Planning, Zach Dickerson 910-798-7450: Comment 1: Zoning district: B-1 Response: Comment acknowledged. Zoning district included in the site plan sheet. Comment 2: Parking a. No parking spaces are being removed, all good. Response: Comment acknowledged. Comment 3: Please provide all NCDOT approvals upon receipt. Please be aware that no building permit will be issued until NCDOT has issued the Driveway Permit. Response: Per confirmation from Zach on 8/15/2023, this comment can be disregarded as the project will not need to be reviewed by NCDOT. Comment 4: Tree Retention: a. What is the size, in caliper inches, of the trees being removed? b. If they are within the size minimums of documented trees, they will require a tree removal permit prior to removal. c. Please refer to UDO Section 5.3 for Tree Removal Standards. Response: Tree survey was completed on proposed trees to be removed. Size information has been included in the landscape sheet. Zach confirmed on 9/7/2023 that these trees will not require a tree removal permit after his preliminary review. Comment 5: Landscaping and Buffering: a. Landscaping plan is sufficient, no further landscaping is required. Response: Comment acknowledged. If not, disregard the following. b. Please provide a lighting plan- approval of the lighting plan is required before site plan approval (Section 10.3.6, Site Plan) or zoning compliance approval (Section 10.3.8, Zoning Compliance Approval), whichever comes first. A lighting plan must be provided to illustrate that street lighting, all exterior lighting, and indoor lighting visible from outside 195 Porters Neck Road – Chick-Fil-A Canopy Commercial Minor – TRC Review shall be designed and located so that the maximum illumination measured in foot candles at ground level at a lot line, UDO Section 5.5. Please refer to Table 5.5.4.B of the UDO. c. Before the building permit can be issued, documentation must be provided to illustrate that illumination plan. Response: Lighting plan has been provided and is included in the resubmittal set. NHC Fire, David Stone 910-798-7458: Comment 1: No comments. Response: Comment acknowledged. NHC Engineering (Stormwater), Galen Jamison 910-798-7072: Comment 1: A land disturbing permit issued by the County is required for this project. Please submit for permit application documents to bwetherill@nhcgov.com as the design is completed. Response: Land disturbance permit will be submitted. Comment 2: A revision to the stormwater permit (ATC# 471-11/06/17) issued by the County is required for this project. Please submit for permit application documents to gjamison@nhcgov.com as the design is completed. Response: Revision to stormwater permit will be submitted. Comment 3: Please contact the State for the stormwater permit modification requirements. Response: Bowman is currently in contact with the state for the revision of the existing stormwater permit. Approval will be provided as soon as it is received. NHC Environmental Health, Dustin Fenske 910-798-7324: Comment 1: Site is on public sewer. Proposed improvements will not impact any septic systems on surrounding properties. Improvements appear to be all external to the restaurant. If improvements happen within the restaurant then food service applications must be made for renovations. Response: Correct, no impacts are being proposed for sewer.
