riding with alcohol -impaired drivers.
WilminjZton Police Department — Sonya Stephenson, Police Grant Coordinator,
Sgt. Irving and Officer BJ Jacobs updated the Board on the $40,000 grant. This
grant funded the Downtown/Riverwalk Ebike program intended to deter alcohol
related offences by increasing the visibility of the Community Engagement
Officers, reducing exertion from traditional bikes, increasing accessibility to the
Riverwalk that is not possible for vehicles.
New Hanover County Sheriff Department — Lt. Josh Cortes updated the Board
on the $49,967 grant. He reported that the funds purchased a new vehicle for the
Sheriff's ABC Unit in an effort to contain Alcohol related violations and promote
the .safety of the citizens by spending more time investigating Alcohol and
Beverage Control matters.

Mr. Shell appointed the following Board Member to each of the Committees:
Real Estate Committee, Mr. Shell and Mr. Rivenbark, staff Mr. Hill
Finance/Policy Committee, Mr. Shell and Mr. Burney, staff Ms. Clark
Community Outreach Committee, Mr. Dickerson and Ms. Barr, staff Ms. Clark
Mr. Shell requested nominations for Vice Chair for the FY 23/24; Mn Rivenbark nominated
and made a motion to appoint Ms. Barr as Vice Chair. Mr. Dickerson seconded the motion,
and all approved.
Mr. Dickerson nominated and made a motion to reappoint Nis. Clark to serve as the Board
Secretary. Mr. Rivenbark seconded the motion, and all approved.
VIII. Administrative Reports
ABC Law Enforcement_ Officers'Unit Monthly — (ALE) Report for June was
presented by LT. Josh Cortes, NHC Sheriff's Department. Please see the attached LE
Monthly Reporting Numbers from the North Carolina ABC Commission website
(Attachment "A").
Financial Statements — Mr. Casteen and Ms. Clark presented a copy of the Board
Financial Statements for June, 2023. The Financial Statement showed, the Actual -to -
Actual comparison Gross Sales more than the prior June by $786k (12.64%), Operating
Expenses more than prior June by $131k (26.09%), and Income from Operations was
more than prior June by $48k.
• General Manalzer Updates
Julv 411 Display Contest — Mr. Hill advised the Board that the winners for the July
4t" Display contest was Store 4109, Castle Hayne.
IX. Adjournment
Mr. Shell advised the Board the next regular Board Meeting is scheduled for Thursday,
August 17, 2023 at 9:00 am at the General Office, 6009 Market Street, Wilmington, NC.
However, it was discussed that several of the Board Members will be out of town and we
would not have a quorum. The Board is going to discuss canceling this scheduled meeting.
Mr. Dickerson made the motion to adj urn the meeting; Ms. Barr seconded the motion, and
all approved.
